Abstract: Few will argue that the epi-phenomena of biological systems and socio-economic systems are anything but complex. The purpose of this Feature is to examine critically and contribute to the burgeoning multi-disciplinary literature on markets as complex adaptive systems (CAS). The new sciences of complexity, the principles of self-organisation and emergence along with the methods of evolutionary computation and artificially intelligent agent models have been developed in a multi-disciplinary fashion. The cognoscenti here consider that complex systems whether natural or artificial, physical, biological or socio-economic can be characterised by a unifying set of principles. Further, it is held that these principles mark a paradigm shift from earlier ways of viewing such phenomenon.

Abstract: Language arises from the interaction of three complex adaptive systems — biological evolution, learning, and culture. We focus here on cultural evolution, and present an Iterated Learning Model of the emergence of compositionality, a fundamental structural property of language. Our main result is to show that the poverty of the stimulus available to language learners leads to a pressure for linguistic structure. When there is a bottleneck on cultural transmission, only a language which is generalizable from sparse input data is stable. Language itself evolves on a cultural time-scale, and compositionality is language's adaptation to stimulus poverty.

Abstract: Coordination in multi-organisational settings is extraordinarily difficult to achieve. This article examines the problem of inter-organisational coordination in the context of public administration theory and practice. The authors present the concept of complex adaptive systems as a theoretical framework that explains the dynamic processes involved in achieving coordinated action among multiple organisations to manage complex technical operations in environments vulnerable to risk. They argue that coordination may be achieved more easily with the appropriate design of a socio-technical system, that is, a system that supports the exchange of critical information among technical and organisational entities to improve performance in both. The goal is to design a decision support system that uses information technology to enhance the capacity of multiple organisations to adapt their actions reciprocally to changing conditions of risk, enabling the set of organisations to manage risk more effectively and efficiently for the community as a whole. The authors present the design and initial findings from a trial demonstration to implement a prototype interactive, intelligent, spatial information system in the Pittsburgh Metropolitan Region.
