The Global Refugee Crisis: Empirical Evidence and Policy Implications for Improving Public Attitudes and Facilitating Refugee Resettlement

Abstract: The number of refugees across the globe is at an alarming high and is expected to continue to rise for the foreseeable future. As a result, finding durable solutions for refugees has become a major challenge worldwide. The literature reviewed and policy implications discussed in this article are based on the premise that one of the major solutions to the refugee crisis must be refugee resettlement in new host countries. For such a solution to succeed, however, requires relatively favorable attitudes by members of host societies, protection of the well-being of refugees, and effective integration of refugees into new host countries. In this context, we begin by reviewing the literature on determinants of public attitudes toward refugees, the acculturation of refugees in host societies, and factors affecting refugee mental health, all of which are directly relevant to the success of the resettlement process. We then turn our attention to the policy implications of these literatures, and discuss strategies for improving public attitudes toward refugees and refugee resettlement in host countries; for improving the resettlement process to reduce mental health challenges; and for supporting the long-term acculturation and integration of refugees in their new homes.

Abstract: For young people with refugee backgrounds, establishing a sense of belonging to their family and community, and to their country of resettlement is essential for wellbeing. This paper describes the psychosocial factors associated with subjective health and wellbeing outcomes among a cohort of 97 refugee youth (aged 11-19) during their first three years in Melbourne, Australia. The findings reported here are drawn from the Good Starts Study, a longitudinal investigation of settlement and wellbeing among refugee youth conducted between 2004 and 2008. The overall aim of Good Starts was to identify the psychosocial factors that assist youth with refugee backgrounds in making a good start in their new country. A particular focus was on key transitions: from pre-arrival to Australia, from the language school to mainstream school, and from mainstream school to higher education or to the workforce. Good Starts used a mix of both method and theory from anthropology and social epidemiology. Using standardized measures of wellbeing and generalised estimating equations to model the predictors of wellbeing over time, this paper reports that key factors strongly associated with wellbeing outcomes are those that can be described as indicators of belonging e the most important being subjective social status in the broader Australian community, perceived discrimination and bullying. We argue that settlement specific policies and programs can ultimately be effective if embedded within a broader socially inclusive society - one that offers real opportunities for youth with refugee backgrounds to flourish.

Abstract: With the global increase in the number of refugees and asylum seekers, mental health professionals have become more aware of the need to understand and respond to the mental health needs of forced migrants. This critical review summarizes the findings of recent systematic reviews and primary research on the impact of post-migration conditions on mental disorders and PTSD among refugees and asylum seekers. Historically, the focus of mental health research and interventions with these populations has been on the impact of pre-migration trauma. Pre-migration trauma does predict mental disorders and PTSD, but the post-migration context can be an equally powerful determinant of mental health. Moreover, post-migration factors may moderate the ability of refugees to recover from pre-migration trauma. The importance of post-migration stressors to refugee mental health suggests the need for therapeutic interventions with psychosocial elements that address the broader conditions of refugee and asylum seekers' lives. However, there are few studies of multimodal interventions with refugees, and even fewer with control conditions that allow for conclusions about their effectiveness. These findings are interpreted using a social determinants of health framework that connects the risk and protective factors in the material and social conditions of refugees' post-migration lives to broader social, economic and political factors.

Abstract: This article examines if deep-seated psychological differences add to the explanation of attitudes toward immigration We explore whether the Big Five personality traits matter for immigration attitudes beyond the traditional situational factors of economic and cultural threat and analyze how individuals with different personalities react when confronted with the same situational triggers Using a Danish survey experiment, we show that different personality traits have different effects on opposition toward immigration We find that Openness has an unconditional effect on attitudes toward immigration: scoring higher on this trait implies a greater willingness to admit immigrants Moreover, individuals react differently to economic threat depending on their score on the traits Agreeableness and Conscientiousness Specifically, individuals scoring low on Agreeableness and individuals scoring high on Conscientiousness are more sensitive to the skill level of immigrants The results imply that personality is important for attitudes toward immigration, and in the conclusion, we further discuss how the observed conditional and unconditional effects of personality make sense theoretically

Abstract: A hypothesized need to form and maintain strong, stable interpersonal relationships is evaluated in light of the empirical literature. The need is for frequent, nonaversive interactions within an ongoing relational bond. Consistent with the belongingness hypothesis, people form social attachments readily under most conditions and resist the dissolution of existing bonds. Belongingness appears to have multiple and strong effects on emotional patterns and on cognitive processes. Lack of attachments is linked to a variety of ill effects on health, adjustment, and well-being. Other evidence, such as that concerning satiation, substitution, and behavioral consequences, is likewise consistent with the hypothesized motivation. Several seeming counterexamples turned out not to disconfirm the hypothesis. Existing evidence supports the hypothesis that the need to belong is a powerful, fundamental, and extremely pervasive motivation.

Cette relation etablie, l'effort des recherches interculturelles a de plus en plus porte sur ce qu'il advenait des individus quand ils tentaient de refaire leur vie dans une culture differente de leur culture d'origine. Les consequences psychologiques a long terme de ce processus d'acculturation sont tres variables, dependant de variables sociales et personnelles qui renvoient a la societe de depart, a la societe d'accueil et a des phenomenes qui existent avant, mais qui emergent pendant la periode d'acculturation. Cet article esquisse un schema conceptuel a partir duquel acculturation et adaptation peuvent ětre etudiees, puis presente quelques conclusions et resultats generaux tires d'un echantillon de travaux empiriques. On envisage des applications possibles a la politique et aux programmes d'insertion en prenant en consideration les couts et les benefices sociaux et psychologiques emanant de l'adoprion d'une orientation pluraliste et integrationniste. Cross-cultural psychology has demonstrated important links between cultural context and individual behavioural development. Given this relationship, cross-cultural research has increasingly investigated what happens to individuals who have developed in one cultural context when they attempt to re-establish their lives in another one. The long-term psychological consequences of this process of acculturation are highly variable, depending on social and personal variables that reside in the society of origin, the society of settlement. and phenomena that both exist prior to, and arise during, the course of acculturation. This article outlines a conceptual framework within which acculturation and adaptation can be investigated, and then presents some general findings and conclusions based on a sample of empirical studies. Applications to public policy and programmes are proposed. along with a consideration of the social and psychological costs and benefits of adopting a pluralist and integrationist orientation to these issues.

Abstract: Stereotype research emphasizes systematic processes over seemingly arbitrary contents, but content also may prove systematic. On the basis of stereotypes' intergroup functions, the stereotype content model hypothesizes that (a) 2 primary dimensions are competence and warmth, (b) frequent mixed clusters combine high warmth with low competence (paternalistic) or high competence with low warmth (envious), and (c) distinct emotions (pity, envy, admiration, contempt) differentiate the 4 competence-warmth combinations. Stereotypically, (d) status predicts high competence, and competition predicts low warmth. Nine varied samples rated gender, ethnicity, race, class, age, and disability out-groups. Contrary to antipathy models, 2 dimensions mattered, and many stereotypes were mixed, either pitying (low competence, high warmth subordinates) or envying (high competence, low warmth competitors). Stereotypically, status predicted competence, and competition predicted low warmth.

Abstract: A wine-loving economist we know purchased some nice Bordeaux wines years ago at low prices. The wines have greatly appreciated in value, so that a bottle that cost only $10 when purchased would now fetch $200 at auction. This economist now drinks some of this wine occasionally, but would neither be willing to sell the wine at the auction price nor buy an additional bottle at that price. Thaler (1980) called this pattern—the fact that people often demand much more to give up an object than they would be willing to pay to acquire it—the endowment effect. The example also illustrates what Samuelson and Zeckhauser (1988) call a status quo bias, a preference for the current state that biases the economist against both buying and selling his wine. These anomalies are a manifestation of an asymmetry of value that Kahneman and Tversky (1984) call loss aversion—the disutility of giving up an object is greater that the utility associated with acquiring it. This column documents the evidence supporting endowment effects and status quo biases, and discusses their relation to loss aversion.
