Sustainability Narratives as Transformative Solution Pathways: Zooming in on the Circular Economy

Abstract: The circular economy can be understood as one of the sustainability narratives (along with, e.g., the bioeconomy, the green economy and the sharing economy), currently relevant in academia, business and policymaking. Sustainability narratives are characterized by a distinctive set of transferable and scalable solutions, addressing resource/services use and distribution in social-ecological-technical systems. Core solutions in the circular economy are technologically-driven improvements towards reductions of inputs/outputs in production and consumption systems. However, the conceptual diversity of the circular economy is such that it can, like other sustainability narratives, serve multiple sustainability discourses (e.g., ecological modernization, sustainable development and degrowth). In order to cater to societal needs within the planet’s biophysical boundaries, the contribution of the circular economy needs to be strengthened in regard to the protection of biodiversity and ecosystems and to the just distribution of resources, opportunities and prosperity. Socio-cultural change should be understood as complementary to technology- and private sector-driven solutions. While circular economy principles are meant to be translated into tailored micro- and macro- level strategies based on context-specific characteristics and needs, the causal connections between units or geographical regions are a crucial issue for sustainability. The overall co-evolution and harmonization of multiple narratives towards coherent sustainability pathways should strive towards decreasing dependence on fossil resources, reversing biodiversity loss and ecosystems degradation and enabling a quality life for all people. The conclusions of this article provide key points that can further guide analyses and implementation of the circular economy in the context of sustainability transformations.

Abstract: Achieving sustainable socio-economic development requires approaches that enhance resource use efficiencies and can address current cross-sectoral challenges in an integrated manner. Existing evidence suggests an urgent need for polycentric and transformative approaches, as global and local systems have come under strain. This study conducted a systematic literature review at the global level to assess the progress made towards achieving a circular economy between 2010 and 2020, a period covering the formulation of the Sustainable Development Goals (SDGs) and the initial five years of their implementation. The focus was on the potential of improved water and energy use efficiency, linking them to food production within the context of a circular economy. Identifying successes, opportunities, challenges, and pathways towards a circular economy from the literature review facilitated developing a conceptual framework to guide strategic policy formulations towards a more sustainable economy. A combination of transformative approaches is analysed in an integrated way in response to the 2030 global agenda on sustainable development. Thus, the study is informed by the initiatives to attain SDGs and mitigating negative environmental impacts due to waste and pollution. The premise is to enhance transformational change as a catalyst for employment creation and the attainment of a green economy while reducing waste. Transformative approaches have been identified to provide pathways towards global climate targets and protection of the environment from further degradation. They are a catalyst to achieve SDG 12 on ensuring sustainable consumption and production patterns.

Abstract: The search for scientific bases for confronting problems of social policy is bound to fail, becuase of the nature of these problems. They are “wicked” problems, whereas science has developed to deal with “tame” problems. Policy problems cannot be definitively described. Moreover, in a pluralistic society there is nothing like the undisputable public good; there is no objective definition of equity; policies that respond to social problems cannot be meaningfully correct or false; and it makes no sense to talk about “optimal solutions” to social problems unless severe qualifications are imposed first. Even worse, there are no “solutions” in the sense of definitive and objective answers.

Abstract: The circular economy concept has gained momentum both among scholars and practitioners. However, critics claim that it means many different things to different people. This paper provides further evidence for these critics. The aim of this paper is to create transparency regarding the current understandings of the circular economy concept. For this purpose, we have gathered 114 circular economy definitions which were coded on 17 dimensions. Our findings indicate that the circular economy is most frequently depicted as a combination of reduce, reuse and recycle activities, whereas it is oftentimes not highlighted that CE necessitates a systemic shift. We further find that the definitions show few explicit linkages of the circular economy concept to sustainable development. The main aim of the circular economy is considered to be economic prosperity, followed by environmental quality; its impact on social equity and future generations is barely mentioned. Furthermore, neither business models nor consumers are frequently outlined as enablers of the circular economy. We critically discuss the various circular economy conceptualizations throughout this paper. Overall, we hope to contribute via this study towards the coherence of the circular economy concept; we presume that significantly varying circular economy definitions may eventually result in the collapse of the concept.
