The Influence of Low-Frequency Noise Pollution on the Quality of Life and Place in Sustainable Cities: A Case Study from Northern Portugal

Abstract: Discussing urban planning requires rethinking sustainability in cities and building healthy environments. Historically, some aspects of advancing the urban way of life have not been considered important in city planning. This is particularly the case where technological advances have led to conflicting land use, as with the installation of power poles and building electrical substations near residential areas. This research aims to discuss and rethink sustainability in cities, focusing on the environmental impact of low-frequency noise and electromagnetic radiation on human health. It presents data from a case study in an urban space in northern Portugal, and focuses on four guiding questions: Can power poles and power lines cause noise? Do power poles and power lines cause discomfort? Do power poles and power lines cause discomfort due to noise? Can power poles and power lines affect human health? To answer these questions, we undertook research between 2014 and 2015 that was comprised of two approaches. The first approach consisted of evaluating the noise of nine points divided into two groups “near the source” (e.g., up to 50 m from power poles) and “away from the source” (e.g., more than 250 m away from the source). In the second approach, noise levels were measured for 72 h in houses located up to 20 m from the source. The groups consist of residents living within the distance range specified for each group. The measurement values were compared with the proposed criteria for assessing low-frequency noise using the DEFRA Guidance (University of Salford). In the first approach, the noise caused discomfort, regardless of the group. In the second approach, the noise had fluctuating characteristics, which led us to conclude that the noise caused discomfort.

Abstract: This paper summarizes the presently available knowledge about the association between low-frequency noise and its effects on health. A database was constructed with a total of 142 articles published between 2016 and 2019 regarding low-frequency noise exposure and its effects on health. A total of 39 articles were analysed in depth. The articles were divided into categories according to the effects on human health addressed. Regarding the emitting source, there was a greater number of articles addressing issues related to sources of environmental noise and noise from wind turbines. As for the effects generated on human health, there was a greater number of articles referring to the effects on sleep disorders, discomfort, sensitivity to and irritability from noise, annoyance, hearing loss, and cardiovascular diseases, and these effects are analysed in more detail in the present article.

Abstract: The combination structure of a porous metal and microperforated panel was optimized to develop a low frequency sound absorber. Theoretical models were constructed by the transfer matrix method based on the Johnson—Champoux—Allard model and Maa’s theory. Parameter optimizations of the sound absorbers were conducted by Cuckoo search algorithm. The sound absorption coefficients of the combination structures were verified by finite element simulation and validated by standing wave tube measurement. The experimental data was consistent with the theoretical and simulation data, which proved the efficiency, reliability, and accuracy of the constructed theoretical sound absorption model and finite element model. The actual average sound absorption coefficient of the microperforated panel + cavity + porous metal + cavity sound absorber in the 100–1800 Hz range reached 62.9615% and 73.5923%, respectively, when the limited total thickness was 30 mm and 50 mm. The excellent low frequency sound absorbers obtained can be used in the fields of acoustic environmental protection and industrial noise reduction.

Abstract: Noise pollution must be considered to achieve sustainable cities because current levels of exposure to environmental noise are a considerable risk to the health and quality of life of citizens. Urban features and sound levels were registered in 150 streets in the Chilean cities of Talca and Valdivia to analyze the relationship between both types of variables. Urban variables related to street location, urban land use, street geometry, road traffic control, and public and private transportation showed very significant correlations with the noise levels, and multiple regression models were developed from these variables for each city. Models using only urban variables in Valdivia and Talca explained 71% and 73%, respectively, of the variability of noise. The prediction error was similar in the different types of urban roads and did not exhibit significant differences between models developed in different cities. The urban models developed in one city could, therefore, be used in other similar cities. Considering the usefulness of these variables in urban planning, these models can be a useful tool for urban planners and decision-makers to implement action plans regarding noise pollution.

Abstract: Exposure to noise constitutes a health risk. There is sufficient scientific evidence that noise exposure can induce hearing impairment, hypertension and ischemic heart disease, annoyance, sleep disturbance, and decreased school performance. For other effects such as changes in the immune system and birth defects, the evidence is limited. Most public health impacts of noise were already identified in the 1960s and noise abatement is less of a scientific but primarily a policy problem. A subject for further research is the elucidation of the mechanisms underlying noise-induced cardiovascular disorders and the relationship of noise with annoyance and nonacoustical factors modifying health outcomes. A high priority study subject is the effects of noise on children, including cognitive effects and their reversibility. Noise exposure is on the increase, especially in the general living environment, both in industrialized nations and in developing world regions. This implies that in the twenty-first century noise exposure will still be a major public health problem.

Abstract: This article presents synthesis curves for the relationship between DNL and percentage highly annoyed for three transportation noise sources. The results are based on all 21 datasets examined by Schultz [J. Acoust. Soc. Am. 64, 377-405 (1978)] and Fidell et al. [J. Acoust. Soc. Am. 89, 221-233 (1991)] for which acceptable DNL and percentage highly annoyed measure could be derived, augmented with 34 datasets. Separate, nonidentical curves were found for aircraft, road traffic, and railway noise. A difference between sources was found using data for all studies combined and for only those studies in which respondents evaluated two sources. The latter outcome strengthens the conclusion that the differences between sources cannot be explained by differences in study methodology.

Abstract: The sources of human exposure to low-frequency noise and its effects are reviewed. Low-frequency noise is common as background noise in urban environments, and as an emission from many artificial sources: road vehicles, aircraft, industrial machinery, artillery and mining explosions, and air movement machinery including wind turbines, compressors, and ventilation or air-conditioning units. The effects of low-frequency noise are of particular concern because of its pervasiveness due to numerous sources, efficient propagation, and reduced efficacy of many structures (dwellings, walls, and hearing protection) in attenuating low-frequency noise compared with other noise. Intense low-frequency noise appears to produce clear symptoms including respiratory impairment and aural pain. Although the effects of lower intensities of low-frequency noise are difficult to establish for methodological reasons, evidence suggests that a number of adverse effects of noise in general arise from exposure to low-frequency noise: Loudness judgments and annoyance reactions are sometimes reported to be greater for low-frequency noise than other noises for equal sound-pressure level; annoyance is exacerbated by rattle or vibration induced by low-frequency noise; speech intelligibility may be reduced more by low-frequency noise than other noises except those in the frequency range of speech itself, because of the upward spread of masking. On the other hand, it is also possible that low-frequency noise provides some protection against the effects of simultaneous higher frequency noise on hearing. Research needs and policy decisions, based on what is currently known, are considered.

Abstract: Background: It has been suggested that noise exposure increases the risk of hypertension. Road traffic is the dominant source of community noise exposure. Objective: To study the association between exposure to residential road traffic noise and hypertension in an urban municipality. Methods: The study population comprised randomly selected subjects aged 19–80 years. A postal questionnaire provided information on individual characteristics, including diagnosis of hypertension. The response rate was 77%, resulting in a study population of 667 subjects. The outdoor equivalent traffic noise level (Leq 24 h) at the residence of each individual was determined using noise-dispersion models and manual noise assessments. The individual noise exposure was classified in units of 5 dB(A), from 65 dB(A). Results: The odds ratio (OR) for hypertension adjusted for age, smoking, occupational status and house type was 1.38 (95% confidence interval (CI) 1.06 to 1.80) per 5 dB(A) increase in noise exposure. The association seemed stronger among women (OR 1.71; 95% CI 1.17 to 2.50) and among those who had lived at the address for >10 years (OR 1.93; 95% CI 1.29 to 2.83). Analyses of categorical exposure variables suggested an exposure–response relationship. The strongest association between exposure to traffic noise and hypertension was found among those with the least expected misclassification of true individual exposure, as indicated by not having triple-glazed windows, living in an old house and having the bedroom window facing a street (OR 2.47; 95% CI 1.38 to 4.43). Conclusion: The results of our study suggest an association between exposure to residential road traffic noise and hypertension.

Abstract: Low frequency noise, the frequency range from about 10 Hz to 200 Hz, has been recognised as a special environmental noise problem, particularly to sensitive people in their homes. Conventional methods of assessing annoyance, typically based on A-weighted equivalent level, are inadequate for low frequency noise and lead to incorrect decisions by regulatory authorities. There have been a large number of laboratory measurements of annoyance by low frequency noise, each with different spectra and levels, making comparisons difficult, but the main conclusions are that annoyance of low frequencies increases rapidly with level. Additionally the A-weighted level underestimates the effects of low frequency noises. There is a possibility of learned aversion to low frequency noise, leading to annoyance and stress which may receive unsympathetic treatment from regulatory authorities. In particular, problems of the Hum often remain unresolved. An approximate estimate is that about 2.5% of the population may have a low frequency threshold which is at least 12 dB more sensitive than the average threshold, corresponding to nearly 1,000,000 persons in the 50-59 year old age group in the EU-15 countries. This is the group which generates many complaints. Low frequency noise specific criteria have been introduced in some countries, but do not deal adequately with fluctuations. Validation of the criteria has been for a limited range of noises and subjects.
