Abstract: To decide the best method of interpolation for estimating the wind speed in Iraq region, five spatial interpolation techniques are tested (i.e. inverse distance weighted, global polynomial interpolation, local polynomial interpolation, spline with 3 sub-types, and kriging with 4 sub-types) and evaluated. Based on the root mean square error values, the predicted values are compared for period between 1971 and 2010. The results showed that the inverse distance weighted IDW yielded the best results, while the ordinary Kriging method occupied the ranked second.

Abstract: This paper discusses the dimensions of biquadratic C1 spline spaces and bicubic C2 spline spaces over hierarchical T-meshes using the smoothing cofactor-conformality method. We obtain the dimension formula of biquadratic C1 spline spaces over hierarchical T-meshes in a concise way. In addition, we provide a dimension formula for bicubic C2 spline spaces over hierarchical T-mesh with fewer restrictions than that in the previous literature. A dimension formula for bicubic C2 spline spaces over a new type hierarchical T-mesh is also provided.

Abstract: In this paper, a technique, which uses cubic spline, is proposed for the interpolation of discrete time signals and illustrated with examples. The results obtained are compared with the results of nearest neighbor interpolation and linear interpolation of discrete time signals. The analysis is made by calculating errors.

Abstract: In this paper, a multiple description image coding scheme is proposed to facilitate the transmission of images over media with possible packet loss. The proposed method is based on finding the optimal reconstruction filter coefficients that will be used to reconstruct lost descriptions. For this purpose initially, the original image is downsampled and each subimage is coded using standard JPEG. These decoded images are then mapped to the original im- age size using the optimal filters. Multiple descriptions consist of coded down-sampled images and the corresponding optimal recon- struction filter coefficients. It is shown that the proposed method provided better results compared to standard interpolation filters (i.e., bicubic and bilinear). © 2008 SPIE and IS&T.
