Abstract: The implementation of the bidding system has had a positive economic effect.However,high social cost comes into being in the process of bidding.This paper expounds the cost that comes into being in the process of bidding,and analyses the process of social cost in bidding.Lately,it provides the measures and suggestions that reduce social cost from the point of tender side and bidder side.
