The Proposal for an Indo-Pacific Treaty of Friendship and Cooperation: A Critical Reassessment

Abstract: The emergence of the Indo- Pacific construct brings about interesting avenues for cooperation among states in the region. Characterised by the intertwining geographies of the Indian and the Pacific Oceans, the Indo- Pacific region is home to some of the most diverse peoples and economies in the world. In a speech delivered at the CSIS, Washington in 2013, the former Indonesian Foreign Minister Marty Natalegwa outlined the need for an “Indo- Pacific Treaty of Friendship and Cooperation”. In efforts to continue to address the prospects and challenges for a treaty among the major powers in the Indo- Pacific region, the article argues that a treaty would be necessary step and but should be concluded when sufficient groundwork for it is concluded. The article also argues that, the Indo – pacific concept would be best addressed if there is increased institutionalization of the concept and increased cooperation among middle powers such as India, Indonesia and Australia.

Abstract: This study considers the political aspects of the Joko Widodo government’s megaproject to build an integrated marine logistic system known as the tol laut. Expanding the existing literature which gives details about the contextual obstacles faced by and the prospects for the Indonesian government to pursue its infrastructure ambitions, the study argues that notwithstanding the relevance of the tol laut for advancing the Indonesian economy, it is inevitably entangled with dynamic internal and external environments which can unfavourably distort the construction processes. This is the way of understanding the political economy of Indonesia’s development issues which allows for the juxtaposition of domestic political and international relations factors as its framework of analysis. The discussion is divided into four sections. Section one explains the conceptual and methodological foundation of the study. Abstract: In today’s world, it seems that social media and youngsters are destined for each other as both are young, fast paced and ever changing. It has become very challenging to cultivate and socialize youngsters with patterned social norms due to the influences of media like television and Facebook. Educators are challenged more seriously than ever before to teach youngster, as students are using Facebook at school and home. The aim of this study was to investigate the multifaceted influences of Facebook on youth's pattern of social life. Both quantitative and qualitative methods of data collection were employed to collect the data. Questionnaire, interview schedule and key informant interviews were data collection tools used to collect the quatitative and qualitative data respectively. The study founded that, Facebook is a social medium that discourages social bond in one way and encourages in the other way. By networking peers online, it enhances strong affiliation among Facebook friends while by letting them ignore people who are nearby, it debilitates face to face to face personal interactions. Anonymous Facebook users can meet in ‘chat rooms’ and discuss on topics of their choices with the person they do not know before and this type of electronic friendship and interaction may grow up and leads to virtual physical face-to-face contacts. Facebook is therefore, a platform for youths to discuss and interact on the issues of mutual curiosity which could enhance and promote synchronization of friends on the one side and inflammatory rhetoric conflicts on the other side, which implies the inevitable and multidimensional influences of Facebook on the youth’s social life

Abstract: Abstrak - Kawasan Indo-Pasifik merupakan kawasan yang menjadi perhatian dunia saat ini, karena kekuatan di bidang politik, ekonomi dan militer dari negara-negara yang ada didalam kawasan tersebut. Permasalahan keamanan yang terjadi di kawasan tersebut menjadi perhatian dunia dan Indonesia merasa perlu berperan aktif dalam menciptakan perdamaian dan keamanan di kawasan. Oleh karena itu, melalui mantan Menteri Luar Negeri Marty Natalegawa, Indonesia mengajukan sebuah gagasan pembentukan Indo-Pacific Treaty of Friendship and Cooperation untuk menjaga keamanan kawasan. Artikel ini bermaksud mengetahui makna dan tujuan gagasan pembentukan traktat ini, serta prospek dan masalah dalam mewujudkannya. Di akhir penelitian ditemukan simpulan bahwa gagasan dan tujuan dari pembentukan Indo-PacificTreaty ini adalah menciptakan mekanisme untuk mempromosikan cara damai dan saling percaya dengan tidak menggunakan cara pengerahan kekuatan militer dan tidak merugikan pihak-pihak lain di dalam kawasan. Walaupun untuk saat ini prospek mewujudkan gagasan ini masih kecil dikarenakan adanya sejumlah masalah yang menghadang, namun gagasan ini tetap dapat diwujudkan di masa depan dengan menggunakan strategi yang mendapat dukungan dari negara-negara lain di kawasan. This article intends to determine the meaning and purpose of the idea of this treaty, as well as the prospects and problems in realizing them. In conclusion, the idea and the purpose of the establishment of Indo-Pacific Treaty is to create mechanisms to promote peaceful means and mutual trust without deployment of military force andharming other parties in the region. It has been influenced by the presentation by the Director of the AWM (Dr Brendon Nelson) earlier yesterday, pertaining to our status as a medium sized power, but one with global influence; one that can influence other countries and cultures, but not to dictate to them.

Abstract: The idea that some geographic regions, known as shatterbelts, are more conflict-prone than others has appeared and resurfaced in geopolitical writings throughout the 20th century. Yet much of that work has been tautological or impressionistic. This article attempts to sort out the conceptual components of shatterbelts from their hypothesized consequences, and to test propositions about the effects of shatterbelts. The results indicate that shatterbelts are more likely than other regions to be the setting for interstate wars, but this is largely because they also generate more militarized disputes that can go to war, rather than because of any greater likelihood that those lesser conflicts will escalate. Internal conflicts were also more common in shatterbelts, although the effect was more modest than with interstate conflict. The portion of conflicts, especially interstate wars, that involve outside intervention is greater in shatterbelts. Yet, given that intervention occurs, conflicts in shatterbelts (with the exception of interstate wars) are not more likely to expand further or to include major powers as the intervening parties. Shatterbelt conflicts, both internal and external, were also generally considerably longer and bloodier than conflicts in other regions. Possible theoretical explanations and implications for future research are discussed.
