TL;DR: In this article, the authors present the results of a concept evaluation to increase the rate of Continuous Descent Approaches (CDA) using advanced arrival management (AMAN) system that supports Controlled Time of Arrival (CTA) operations.
Abstract: The expected future growth in aviation requires more efficient and environmentally sustained operations. The present paper presents the results of a concept evaluation to increase the rate of Continuous Descent Approaches. This work was carried out within the frame of the EU sponsored 6FW project ERAT (Environmentally Responsible Air Transport). The project facilitates in enhanced climb and descent services as defined by SESAR and aims for operational improvements for implementation in 2015. The concept of operation attempts to achieve medium to high density CDA operations applying time based operations. It is based on an advanced arrival management (AMAN) system that supports Controlled Time of Arrival (CTA) operations.

TL;DR: As has been discussed throughout this textbook, the system must be defined through with a complete multidisciplinary lifecycle perspective in order to capture all of the requirements, needs, and goals of the customer.
Abstract: In order to deal with the complexity of systems engineering designs for modern systems, formalized methods and tools have been created to allow documentation, communication, and comparison of systems and software architectures [65]. These methods and tools all focus around the creation of different drawings, each with their own set of standards, each designed to aid in the design, implementation, and manufacturing phases of overall system development, operations, and maintenance. As has been discussed throughout this textbook, the system must be defined through with a complete multidisciplinary lifecycle perspective in order to capture all of the requirements, needs, and goals of the customer. The overall objective is to develop a complete lifecycle-balanced system. As system complexities have increased over the decades, the Systems and Software Engineering tools have evolved to keep up with changing system designs (e.g., service-based systems, agile development methods, etc.) [35].

TL;DR: In this paper, a qualitative examination of media access to military operations in light of the new Department of Defense Instruction 5400.14.4, 'Procedures for Joint Public Affairs Operations' is presented.
Abstract: : This study is a qualitative examination of media access to military operations in light of the new Department of Defense Instruction 5400.14.4, 'Procedures for Joint Public Affairs Operations' Based on a review of literature on media access to military operations, an examination of current policies and procedures, as well as a comparative analysis of views presented by media and military representatives, the researcher assesses the efficacy of the new DoD Instruction. The researcher concludes that while the new Instruction is a vast improvement on previous policies that prohibited or severely restricted media access to military operations, there are areas it neglects to address in an adequate manner. These oversights may lead to a recurrence of tensions between the media and the military that existed prior to the implementation of the new Instruction. Media and military members should be apprised of the key concepts of the new DoD Instruction to ensure negation of tensions in the media-military relationship. Members of those institutions should engage in a continuing, proactive dialogue to address future concerns and enhance understanding of each other's requirements and limitations. The military and media should agree on mutually acceptable numerical limitations to future military operations. The DoD should consider using a centralized funding source for equipping joint information bureaus.

TL;DR: Simulation technologies developed to "stimulate" an operational command and control security system are discussed, drawing parallels with lessons learned in using air traffic control simulators for operator training, incident recreation, procedure development and pre-acquisition planning and testing.
Abstract: This paper discusses simulation technologies developed to "stimulate" an operational command and control security system. The paper discusses simulation techniques used to create a virtual model of a facility in which to conduct vulnerability assessment exercises, performance benchmarking, CONOPS development and operator training. The paper discusses the specific techniques used for creating a 3d virtual environment and simulating streaming IP surveillance cameras and motion detection sensors. In addition the paper discusses advanced scenario creation techniques and the modeling of scenario entities, including vehicles, aircraft and personnel. The paper draws parallels with lessons learned in using Air Traffic Control simulators for operator training, incident recreation, procedure development and pre acquisition planning and testing.

TL;DR: The argument is that operations personnel are important stakeholders for systems and operations processes provide an important source of problems for performance engineers.
Abstract: Operations costs are around 50% of the worldwide costs of Information Technology. Yet operations problems are mainly viewed as the problem of IT and not of the problem of product developers or performance engineers. I will discuss some areas where performance engineers could be of great assistance to operations and where an understanding of operations process could inform the models created by performance engineers. Some of these areas are: upgrades from version N to version N+1 are a common occurrence. Some systems are updated as frequently as 10 times a day. Approximately 10% of these updates fail and one common source of this failure is incorrect configurations. Configuration settings that adversely affect performance are among the most difficult to find and correct. For example, a mistaken configuration setting caused a routing of messages unnecessarily through a different region in the cloud. Inconsistent specification of thread pools between two different libraries used by a product is another example.Operations personnel monitor system wide performance to determine appropriate resource assignments. This monitoring could be much more effective if applications exported relevant information about their particular performance characteristics and needs.Operations processes dictate particular steps when managing applications. Again, considering the upgrade problem, a rolling upgrade causes servers to be systematically taken out of service, upgraded, and restored to service. The workload assumptions of performance models are, typically, not automatically connected to process descriptions. Why could an embedded performance model not be aware of the operations process currently being executed and could adjust the behavior of an application in response. In general, my argument is that operations personnel are important stakeholders for systems. Performance engineers could make a significant contribution to smoother operations activities and operations processes provide an important source of problems for performance engineers.
