Abstract: The starting point for the study is concern for the quality of education available to the rural child in Lao PDR. Donor agencies are supporting the Government of Lao in education reform and the study explores how education policy becomes practice in one small, poor, socialist, country. Using a variety of research methodologies based in critical ethnography and including interviews and observations, the study explores some significant discourses that make up the discourse of donor supported education reform. A contention of the study is meanings and ultimately changed practice are generated in action and reaction between constituent discourses, at a number of levels and in a range of contexts. Attention is given to the use and impact of the concept, ‘capacity development’, in development aid and the study questions the inexplicit manner of its use and its negative connotation. Data inspection for this study is based in Fairclough’s procedures for critical discourse analysis, with adaptation to the particular social, political, cultural and language contexts of Lao PDR. The procedure was found a useful tool for following policy into practice at classroom level. The study is also able to question how far either research or policy is emancipatory.

Abstract: This paper argues that ordinary people often contest rather than submit to the powerful elites to gain material interests and political favoritism. Ordinary people are both shrewd and critical in making judgments and evaluations on politicians as well as the (unequal) relation of powers. Based on fieldwork interviews in the Philippines, this paper identifies the perception of (local) politics from ordinary people’s point of view in a seemingly mundane political environment. If the political economic imperative of tulong, or help, is decoded to include its social meanings, functions, and cultural connotation, it reveals the Janus-facedness of patron-client ties that allows for a negotiation of power relations between clients and patrons.

Abstract: Translating body-part terms from one language to another presents a significant challenge due to the fact that such terms are usually associated with cultural conceptualisations, such as those of emotions and mental activities, which in many cases vary across languages. A literal translation of a body-part term from SL to TL, therefore, may alter the conceptual basis of the term, which may have significant semantic or pragmatic implications. This paper focuses on the case of cheshm ‘eye’ in Persian, a body-part term that is predominantly associated with emotions, including love, envy, and greed, as well as character traits such as naivety or wilfulness. The analysis of some Persian expressions that are associated with the body-part term ‘eye’ reveal significant differences with the connotation of ‘eye’ in English. For example, the conceptualisation of understanding is seeing, is not a dominant conceptualisation in everyday use of language by Persian speakers. There are, however, some words which do refer to the process of visual perception and which are mainly used in association with thinking. These expressions seem to be reminiscent of a historical cultural conceptualisation that can be traced back to the Pahlavi language, the major form of Middle Persian. The observations made in this paper call for a cultural-conceptual level of analysis, as a step in the general process of translating from one language to another.

Abstract: This paper examines two Taiwan projects: the National Palace Museum (1965) in Taipei (NPM) and the NPM Southern Branch (NPMSB) in Chiayi (2003). The NPMSB targeted the liberalisation of the NPM from the stained political connotation of Chinese nationalism and constructs anew Taiwan's autonomous national identity. This paper argues that the construction of NPM/NPMSB in Taiwan is a cultural and colonial traumatism of national identity, and a struggle between official Chinese nationalism and rising prior Taiwanese subjectivity in a postcolonial context.

Several popular dialects have epilepsy names (patol in Cebuano, kuyap in Ilonggo, bontog in Bicolano, kissiw in Ilocano) but most are descriptions of the convulsive attack. Labels for persons with epilepsy also exist (bontogon, kuyapon, epileptic).

Abstract: Chinese ancient poems give prominence to the property of Chinese language that lay focus on the connotation beyond linguistic expressions. There has been long debate on which strategy should be chosen among literal or liberal translation and domestication or foreignization in translation community especially concerning cultural factors like translation of Chinese ancient poems. Frame theory provides a new perspective on the long debate of translation strategies, it illuminates on the translators that proper linguistic expressions should be found in target language to activate the identical or similar frames to those of in the source language.

Abstract: In view of the confusion in the understanding of tourism eco-compensation, this paper made a tentative analysis on the connotation of tourism eco-compensation. Firstly, based on the dual relationship between tourism industry and ecological compensation, two perspectives on the cognition of tourism eco-compensation, i.e., ‘theory of subject’ and ‘theory of pathway’, were put forward. Secondly, after analyzing the basic semanteme and category of tourism eco-compensation, a complete relation domain wherein stakeholders would interact was clarified, which included tri-compensation subjects and tri-compensation objects (nature and human, respectively), punishment for negative externality and encouragement for positive externality, and value-oriented compensation and material-oriented compensation. Finally, aiming at the confused usage of related concepts, the relationships of "eco-compensation of tourism resources", "value compensation of tourism resources", and "compensation for occupied land of tourism" with tourism eco-compensation were made clearly.

Abstract: With the complexity and diversification of marine development activities, the sea-land limitations stood out constantly. As a new idea to solve the development contradiction, sea-land coordination was proposed. In this paper, from the angle of economic geography, and with the relevance between sea and land as the starting point, the author analyzed the connotation, necessity, feasibility and target about the sea-land coordination. This article tried to understand and interpret the sea-land coordination from a new perspective, in the hope of providing reference for the research and implementation of it.

Abstract: To clarify a concept is not only one of the purposes and important parts of the theoretical research,but also a fundamental basis to formulate effective actions and to guide the social practice.Based on the systematic summarization on the source theory,the connotation and the essence of community participation,this paper semantically differentiates and analyzes the similar expressions of community participation in Chinese context,and then points out that as an embodiment of the spirits of self-autonomy in democratic society,community participation draws fundamentally on the theories and practices of citizen participation.Contrast to it,in China,the connotation of community participation appears looser and more extensive,which not only means political mobilization,but also includes public or personal participation into various economic or cultural activities.Strictly speaking,these "de-politicized" participation forms are far from reaching the essence of community participation.The real community participation should be citizen participation;the most real form of community participation is political decentralization.So far,the effectiveness of the community participation depends on the reshaping of citizenship,political empowerment and the construction and implementation of related basic,procedural and supporting systems.These 2000are the core issues in the process of the community participation into tourism development in China.Only closely around these topics,our research can be truly guide the community participating practice,help develop a democratic politics with Chinese characteristics.
