Strategic Management of Clustering Policy During Provision of Sustainable Development

Abstract: Analysis of the problems of sustainable development of territories shows that one of the main methods for solving is transition to strategic management of the policy of clustering. Strategic management of the policy of clustering is pre-determined mainly by quick changes of external environment and emergence of hardly predictable economic and financial situations. An important precondition of transition to strategic management of the policy of clustering of territories is the process of globalization of the country’s economy, which determines not only the necessity to use the resource potential effectively, but also to create conditions for creation and formation of new competitive advantages. Enterprises and organizations of small business should become their bearers. The Concept of long-term socio-economic development of the Russian Federation until 2020 sets one of the most important conditions for transition to innovational development as “creation of a network of territorial and production clusters which realize competitive potential of territories”. Besides, the Strategy of innovational development of the Russian Federation until 2020 includes into the main goals of innovational policy of regions the transition to principles of innovational cluster policy. Thus, strategic documents of the federal level pay special attention to management of clustering policy through creation of a network of clusters which would allow increasing effectiveness of using competitive potential of territories and providing their sustainable development through development of the network of territorial and production clusters of subjects of small business.

Abstract: This chapter elaborates on entrepreneurship in developed and developing countries and focuses on the optimization of entrepreneurial activities. Various scenarios are considered: independent functioning of the market, integration in the form of reorganization (mergers and acquisitions), integration in the form of clustering, and integration in the form of innovational networks and technological parks. The optimal structure of the integration processes and best-case scenarios for its implementation to accelerate the rate and increase the quality of economic growth are substantiated. The potential for uptake of integration processes in stimulating economic growth through entrepreneurship is determined by the level of institutionalization in an economy. In developed countries, all forms of company integration are characterized by the high level of institutionalization, which allows for their effective use for economic growth. Independent companies, mergers, and acquisitions restrain economic growth and reduce its quality, while clusters, technological parks, and innovational networks accelerate the rate of economic growth and increase its quality. In developing countries, integration processes in entrepreneurship have a different influence on economic growth and require further institutionalization.

Abstract: This chapter elaborates on the role of clusters and innovational networks in Russia and interprets that the future growth of Russia’s economy depends on the development of clusters and innovational networks. We substantiated that clusters and innovational networks possess considerable potential in the sphere of provision of sustainable growth of Russia’s economy. Today, this potential is not used due to unequal distribution of clusters and innovational networks on Russia’s vast territory and due to their being at the initial stage of development – despite their prolonged period of existence. However, even in the current conditions, clusters and innovational networks make a significant contribution to Russia’s GDP (15.58% in 2018). By 2024, by implementing our described optimal scenario of clusters and innovational networks development, it would be possible to expand Russia’s GDP by 15 times, which will allow increasing the country’s GDP by 2.5 times. This positive effect will be achieved due to the provision of balance and stability of economic growth, which will make it more sustainable. Clusters and innovational networks should become a basis for sustainable growth of Russia’s economy. We recommend a scenario of sustainable growth based on a more equal distribution of clusters and innovational networks across Russia and a quicker development of clusters and innovational networks via more extensive involvement of private businesses.

Abstract: Sustainability aims at addressing environmental and socio-economic issues in the long term. In general, the literature on sustainability has focused mainly on the environmental issues, whereas, more recently, a Circular Economy has been proposed as one of the latest concepts for addressing both the environmental and socio-economic issues. A Circular Economy aims at transforming waste into resources and on bridging production and consumption activities; however, there is still limited research focusing on these aspects. This paper addresses the link between procurement and supply practices, and proposes changing from a traditional public procurement process, based on product-selling business models, to a more service-oriented system. The paper proposes a framework to include technical and non-technical specifications of product/service combinations that improve resource usage efficiency through recovery. The framework also considers socio-cultural specifications and physical and social proximity between the stakeholders in the procurement process. The framework is based on collaboration, which is a vital link between the public procurement process and the development of more sustainable business models, where the experience gained in the collaboration process serves as the bases for suppliers and procurers in improving their contribution to CE, whilst at the same time securing economic benefits for both parties. Although, in this process, the specification setting may take longer, the relationships between procurer and supplier tend to be longer lasting and stronger. This research shows that collaboration between procurers and suppliers throughout the procurement process can lead to reductions in raw material utilisation and waste generation, whilst promoting the development of new, more sustainable, business models.

Abstract: Purpose – Empirical research provides evidence that green supply chain management (SCM) practices positively impact firm performance. Yet, questions remain regarding how firms configure their organizations and design green practices to achieve improved performance, especially in light of a constantly changing business environment. This research uses the resource-based and strategic choice theories to better understand the antecedent roles of two strategic orientations, supply chain orientation (SCO) and environmental orientation (EO), on both the implementation and outcomes of green SCM practices. The paper aims to discuss these issues. Design/methodology/approach – Survey responses from 367 supply chain managers are tested through structural equation modeling. Findings – Findings suggest that a combination of SCO and EO capabilities positively influence the implementation of green SCM practices, and positively impact firm performance. Abstract: The main finding of this article is that sustainability and the broader concept of social responsibility imply a change in the spirit of governance, which promotes the so-called 'de facto convergence' between the different corporate governance systems existing all over the world. Substantial corporate governance convergence suggests that different countries may have different companies' ownership structure, rules and institutions but the corporate boards may still be able to perform common goals, with attention to similar key performance indicators, such as ensuring fair disclosure or accountability. Companies that perform better with regard to the triple bottom line can increase shareholder value contributing, at the same time, to the sustainable development of the societies in which they operate.
