There is much evidence which suggests that the primary use of land and property information systems is to support administrative tasks.
In addition to perpetuating the inefficiencies of the past, these systems lack the valuable synergy which comes from the ability to interrelate and integrate the wide variety of data contained within the generic term “land information.” With the realisation that effective land resource management (and therefore, social and economic development) is totally dependent on effective land information management, governments around the world are beginning to understand the importance of a “corporate,” strategic approach to the development of their land-related information systems.
The method makes full use of geographic information system technologies and allows for direct digital acquisition in the field leading to time-efficient acquisition.
The gap analysis shows that in the Indian context,legislation on digital preservation of electronic records and institutional digital preservation policies are themissing elements, which need to be addressed on high priority.
This paper argues that good governance is predicated on the adoption of functional records management and the enactment of Freedom of Information (FOI) legislation by governments.
