The theory of combinations for land plot exchange modelling in the course of land consolidation

Abstract: The paper is aimed at the promotion of voluntary land consolidation through the improvement of land plots exchange. The issue of the existing land plots boundaries adjustment in the course of voluntary land consolidation has been singled out. Possibilities, advantages and risks of land plots exchange without changing the existing boundaries as a constituent of land consolidation measures have been substantiated. The improvement of approaches to land plots exchange modelling without the existing boundaries adjustment has been suggested. Demands to the formation of consolidated land tenures as the result of exchange have been singled out. Theory of combinations has been applied to specify land plots exchange options. Calculation formulas for the number of the optimal consolidated agricultural land tenure placement options have been suggested. The calculations can be applied in the optimization and heuristic approaches to land reallocation and at land consolidation performance evaluation. Suggested approaches facilitate the implementation of heuristic methods especially in non-standard conditions, allow to increase the number of developers, especially involving experts with little experience. The results can be used for land plots lease optimization.

Abstract: The article scrutinizes the problem of land plots exchange with the aim of the spatial land improvement. At the current stage, the problem of the removal of overlapping of agricultural lands in agricultural land masses, elaboration and improvement of land consolidation mechanisms; the implementation of compulsory complex land consolidation is under discussion; there are preconditions of the improvement of the technical substantiation of land plot alienation for public needs. In this context, the problem of the identification of the peerness of land plots is scrutinized, i.e. the recognition of land plots to be peer provided the difference of their values is less than 10%. The study aims at the improvement of approaches to the definition of the affordable difference of land plots values which can be considered peer at the exchange. The provisions of legislation have been analysed which precondition the peer land plots exchange and specify the affordable difference of values of such land plots. It has been revealed that due to the vague definition of the affordable difference of land plot value, there is the uncertainty of 1/110 (≈0,9%) to 13/220 (≈5,9%) of the value of land plot. The existence of such mistake is firstly the reason for the disputes of the equal land plots exchange in the court, secondly, it is a hurdle for the voluntary involvement of landowners to land exchange. The specification of the definition of the affordable difference of land plots values which can be considered to be equal has been suggested. The results gained can be used at the definition of land plots as the equal at exchange and sublease; at the implementation of complex land consolidation; at the alteration of legal acts on land consolidation; at the modeling of land reallotment based on the heuristic or optimizational approach.

Abstract: Дослідження присвячене актуальному питанню перерозподілу земель у складі заходів щодо консолідації земель. Виокремлена проблематика пошуку територіальних резервів, які можуть створити просторову основу перерозподілу земель. Метою дослідження є виокремлення та обґрунтування територіальних резервів, які можуть бути залучені до процесу консолідації земель. Розглянуто землі, які з’являються в результаті просторової оптимізації земельного масиву або землекористування, земельні ділянки, викуплені у землевласників за їх бажанням, землі резерву та запасу, земельні ділянки, які відносять до невитребуваних паїв та відумерлої спадщини.

Abstract: The problem of land reallotment modeling in agricultural land masses aiming at land consolidation is scrutinized in the article. The topicality of the research is predefined by the need for the optimization of the structure of land tenure within an agricultural land mass, the implementation of measures on land consolidation. The research is aimed at the substantiation of the theory of combinations aiming at the improvement of the exchange of land plots, i.e. the choosing of alternative land plots within an agricultural land mass. The calculations are based on choosing the land plots to be exchanged to provide the optimal for agricultural activities spatial characteristics of land plots. The calculation of the variants of the formation of the consolidated land tenure by a land owner who has the right to own the prevailing share of a typical agricultural land mass has been suggested. The results of the research can be used at the realization of complex and individual land consolidation projects; at the optimization of land tenure by the sublease of land plots; as a material for the substantiation of the decision making on the land tenure optimization by territorial communities; in the following research on spatial land tenure and land ownership spatial improvement.

Abstract: З метою вирішення проблеми недостатньої лісистості території дедалі частіше розглядаються самозаліснені земельні ділянки сільськогосподарського призначення. Проте, питання залучення таких земельних ділянок, якщо вони знаходяться у приватній власності, на своєму шляху має низку проблемних аспектів, зокрема, у випадку відчуження з наступною їх передачею до земель лісового фонду.

Abstract: Land exchanges have been used around the world and are recognized as one of the principal ways of land reallocation. At the moment, placement of facilities and socially and environmentally important objects in the existing housing is of special importance in Ukraine. Abstract: Abstract Soil erosion by water is an important economical issue strongly deteriorating environment and requiring remedial actions. The study was designed to evaluate antierosion effect of changes in the layout of plots from along to across slope as an effect of land consolidation. Moreover, rightness of leaving newly set out boundaries of plots without any protection (i.e. sodding) was evaluated. For this purpose simulations of use of additional anti-erosive measures were done. The Water Erosion Prediction Project (WEPP) model was used. Studies have shown that in addition to the design of transverse layout of parcels during consolidation, further antierosion measures may be necessary to reduce soil loss and sediment yield. In order to minimize soil losses outside the slope, boundaries between the newly designed fields should be sodded already in the post consolidation management. Limitation the amount of erosion over the entire slope requires use of additional protection measures in the upper part of slopes e.g. shelterbelts and antierosion crop rotations. WEPP model can be recommended for Provincial Bureaus of Surveying as a tool to support the development of assumptions for consolidation projects of lands threatened by erosion.

Abstract: The tendencies of the land fund change during the last years are considered. An analysis of a number of normative documents was made to highlight the main problems in modern land use. A number of problems in the sphere of land relations during the period of land reform are listed. The systematic deforestation of protective forest stands, violation of the regime of land use within the boundaries of water protection zones and coastal protective bands is observed. In the article, an acute need to implement measures for the use and protection of lands with a view to meeting the set tasks within the territories, which are subjected to significant anthropogenic load as a result of population accumulation and high intensity of land use is highlighted. The need for comprehensive measures to develop and implement technical solutions for the rationalization of land use and land protection is argued in the article. The evaluation of the distribution of agricultural enterprises by the average area of agricultural and the share of the total area of agricultural land in Ukraine, which they occupy is presented. The dynamics of changes in the areas of agricultural land and arable land in their composition, as well as pastures, hayfields, deposits, and perennial plantations is investigated.
