Abstract: THE TWO MAJOR ASPECTS of the problem of economic misrepresentation, to which the title refers, will be presented in two successive articles. This, the first, limits itself to demonstrating the scope of the abuse. Comments on its significance are presented in the second article. Preliminary discussion of the pivotal concept is mandatory at the outset of the inquiry. Since this paper has a pragmatic objective, "misrepresentation" will not be defined in its broad ethical connotation which would imply the need for scrutinizing even mere statements of opinion to determine their veracity and intent. Obviously, this is not only impossible but would also lead to a most dangerous tampering with constitutionally protected rights of free speech. This suggests a more practical approach. We proceed from the assumption that the public has a right to truthful information by those to whom it entrusts responsibility as well as from those whom it permits to address wide audiences by means of the printed word or over public facilities.
