Wireless E-Learning and Communication Environment: WELCOME at the University of Regensburg.

Abstract: This paper outlines the components of a mobile education system and lists selected examples of universities employing m-education.* Several possible approaches in designing and installing such a system are discussed. The main focus is on a project called WELCOME (Wireless E- Learning and Communication Environment) at the University of Regensburg. We argue that mobile/electronic education should not attempt to replace traditional education with tutors and instructors but support both student and teacher by providing services that facilitate teaching, learning, and education-related administrative tasks. The basic approach is integrative, combining a variety of devices (mobile and non-mobile) via a variety of transmitting techniques (wired and wireless).

Abstract: Mobile learning is an emergent paradigm in a state of intense development fuelled by the confluence of three technological streams, ambient computing power, ambient communication and development of intelligent user interfaces (Sharples et al., 2002). A consequence of this rapid development is that the pedagogy of mobile learning has yet to become clearly established. The purpose of this report is: 1.To attempt to define mobile learning in terms of a flexible model that will enable developers, tutors and learners to identify learning practices and effective pedagogies incorporated in a particular ‘learning space’. 2.To identify key elements that are unique to mobile learning, and provide initial check list indicating pedagogically useful learning activities that can be supported by the technologies. 3.To look at the current literature on the pedagogy of mobile learning and thereby assist designers in developing a user-centred approach that is driven by ‘learner pull’ rather than ‘technological push’ and to provide sign posts for tutoring, teaching and learning with mobile devices. In addition literature from other paradigms, such as e-learning and online communities, is included where the results are thought likely to contribute to the mobile pedagogical paradigm. 4.To begin compiling a database of guidelines which capture this expertise. Abstract: Successful implementation of e-learning is dependent on the extent to which the needs and concerns of the stakeholder groups involved are addressed. This paper discusses e-learning, describes the needs and concerns of the various stakeholder groups, and derives a Stakeholders' Responsiblity Matrix to summarize the responsibilities of each stakeholder group. Fulfilling the responsibilities described in the Stakeholders' Responsibility Matrix will address the needs and concerns of each stakeholder groups, thereby encouraging the success of e-learning in higher education.

Abstract: This paper presents FernUniversitat’s conceptual and technical contributions to the second year of the Leonardo project “Mobile Learning: The Next Generation of Learning”. We address the motivation behind the second application we developed, describe the challenges and design solutions we identified, and report on first feedback we acquired from our students. We also sketch a third learning application for mobile devices, which exploits the increasing popularity of mp3 players and the concept of podcasting. In our discourse we derive some requirements for useful mobility functions of learning management systems. Finally we also present some new evaluation data related to our first application, the Java-based learning object Histobrick.

Abstract: Given the significant costs involved in putting technology into schools and given the potential to harm young children, one prominent report calls for “An immediate moratorium on the further introduction of computers in ... elementary education” [3]. Rather than getting defensive, gesticulating wildly, and dragging out that favorite story about how one child we personally know accomplished an amazing thing with a computer, it’s time to come out of the closet: children simply aren’t using computers in K–12 schools and that’s why there isn’t substantial data on the impact of computers in K–12 education. Let’s look at some basic statistics about availability and use of computers in K–12:

Abstract: Currently, mobile technology is undergoing a high growth stage, allowing an increasing plethora of mobile devices (handheld PCs, handsets, etc.) to daily access to distributed resources and information. This availability entails the requirement for transactional capabilities adapted to the specific characteristics of the mobile environment without losing the consistency and reliability guarantees of traditional OLTP systems. This paper surveys the definition and extension of transactional models to a mobile environment, starting with an explanation of this environment and a review of transactional systems applied to mobile computing. Afterwards, a framework for analyzing competing mobile models is defined. This framework allows for different constraints to be imposed to the most general "motion independence" requirement. Finally, existing mobile transaction proposals are assessed against the framework and classified, highlighting their relative strengths and weaknesses in different situations.

Abstract: Internettechnologien und Multimedia bieten seit einigen Jahren vollkommen neue Moglichkeiten. Viele dieser neuen Moglichkeiten setzte der Autor bei der Konzeption und Entwicklung des Internet-Portals der Virtuellen Universitat Regensburg1 (VUR) ein. Das Portal, das im Rahmen der Dissertation des Autors entstand, ermoglicht asynchrones Teleteaching 2: Learning on Demand im Internet. Dies ermoglicht vollkommen neue Strukturen des Lernens, da Raum und Zeit den Lernenden nicht mehr einschranken. Aber nicht nur fur den Lernenden ergeben sich neue Chancen und Moglichkeiten. Auch die Administration der Lehre erfahrt grundlegende Verbesserungen und eine Flexibilisierung. Der vorliegende Bericht stellt im Uberblick die Konzeption und Entwicklung, sowie die wichtigsten Funktionen des Portals vor.
