It is conjectured that, although the scientific foundation for the undergraduate software engineering degree programs must and will come from computer science, their culture and orientation must come from engineering if they and their graduates are to be successful in satisfying society's needs in the long term.

We submit that a key impediment to the development of new courses and curricula and the advancement of software engineering education is the lack of guidance and support for such development.
A new software engineering educational model is proposed in order to more efficiently close the gap between industry software engineering needs and academic software engineering education.
This is important not only for students completing a software engineering degree, but also once they have graduated and used their skills as practitioners.
The lack of such study is challenging as it not only restrain the ability to improve Requirement Engineering process, but also it can undermine the competence of Requirement Engineering team to determine the core constraints and characteristics of developing software.
