Abstract: This paper presents some of the short-term measures developed from the studies following the blackout in ~heBrazilian South/SoutheasdCenter- West power system in March llti 1999. 17re concept of Security Zones and Network Security Matrix is introduced. A new PLC-bo.red SPS was designed to create controllabiliip zones. ilris new scheme was named Security Control and is triggered by network topological changes. The Security Control is fast acting, with clearing times around 200 ms. A apical Securip Controller logic is presented, showing its benejits fGr the Bradian interconnected power system.

Abstract: This paper is concerned with the mechanism of blackouts in China power system from the viewpoint of self-organized criticality. By using two estimation algorithms of scaled window variance (SWV) and rescaled range-statistics (R/S), this paper studies the blackout data in China power system during 1988-1997. The result of analysis shows that the blackout data of 1994-1997 coincides well with the autocorrelation. Furthermore, it is found that the function of blackout probability vs. blackout size exhibits power law distribution.

Abstract: A strategy to prevent cascading outages in power systems is proposed in this paper. The strategy employs wide area back-up protection and artificial intelligence techniques to minimize the impact of a fault on a network. There are two ways in which wide-area backup protection can prevent cascading trips leading to a wide spread blackout: (1) precise location of a fault so that only the circuit breakers necessary to isolate the fault are tripped; and (2) avoidance of unnecessary trips, due to hidden failure or overloading, by blocking the trip signals of conventional back-up protection relays. The limitations of conventional back-up protection are examined and methods of improvement are presented.

Abstract: On July 12, 2004 at 12:39 local time, the south part of the Hellenic Interconnected Transmission System (including Athens) was split from the rest of the system and collapsed, driving consumers with a total load of 4500 MW into blackout. Technical information about the causes, the evolution, and the consequences of the blackout are presented in this paper. Some qualitative conclusions drawn immediately after the blackout are presented, as well as the results of further studies, including detailed simulations with corrected data, generator adjustments, and protection considerations
