The Role and Logic of Nontraditional Security in China’s Engagement in Global Governance Mechanisms under Xi Jinping’s Regime

Abstract: With the emergence of a series of global security incidents, scholars and observers have placed increasing importance on nontraditional security (NTS). Since 2012, Xi Jinping's regime has emphasized NTS issues and cooperation, which begs the question "What is the role of NTS in China's foreign policy, and how is it shaped?" This study analyzes articles that include the term "nontraditional security" ("") in The People's Daily newspaper since its first mention in 2001. Focusing particularly on the period between 2012 and 2019, the study explains China's securitization process and its motivations toward NTS issues. By analyzing case studies of the NTS issues of terrorism, environmental issues, and cybersecurity, and further summarizing the logic in common behind the Chinese government's process of securitizing NTS issues, this paper highlights the correlation between the characteristics of China's NTS and China's major foreign policy initiatives that play an active role in leading international efforts to enhance global governance and exploring new models of cooperation. Based on an analysis of China's emphasis on promotion of NTS and provision of public goods, I argue that NTS has played an increasingly important role in China's pursuit of greater influence in global governance mechanisms.

Abstract: Abstract In recent years, nontraditional security (NTS) studies have been the focus of growing interest in the security literature. However, this work only focuses on conceptualization and associated risks and makes only limited connections between nontraditional security and sustainability. Furthermore, the United Nations Sustainable Development Goals (SDGs) have been threatened by NTS concerns such as the COVID-19 pandemic. The aim of this article is to contribute to the current debate about NTS and to formulate an integrated approach with sustainable development. We devote attention to sustainability and security studies to understand the challenges and opportunities for achieving sustainable outcomes. To highlight the role of the management of NTS in achieving the SDGs, we review the literature and analyze the main threats of NTS in Vietnam. This article shows that sustainability studies should not be separated from nontraditional issues. By analyzing case studies of NTS threats in Vietnam, we find that the economic, social, and environmental pillars of Vietnam’s sustainable development are threatened despite the country’s great success in economic growth in recent decades. We conclude by noting that the lack of integrated linkages between NTS and sustainability creates obstacles for Vietnam’s sustainable development and nontraditional sources of insecurity pose a serious threat to the development prospects of the country. Therefore, in the context of an integrated approach, countries should incorporate certain aspects of the human-security agenda as nontraditional matters into their national development policies.

Abstract: Convincing research programmes often use a variety of data from cases in different contexts; in order to reach a wider understanding, the models and hypothesis of securitization studies have to be applied to broad groups of cases. The research programme of securitization studies is formed around the leading idea of securitization being a social process achieved through speech acts. I argue that by explicating the concept of securitization through illocutionary logic, it can be utilized to study security politics in non-democratic contexts in addition to the favoured liberal democratic one, where the majority of empirical analysis has been conducted so far. In addition, I present clarifications to the concepts of 'audiences' and 'special politics' used in the theory. The theoretical discussion is illustrated with examples from the Chinese political system.
