Abstract: Today, in political and legal discourse, one hears frequent use of the phrase, the Rule of Law. The connotation is always positive and is frequently juxtaposed with undue governmental intrusion or lawlessness. The meaning of these words, however, is frequently not explained. A substantial number of political and legal commentators and philosophers have had something to say about these words and the ideas that they embody. The tenor of all this commentary leaves no doubt that the Rule of Law is a long-standing, powerful, and important component of liberal democracy. This essay attempts to explore the different meanings and use of the notion of Rule of Law. Part II of this essay briefly discusses the history of the phrase. In an effort to reduce the ambiguity of the phrase, George Fletcher, a noted jurisprudential scholar, identified two versions of the Rule of Law: a “modest version” that means governance by and adherence to rules, and a “more lofty ideal that incorporates criteria of justice.” Part III considers these narrow and broad versions to understand their strengths and weaknesses. Although the focus of the paper is to explore the meaning of the Rule of Law and the differences between the two primary approaches, Part IV considers further issues relating to the Rule of Law that deserve mention: application in other political systems, justifications for departures from the Rule of Law, and the actions of the United States and other governments and organizations to current terrorism and other current events.

Abstract: This paper presents a semiotic technique as a means of exploring meaning and understanding in interface design and use. This is examined through a study of the interaction between the 'file' metaphor and 'save as' command metaphor. The behaviour of these (from a functional or computational basis) do not exactly match, or map onto, the meaning of the metaphor. We examine both the denotation of a term to the user, i.e. its literal meaning to that person, and the term's connotations, i.e. any other meanings associated with the term. We suggest that the technique applied is useful in predicting future problems with understanding the use of metaphor at the interface and with designing appropriate signification for human-computer interaction. Variation in connotation was expected but a more fundamental difference in denotation was also uncovered. Moreover, the results clearly demonstrate that consistency in the denotation of a term is critical in achieving a good user understanding of the command.

Abstract: A new youth language has appeared among teenagers in the Netherlands. The basis of this lingo is Dutch, but this is interlarded with elements derived from immigrant languages. This article examines the social meaning of this language phenomenon. On the one hand, it can be argued that language crossers move to the cultural territory of others out of respect and interest for the people who are associated with it. On the other hand, it can be argued that crossers show no respect for the cultural ownership held by the associated group. Cultural elements associated with another group may even be used to degrade the members of that group. First, I analyze the literal content of the foreign words that are used among teenagers in the Netherlands. Secondly, I infer the social connotation of language crossing from the social relations of the crosser with members of the groups that are associated with the language elements. I use write-in questionnaires completed by a large number of pupils attending schools throughout the Netherlands. Results show that the used words often have a literal meaning that could be understood as offensive, but that words and accents are both generally used with a friendly, social connotation.

Lo correcto seria: Medicina basada en pruebas; no en evi-dencias, como generalmente es utilizada en casi todos los trabajos, articulos y conferencias cientifi-cas en idioma espanol, cometiendo asi un garrafal anglicismo lexico. Esto se debe a lo que en linguistica se llama “fal-sos amigos”: palabras iguales en las dos lenguas, pero con significados distintos, y que la gente despreveni-da tiende a utilizar con el mismo significado.Segun el diccionario de la Real Academia de la Lengua Espanola, en espanol evidencia significa: “Certeza clara, manifiesta y tan perceptible, que nadie puede racionalmente dudar de ella”.
