Abstract: If child labor as a mass phenomenon occurs not because of parental selfishness but because of the parents' concern for the household's survival, the popular argument for banning child labor loses much of its force. However, this assumption about parental decision making, coupled with the assumption of substitutability in production between child and adult labor, could result in multiple equilibria in the labor market, with one equilibrium where children work and another where adult wage is high and children do not work. The paper establishes this result and discusses its policy implications. Copyright 1998 by American Economic Association.

Abstract: How do households respond to overseas members’ economic shocks? Overseas Filipinos in dozens of countries experienced sudden, heterogeneous changes in exchange rates during the 1997 Asian financial crisis. Appreciation of a migrant's currency against the Philippine peso leads to increases in household remittances from overseas. The estimated elasticity of Philippine-peso remittances with respect to the exchange rate is 0.60. Positive migrant shocks lead to enhanced human capital accumulation and entrepreneurship in origin households. Child schooling and educational expenditure rise, while child labour falls. Households also work more hours in self-employment, and become more likely to start relatively capital-intensive household enterprises.

Abstract: This brief summarizes the results of a gender impact evaluation study, entitled Does child labour displace schooling? Evidence on behavioral responses to an enrollment subsidy, conducted between 1995 and 1996, in Bangladesh. The study observed that the subsidy increases schooling, but its effect on child labour is ambiguous. The subsidy increased schooling by far more than it reduced child labour. Substitution effects helped protect current incomes from the higher school attendance induced by the subsidy. The reduction in the incidence of child labour by boys (girls) represents about one quarter (eighth) of the increase in their school enrollment rate.

Abstract: This paper builds on previous work of the author in assessing policies on corporate social responsibility (CSR) based on 20 elements. The elements are based on international conventions, codes of conduct and industry best practice. In a second survey of current priorities for CSR among large listed companies, the paper examines the written policies of companies in 15 countries in Europe, North America and Asia. The second survey demonstrates an increased emphasis on ethics, bribery and corruption and increased policies among companies on child labour compared with the first survey. It shows that one cannot assume that Asian countries are less developed than their Western counterparts and points to a growing trend of CSR in Japan, in particular. Nevertheless, it is demonstrated that there is a link between the development of CSR and the economic development of countries and that many CSR policies are based on localised issues and cultural traditions at a country level. Supply chain aspects of CSR are growing in importance, particularly among countries with a strong trading tradition. l Corporate social responsibility

Abstract: This paper presents an analysis of the determinant of school participation in rural north India, based on a recent household survey which includes detailed information on school characteristics. School participation especially among girls, responds to a wide range of variables, including parental education and motivation, social background, dependency ratios, work opportunities, village development, teacher posting , teacher regularity and mid-day meals. The remarkable lead achieved by the state of Himachal Pradesh is fully accounted for by these variables. School quality matters, but it is not related in a simply way to specific inputs.
