TL;DR: New metrics measure network stress to identify and reduce the risk of cascading failures and review some cascading blackouts and past work on the problem.
Abstract: Cascading blackouts are the oldest major unsolved technical problem in power system engineering, highly visible since the Northeast Blackout of 1965 in North America In this article, we review some cascading blackouts and past work on the problem New metrics measure network stress to identify and reduce the risk of cascading failures

TL;DR: In this paper, the authors analyzed a series of complex events collected from a distribution utility to emphasize the benefits of event report analysis in improving power system reliability, and used the knowledge gained from analysis of event reports to reconstruct the sequence of events, track down the location of a fault, gain insight into the root cause of the fault and take action to prevent the same fault from occurring again.
Abstract: Event reports recorded by digital relays and other intelligent electronic devices provide a snapshot of the power system and contain a wealth of information. Analysis of event reports can uncover incorrect relay settings and help avoid relay misoperations. Momentary faults can be detected and repaired before they evolve into a system-wide blackout. Furthermore, system operators can use the knowledge gained from analysis of event reports to reconstruct the sequence of events, track down the location of a fault, gain insight into the root cause of the fault, and take action to prevent the same fault from occurring again. This paper analyzes a series of complex events collected from a distribution utility to emphasize the benefits of event report analysis in improving power system reliability.

TL;DR: The use of phasor measurement units (PMUs) in the Western Electric Coordinating Council (WECC) has been very successful as discussed by the authors, and more of these are being connected in wide-area networks to support continuing efforts to improve operations.
Abstract: This paper presents the use of phasor measurement units (PMUs) in the Western Electric Coordinating Council (WECC) has been very successful. Phasor data recorded during the Aug. 10, 1996 blackout showed the phase difference growing as the system weakened well before system separation. It also showed clearly the dynamic system behavior before and during the blackout. WAMS measurements, particularly phasor measurements, filled the need to see system behavior that other measurements did not cover. Phasor measurements are now widely dispersed in the WECC, most of the in real-time systems. More of these are being connected in wide-area networks to support continuing efforts to improve operations

TL;DR: In this paper, the authors proposed a cascade failure with blackout (CDF) emergency control for the modern power system of Russia, which automatically counteract cascade failures, carrying out switching-off of less responsible consumers, and forming power system islanding into the separate isolated subsystems.
Abstract: The modern power system of Russia covers huge territory from town Chita to the Kaliningrad region, from the North Caucasus to Kola peninsula, includes a number of the power associations in parallel working on interconnection lines, consists of many thousand power stations, transmission lines and transformers, and is connected with power systems of neighboring countries. They cannot work smoothly for a long time due to the aging of the equipment, the influence of natural environment and the mistaken duty personnel. Nevertheless, thousands of large power system disturbances are annually eliminated by relay protection and automatics devices, which are almost imperceptible for the consumer. But under certain conditions, there can be uncontrollable disturbance, so-called cascade failure with blackout. The special emergency control automatically counteract cascade failures, carrying out switching-off of less responsible consumers, and forming power system islanding into the separate isolated subsystems [1]. However, serious blackouts with catastrophic consequences for consumers and for the power system are still possible.

TL;DR: In this paper, a power network blackout arranging method and device is presented, which comprises the following steps of: acquiring a blackout plan as well as topological information of main and distribution network equipment; acquiring a substation set and a distribution network bus set corresponding to blackout equipment according to the blackout equipment information in the blackout plan and the topology information of the equipment.
Abstract: The invention discloses power network blackout arranging method and device. The method comprises the following steps of: acquiring a blackout plan as well as topological information of main and distribution network equipment; acquiring a substation set and a distribution network bus set corresponding to blackout equipment according to blackout equipment information in the blackout plan and the topological information of the equipment; confirming power supply paths of each substation and each distribution network bus according to the substation set and the distribution network bus set; and remaking the blackout plan according to the power supply paths and set adjustment steps to obtain power network blackout arranging information. The method and the device can be used for obtaining the more optimized power network blackout arranging information, effectively reducing the frequency of repeated blackout, improving power supply efficiency, and providing a reference for reviewers to make a concrete blackout plan, thereby alleviating the influence of blackout on network power supply.
