TL;DR: A new axiomatic definition of single-valued neutrosophic distance measure and similarity measure is initiated, which is expressed by single- valued neutrosophile number that will reduce the information loss and remain more original information.
Abstract: In this paper, we initiate a new axiomatic definition of single-valued neutrosophic distance measure and similarity measure, which is expressed by single-valued neutrosophic number that will reduce the information loss and remain more original information. Meanwhile, a novel score function is proposed. Then, the objective weights of various attributes are determined via gray system theory. Moreover, we present the combined weights, which can show both the subjective information and the objective information. Later, we present three algorithms to deal with multi-attribute decision-making problem based on revised Technique for Order Preference by Similarity to an Ideal Solution, Multi-Attributive Border Approximation area Comparison and similarity measure. Finally, the effectiveness and feasibility of approaches are demonstrated by two numerical examples.

TL;DR: A systematic review of methodologies and applications with recent fuzzy developments of two new MCDM utility determining approaches including Step-wise Weight Assessment Ratio Analysis (SWARA) and the Weighted Aggregated Sum Product Assessment (WASPAS) and fuzzy extensions which discussed in recent years are presented.
Abstract: The Multiple Criteria Decision Making (MCDM) utility determining approaches and fuzzy sets are considered to be new development approaches, which have been recently presented, extended, and used by some scholars in area of decision making. There is a lack of research regarding to systematic literature review and classification of study about these approaches. Therefore; in the present study, the attempt is made to present a systematic review of methodologies and applications with recent fuzzy developments of two new MCDM utility determining approaches including Step-wise Weight Assessment Ratio Analysis (SWARA) and the Weighted Aggregated Sum Product Assessment (WASPAS) and fuzzy extensions which discussed in recent years. Regarding this, some major databases including Web of Science, Scopus and Google Scholar have been nominated and systematic and meta-analysis method which called “PRISMA” has been proposed. In addition, the selected articles were classified based on authors, the year of publication, journals and conferences names, the technique and method used, research objectives, research gap and problem, solution and modeling, and finally results and findings. The results of this study can assist decision-makers in handling information such as stakeholders’ preferences, interconnected or contradictory criteria and uncertain environments. In addition, findings of this study help to practitioners and academic for adopting the new MCDM utility techniques such as WASPAS and SWARA in different application areas and presenting insight into literature.

TL;DR: It can be concluded that sustainable engineering is an area that is quite suitable for the use of MCDM, and most of the methods used in sustainable engineering are based on traditional approaches with a noticeable trend towards applying the theory of uncertainty.
Abstract: Sustainability is one of the main challenges of the recent decades. In this regard, several prior studies have used different techniques and approaches for solving this problem in the field of sustainability engineering. Multiple criteria decision making (MCDM) is an important technique that presents a systematic approach for helping decisionmakers in this field. The main goal of this paper is to review the literature concerning the application of MCDM methods in the field of sustainable engineering. The Web of Science (WoS) Core Collection Database was chosen to identify 108 papers in the period of 2008–2018. The selected papers were classified into five categories, including construction and infrastructure, supply chains, transport and logistics, energy, and other. In addition, the articles were classified based on author, year, application area, study objective and problem, applied methods, number of published papers, and name of the journal. The results of this paper show that sustainable engineering is an area that is quite suitable for the use of MCDM. It can be concluded that most of the methods used in sustainable engineering are based on traditional approaches with a noticeable trend towards applying the theory of uncertainty, such as fuzzy, grey, rough, and neutrosophic theory.

TL;DR: In this paper, a location selection problem for a military airport using multiple criteria decision making methods is presented and the decision criteria to evaluate alternative locations are specified, and the objective is to identify the best location among candidate locations.
Abstract: This paper presents a location selection problem for a military airport using multiple criteria decision making methods. A real-world decision problem is presented and the decision criteria to evaluate alternative locations are specified. The objective is to identify the best location among candidate locations. Nine main criteria and thirty-three sub-criteria are identified by taking into account not only requirements for a military airport such as climate, geography, infrastructure, security, and transportation but also its environmental and social effects. The criteria weights are determined using AHP. Ranking and selection processes of four alternatives are carried out using PROMETHEE and VIKOR methods. Furthermore, the results of PROMETHEE and VIKOR methods are compared with the results of COPRAS, MAIRCA and MABAC methods. All methods suggest the same alternative as the best and produce the same results on the rankings of the location alternatives. One-way sensitivity analysis is carried out on the main criteria weights for all methods. Statistically significant correlations are observed between the rankings of the methods. Therefore, it is concluded that PROMETHEE, VIKOR, COPRAS, MAIRCA and MABAC methods can be successfully used for location selection problems and in general, for other types of multi-criteria decision problems with finite number of alternatives.

TL;DR: This work defines the settheoretic operators on an instance of neutrosophic set, and provides various properties of SVNS, which are connected to the operations and relations over SVNS.
Abstract: Neutrosophic set is a part of neutrosophy which studies the origin, nature, and scope of neutralities, as well as their interactions with different ideational spectra. Neutrosophic set is a powerful general formal framework that has been recently proposed. However, neutrosophic set needs to be specified from a technical point of view. To this effect, we define the settheoretic operators on an instance of neutrosophic set, we call it single valued neutrosophic set (SVNS). We provide various properties of SVNS, which are connected to the operations and relations over SVNS.

TL;DR: The author makes an introduction to non-standard analysis, then extends the dialectics to “neutrosophy– which became a new branch of philosophy, which is the first logic that comprises paradoxes and distinguishes between relative and absolute truth.
Abstract: The author makes an introduction to non-standard analysis, then extends the dialectics to “neutrosophy” – which became a new branch of philosophy. This new concept helps in generalizing the intuitionistic, paraconsistent, dialetheism, fuzzy logic to “neutrosophic logic” – which is the first logic that comprises paradoxes and distinguishes between relative and absolute truth. Similarly, the fuzzy set is generalized to “neutrosophic set”. Also, the classical and imprecise probabilities are generalized to “neutrosophic probability”.

TL;DR: A generalized framework for decision analysis is proposed to highlight the fundamental ingredients for more structured and tractable environmental decision making.
Abstract: Decision making in environmental projects can be complex and seemingly intractable, principally because of the inherent trade-offs between sociopolitical, environmental, ecological, and economic factors. The selection of appropriate remedial and abatement strategies for contaminated sites, land use planning, and regulatory processes often involves multiple additional criteria such as the distribution of costs and benefits, environmental impacts for different populations, safety, ecological risk, or human values. Some of these criteria cannot be easily condensed into a monetary value, partly because environmental concerns often involve ethical and moral principles that may not be related to any economic use or value. Furthermore, even if it were possible to aggregate multiple criteria rankings into a common unit, this approach would not always be desirable because the ability to track conflicting stakeholder preferences may be lost in the process. Consequently, selecting from among many different alternatives often involves making trade-offs that fail to satisfy 1 or more stakeholder groups. Nevertheless, considerable research in the area of multicriteria decision analysis (MCDA) has made available practical methods for applying scientific decision theoretical approaches to complex multicriteria problems. This paper presents a review of the available literature and provides recommendations for applying MCDA techniques in environmental projects. A generalized framework for decision analysis is proposed to highlight the fundamental ingredients for more structured and tractable environmental decision making.

TL;DR: The results of this study indicated that in 2013 scholars have published articles more than in other years, and energy, environment and sustainability were ranked as the first areas that have applied MCDM techniques and approaches.
Abstract: Multiple criteria decision-making (MCDM) is considered as a complex decision-making (DM) tool involving both quantitative and qualitative factors. In recent years, several MCDM techniques and approaches have been suggested to choosing the optimal probable options. The purpose of this article is to systematically review the applications and methodologies of the MCDM techniques and approaches. This study reviewed a total of 393 articles published from 2000 to 2014 in more than 120 peer reviewed journals (extracted from Web of Science). According to experts’ opinion, these articles were grouped into 15 fields. Furthermore, these articles were categorised based on authors, publication date, name of journals, methods, tools, and type of research (MCDM utilising research, MCDM developing research, and MCDM proposing research). The results of this study indicated that in 2013 scholars have published articles more than in other years. In addition, the analytic hierarchy process (AHP) method in the individual tool...
