Abstract: Background A principal function of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) is to “perform regular and timely assessments of knowledge on biodiversity.” In December 2013, its second plenary session approved a program to begin a global assessment in 2015. The Convention on Biological Diversity (CBD) and five other biodiversity-related conventions have adopted IPBES as their science-policy interface, so these assessments will be important in evaluating progress toward the CBD’s Aichi Targets of the Strategic Plan for Biodiversity 2011–2020. As a contribution toward such assessment, we review the biodiversity of eukaryote species and their extinction rates, distributions, and protection. We document what we know, how it likely differs from what we do not, and how these differences affect biodiversity statistics. Interestingly, several targets explicitly mention “known species”—a strong, if implicit, statement of incomplete knowledge. We start by asking how many species are known and how many remain undescribed. We then consider by how much human actions inflate extinction rates. Much depends on where species are, because different biomes contain different numbers of species of different susceptibilities. Biomes also suffer different levels of damage and have unequal levels of protection. How extinction rates will change depends on how and where threats expand and whether greater protection counters them. Different visualizations of species biodiversity. Advances Recent studies have clarified where the most vulnerable species live, where and how humanity changes the planet, and how this drives extinctions. These data are increasingly accessible, bringing greater transparency to science and governance. Taxonomic catalogs of plants, terrestrial vertebrates, freshwater fish, and some marine taxa are sufficient to assess their status and the limitations of our knowledge. Most species are undescribed, however. The species we know best have large geographical ranges and are often common within them. Most known species have small ranges, however, and such species are typically newer discoveries. The numbers of known species with very small ranges are increasing quickly, even in well-known taxa. They are geographically concentrated and are disproportionately likely to be threatened or already extinct. We expect unknown species to share these characteristics. Current rates of extinction are about 1000 times the background rate of extinction. These are higher than previously estimated and likely still underestimated. Future rates will depend on many factors and are poised to increase. Finally, although there has been rapid progress in developing protected areas, such efforts are not ecologically representative, nor do they optimally protect biodiversity. Outlook Progress on assessing biodiversity will emerge from continued expansion of the many recently created online databases, combining them with new global data sources on changing land and ocean use and with increasingly crowdsourced data on species’ distributions. Abstract: In 2010, the international community, under the auspices of the Convention on Biological Diversity, agreed on 20 biodiversity-related “Aichi Targets” to be achieved within a decade. We provide a comprehensive mid-term assessment of progress toward these global targets using 55 indicator data sets. We projected indicator trends to 2020 using an adaptive statistical framework that incorporated the specific properties of individual time series. On current trajectories, results suggest that despite accelerating policy and management responses to the biodiversity crisis, the impacts of these efforts are unlikely to be reflected in improved trends in the state of biodiversity by 2020. We highlight areas of societal endeavor requiring additional efforts to achieve the Aichi Targets, and provide a baseline against which to assess future progress.

Abstract: Governments have agreed to expand the global protected area network from 13% to 17% of the world's land surface by 2020 (Aichi target 11) and to prevent the further loss of known threatened species (Aichi target 12). These targets are interdependent, as protected areas can stem biodiversity loss when strategically located and effectively managed. However, the global protected area estate is currently biased toward locations that are cheap to protect and away from important areas for biodiversity. Here we use data on the distribution of protected areas and threatened terrestrial birds, mammals, and amphibians to assess current and possible future coverage of these species under the convention. We discover that 17% of the 4,118 threatened vertebrates are not found in a single protected area and that fully 85% are not adequately covered (i.e., to a level consistent with their likely persistence). Using systematic conservation planning, we show that expanding protected areas to reach 17% coverage by protecting the cheapest land, even if ecoregionally representative, would increase the number of threatened vertebrates covered by only 6%. However, the nonlinear relationship between the cost of acquiring land and species coverage means that fivefold more threatened vertebrates could be adequately covered for only 1.5 times the cost of the cheapest solution, if cost efficiency and threatened vertebrates are both incorporated into protected area decision making. These results are robust to known errors in the vertebrate range maps. The Convention on Biological Diversity targets may stimulate major expansion of the global protected area estate. If this expansion is to secure a future for imperiled species, new protected areas must be sited more strategically than is presently the case.

Abstract: Protected areas are one of the main tools for halting the continuing global biodiversity crisis caused by habitat loss, fragmentation and other anthropogenic pressures. According to the Aichi Biodiversity Target 11 adopted by the Convention on Biological Diversity, the protected area network should be expanded to at least 17% of the terrestrial world by 2020 (http://www.cbd.int/sp/targets). To maximize conservation outcomes, it is crucial to identify the best expansion areas. Here we show that there is a very high potential to increase protection of ecoregions and vertebrate species by expanding the protected area network, but also identify considerable risk of ineffective outcomes due to land-use change and uncoordinated actions between countries. We use distribution data for 24,757 terrestrial vertebrates assessed under the International Union for the Conservation of Nature (IUCN) 'red list of threatened species', and terrestrial ecoregions (827), modified by land-use models for the present and 2040, and introduce techniques for global and balanced spatial conservation prioritization. First, we show that with a coordinated global protected area network expansion to 17% of terrestrial land, average protection of species ranges and ecoregions could triple. Second, if projected land-use change by 2040 (ref. 11) takes place, it becomes infeasible to reach the currently possible protection levels, and over 1,000 threatened species would lose more than 50% of their present effective ranges worldwide. Third, we demonstrate a major efficiency gap between national and global conservation priorities. Strong evidence is shown that further biodiversity loss is unavoidable unless international action is quickly taken to balance land-use and biodiversity conservation. The approach used here can serve as a framework for repeatable and quantitative assessment of efficiency, gaps and expansion of the global protected area network globally, regionally and nationally, considering current and projected land-use pressures.

Abstract: The 2010 Nagoya Protocol under the Convention on Biological Diversity and recent changes in the policies of major international conservation organizations highlight current interest in revisiting the moral case for conservation. Concerns with equity and human rights challenge well-established notions of justice centered on human responsibility toward nature, the common good or the rights of future generations. This review introduces an empirical approach to the analysis of justice and shows how conservation scientists can apply it to ecosystem services-based governance (or in short, ecosystem governance). It identifies dominant notions of justice and points out their compatibility with utilitarian theories of justice. It then discusses the limited appropriateness of these notions in many contexts in which conservation takes place in the Global South and explores how technical components of ecosystem governance influence the realization of the notions in practice. The review highlights the need for conservation scientists and managers to analyze the justice of ecosystem governance in addition to their effectiveness and efficiency. Justice offers a more encompassing perspective than equity for the empirical analysis of conservation governance.

Abstract: The Aichi Biodiversity Targets were designed to promote and implement the Convention on Biological Diversity (CBD) by providing a framework for action to save biodiversity and enhance its benefits for people. Specifically, Target 11 aims to protect 10% of all seas by 2020. The percentage of the world's oceans that are protected has increased steadily in recent years, mainly due to very large marine protected areas (MPAs). The issue of making major gains in achieving protection targets through ‘going big’ has brought added scrutiny to the subject of MPAs. There is economy in scale, but several people have called into question whether going large will protect representative habitat and result in true protection, or whether it is merely a politically expedient way for some nations to attain targets by creating paper parks, while avoiding tough conservation decisions. The recent creation of large MPAs has greatly enhanced the chance of achieving global protection targets. Large areas typically contain several ecosystems and habitats that interact ecologically, and allow for more holistic conservation. The interactions between ecosystems in large MPAs occur without many of the problems associated with networks of smaller MPAs, where the connectivity between sites is often affected by human activities. The disadvantages of large MPAs include difficulties of surveillance, enforcement and monitoring of vast offshore areas, as well as high total costs. While the cost per unit area may be lower for large MPAs, conducting surveillance and monitoring in such vast areas requires much more expensive technologies. Large MPAs complement and add to existing management and conservation measures. Decision makers should consider designating them as one of a suite of possible protection measures. Besides greatly enhancing the chance of reaching agreed biodiversity targets, large MPAs improve the quality of conservation. Copyright © 2014 John Wiley & Sons, Ltd.

Abstract: This special issue introduces readers to collaborative event ethnography (CEE), a method developed to support the ethnographic study of large global environmental meetings. CEE was applied by a group of seventeen researchers at the Tenth Conference of the Parties (COP10) to the Convention of Biological Diversity (CBD) to study the politics of biodiversity conservation. In this introduction, we describe our interests in global environmental meetings as sites where the politics of biodiversity conservation can be observed and as windows into broader governance networks. We specify the types of politics we attend to when observing such meetings and then describe the CBD, its COP, challenges meetings pose for ethnographic researchers, how CEE responds to these challenges generally, and the specifics of our research practices at COP10. Following a summary of the contributed papers, we conclude by reflecting on the evolution of CEE over time.

Abstract: Antarctica is widely regarded as one of the planet's last true wildernesses, insulated from threat by its remoteness and declaration as a natural reserve dedicated to peace and science. However, rapidly growing human activity is accelerating threats to biodiversity. We determined how well the existing protected-area system represents terrestrial biodiversity and assessed the risk to protected areas from biological invasions, the region's most significant conservation threat. We found that Antarctica is one of the planet's least protected regions, with only 1.5% of its ice-free area formally designated as specially protected areas. Five of the distinct ice-free ecoregions have no specially designated areas for the protection of biodiversity. Every one of the 55 designated areas that protect Antarctica's biodiversity lies closer to sites of high human activity than expected by chance, and seven lie in high-risk areas for biological invasions. By any measure, including Aichi Target 11 under the Convention on Biological Diversity, Antarctic biodiversity is poorly protected by reserves, and those reserves are threatened.

Abstract: In 2010, the Conference of the Parties to the Convention on Biological Diversity adopted the Aichi Biodiversity Targets as part of the Strategic Plan for Biodiversity 2011-2020. Target 11 calls for ‘at least 17 per cent of terrestrial and inland water areas and 10 per cent of coastal and marine areas’ to be conserved by way of ‘well-connected systems of protected areas and other effective area-based conservation measures’. Yet four years after their adoption, parties to the CBD and other rights- and stakeholders have not received guidance about either what kinds of arrangements do and do not constitute ‘other effective area-based conservation measures’, or how best to appropriately recognise and support them. The paper argues that without clear guidance on the issue, conservation law and policy will continue to inappropriately and/or inadequately recognise the great diversity of forms of conservation and sustainable use of ecosystems and their constituent elements across landscapes and seascapes, including by Indigenous peoples and local communities. In this context, and in line with calls from the Convention on Biological Diversity and the IUCN, it proposes the establishment of an IUCN Task Force to further explore the issues with a view to developing clear guidance on ‘other effective area-based conservation measures’ as a means to effectively and equitably achieve Aichi Biodiversity Target 11.

Abstract: Resilient ecosystems are vital to human well-being and are increasingly recognised as critical to supporting communities’ efforts to adapt to climate change. The governing bodies of the Convention on Biological Diversity and the United Nations Framework Convention on Climate Change are encouraging parties to adopt ‘ecosystem-based adaptation’ (EbA) approaches, which utilise biodiversity and ecosystem services to support climate change adaptation. These approaches are wide ranging and include mangrove restoration to buffer against storm surges; watershed management to protect against droughts and floods; rangeland management to prevent desertification; and sustainable management of fisheries and forests to ensure food security. This article examines the emergence of EbA in international legal frameworks for climate change and biodiversity and progress towards implementation. The EbA concept is potentially powerful in catalysing international and national commitments to act due to its key defining features of a focus on societal adaptation rather than ecocentricism, and a targeting of the immediate adaptation needs of the poorest and most vulnerable communities who are adversely affected by climate change. However, examination of national policy and practice in two least developed countries, Samoa and Cambodia, reveals that institutional and legal barriers at national level can pose significant challenges to operationalising EbA to achieve adaptation objectives.

Abstract: Modern biotechnology - the controversial manipulation of genes in living organisms - has far-reaching implications for agriculture, human health, trade and the environment. Against the odds, an international treaty governing biosafety and trade in biotechnology was adopted in 2000. The Cartagena Protocol on Biosafety of the Convention on Biological Diversity deals with one of the most important and challenging issues thrown up by developments in biotechnology. This volume is a comprehensive review of the protocol and the process that led to its adoption. It includes contributions from many of the key players involved and analyses the commercial and political interests at stake, the operations and implications of the protocol, and prospects for the future.

Abstract: The adoption of the Convention on Biological Diversity (CBD) Strategic Plan for Biodiversity, along with the 20 Aichi Targets, is a strong political endorsement for integrating biodiversity strategy across the entire United Nations system. Aichi Targets represent specific, time-bound drivers for governments to safeguard both marine and terrestrial biodiversity. For the marine environment, Aichi Target 11 represents a call to effectively conserve at least 10% of coastal and marine areas by 2020. The core indicator to measure Aichi Target 11 is the extent of protected area coverage, and therefore it is essential that MPA data used to calculate this metric are robust. The World Database on Protected Areas (WDPA) is the authoritative source of data for measuring Aichi Target coverage progress. The WDPA assimilates global protected areas data as officially reported by the UN Member States themselves. Analysis of the WDPA (August 2014) calculated that MPAs now cover approximately 12,300,000 km2 or 3.41% of the world's ocean. Only 0.59% of the global ocean area (2 163 661 km2 within 1124 areas) is protected in no-take areas. Only gathering and using State-sanctioned information may affect the accuracy of the WDPA MPA data. However, it is essential to first and foremost recognize national sovereignty and the rights of the Member State data providers in order to maintain a comprehensive approach to data gathering while ensuring international support for the resulting coverage figures that are used to measure global environmental targets. Further improvements could be made to the MPA data, for example by refining current MPA attributes and working with Member States and conventions to reduce or remove point data in the system. Moreover, broadening the scope of the WDPA to allow the inclusion of clearly marked non-State-sanctioned sites would complement existing official data and facilitate dialogue between Member States and other data providers towards MPA data improvement. Abstract: Recognizing the imperiled status of biodiversity and its benefit to human well-being, the world's governments committed in 2010 to take effective and urgent action to halt biodiversity loss through the Convention on Biological Diversity's “Aichi Targets”. These targets, and many conservation programs, require monitoring to assess progress toward specific goals. However, comprehensive and easily understood information on biodiversity trends at appropriate spatial scales is often not available to the policy makers, managers, and scientists who require it. We surveyed conservation stakeholders in three geographically diverse regions of critical biodiversity concern (the Tropical Andes, the African Great Lakes, and the Greater Mekong) and found high demand for biodiversity indicator information but uneven availability. To begin to address this need, we present a biodiversity “dashboard” – a visualization of biodiversity indicators designed to enable tracking of biodiversity and conservation performance data in a clear, user-friendly format. This builds on previous, more conceptual, indicator work to create an operationalized online interface communicating multiple indicators at multiple spatial scales. We structured this dashboard around the Pressure-State-Response-Benefit framework, selecting four indicators to measure pressure on biodiversity (deforestation rate), state of species (Red List Index), conservation response (protection of key biodiversity areas), and benefits to human populations (freshwater provision). Disaggregating global data, we present dashboard maps and graphics for the three regions surveyed and their component countries. These visualizations provide charts showing regional and national trends and lay the foundation for a web-enabled, interactive biodiversity indicators dashboard. This new tool can help track progress toward the Aichi Targets, support national monitoring and reporting, and inform outcome-based policy-making for the protection of natural resources.

Abstract: Pacific Island biodiversity has a notorious record of decline and extinction which continues due to habitat loss and degradation, invasive species, overexploitation, pollution, disease and human-forced climate change. In terrestrial systems, these global and local pressures are more acute because of relatively small land to sea area, high endemism and poor adaptations to resist predation. Regional policy and learning frameworks exist to combat biodiversity loss and environmental degradation, but implementation remains patchy across the 22 Pacific Island countries and territories (PICTs) within Oceania. PICTs are challenged by small, under-resourced government departments, limited data, and strong political will for rapid economic development at the cost of ecological sustainability. In this synthesis of the special issue, we identify the challenges and opportunities for biodiversity conservation on Pacific islands. We identified bright spots of implementation occurring through regional initiatives, knowledge-sharing networks, and community-based management. The challenge looms large, given the relatively small-scale efforts compared to the core drive for development of natural resources which continues to pervade island communities. Five key initiatives promise improved conservation effectiveness: 1) alignment of national biodiversity strategies to the Aichi Targets, under the Convention on Biological Diversity; 2) increased engagement with local communities to promote wise stewardship and local environmental monitoring; 3) dissemination of best practice guidelines for management through learning networks; 4) cost-benefit analyses that drive investment in biosecurity and invasive control; and 5) implementation of integrated island management that accounts for the multiple synergistic benefits of ecosystem management (e.g., climate adaptation, disaster risk reduction, improved health).

Abstract: As global shipping intensifies and technological advances provide more opportunities to access the resources of the high seas and the deep seabed beyond national jurisdiction (ABNJ), the catalogue of threats to the marine environment and its biodiversity increase commensurately. Beyond these threats, new and emerging uses of ABNJ including more intrusive marine scientific research, bio-prospecting, deep seabed mining and environmental modification activities to mitigate the effects of climate change have the potential to harm the highly interconnected and sensitive ecosystems of the open ocean and the deep seabed if not sustainably managed now and into the future. Modern conservation norms such as environmental impact assessment, marine protected areas, marine spatial planning and development mechanisms such as technology transfer and capacity building are under developed in the legal and institutional framework for ABNJ. This article examines key normative features of the legal and institutional framework for ABNJ and their applicability to conservation of marine biodiversity, gaps and disconnects in that framework and ongoing global initiatives to develop more effective governance structures. It discusses some of the options being considered in the UN Ad Hoc Informal Open-ended Working Group to study issues related to the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction (BBNJ Working Group) to evolve the legal and institutional framework for conservation and sustainable use of marine biodiversity in ABNJ and their current and future relevance for the law of the sea. It concludes that the discussions in the BBNJ Working Group and related initiatives in the Convention on Biological Diversity (CBD) and at regional level have demonstrated that a more integrated legal and institutional structure is needed to address growing threats to marine biodiversity in ABNJ.

Abstract: Protected areas are regarded as the most important tool in the conservation toolbox. They cover > 12% of the Earth's terrestrial area, with over half of this designated since 1970, and are thus a unique example of governments and other stakeholders consciously changing management of land and water at a significant scale. The Convention on Biological Diversity (CBD) has a global programme to complete ecologically-representative protected area networks, and this is driving the creation of large numbers of new protected areas. But there is also growing criticism of protected areas because of the social costs of protection and doubts about their effectiveness. We acknowledge this criticism but believe that it is over-stated and applied to a protected area model that has already been replaced by newer thinking. As protected areas are becoming more complex in concept and more complicated in management, we review the six most important changes affecting them over the last 2 decades: (1) a new protected area definition with more emphasis on nature conservation; (2) a plurality of management and governance models; (3) acknowledgement of wider protected area benefits beyond nature conservation; (4) greater social safeguards for protected areas; (5) evidence that protected areas are effective conservation tools; and (6) a new emphasis on larger protected areas, transboundary protected areas, connectivity conservation and landscape approaches. We conclude by considering fresh challenges as a result of policy changes and the global criminal wildlife trade, and consider the potential of the forthcoming 2014 IUCN World Parks Congress.

Abstract: Continuous decline of biodiversity over the past decades suggests that efforts to decrease biodiversity loss have been insufficient. One option to deal with this problem is the use of market-based mechanisms for biodiversity conservation. Several studies have analysed such mechanisms individually, but there is no comprehensive review with a comparative assessment of the performance of various mechanisms. This paper presents (i) an analysis of the economic conditions under which markets for biodiversity can be expected to function; (ii) an analysis of the efficiency of five selected biodiversity markets in the light of market and contract theory; and (iii) an assessment of the potential to scale up local or national payment mechanisms for biodiversity conservation. Our analysis shows the difficulties that market-based mechanisms face, among which are the need to ensure long-term conservation and the lack of a standardized unit of measurement for biodiversity. We provide a number of recommendations on how to overcome these difficulties. We argue that the set-up of a global registry embedded within the framework of the Convention on Biological Diversity would facilitate measurement, reporting and verification of biodiversity credits to support market-based mechanisms.

Abstract: For decades, conservationists have remained steadfastly committed to protected areas (PAs) as the best means to conserve biodiversity. Using Collaborative Event Ethnography of the 10 th meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD/CoP), we examine how the PA concept remains hegemonic in conservation policy. We argue that, as a broadening base of actors frame their political objectives through PAs in order to further their agendas, they come together in a discourse coalition. In this coalition, actors do not necessarily have common interests or understandings; rather, it is through dynamic struggles over the meaning of the PA concept and the continual process of reshaping it that actors reproduce its hegemony. In this process, the CBD/CoP disciplines and aligns disparate actors who might otherwise associate with distinct discourse coalitions. As the concept accommodates a wider range of values, PAs are increasingly being asked to do more than conserve biodiversity. They must also sequester carbon, protect ecosystem services, and even promote human rights. These transformations reflect not only changes in how PAs are defined and framed, but also in the realignment of relationships of authority and power in conservation governance in ways that may marginalise traditional conservation actors.

Abstract: In October 2010, parties to the Convention on Biological Diversity adopted the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization. One impetus behind the Nagoya Protocol was the mandate to address the unjust impacts—such as the loss of access to resources, exploitation of traditional knowledge, and expropriation of rights to resources—of the global demand for genetic resources on indigenous peoples and local communities (ILCs). Using collaborative event ethnography, this article demonstrates the limited nature, scope, and engagement of the ILC justice discourse in the negotiations, despite the supposedly inclusive nature of the CBD. I attribute the constrained discourse in part to the existence of a justice metanorm as evidenced through the emergence of shared meanings and prescriptive status of justice instruments.

Abstract: Continuing depletion of forest resources, particularly in tropical developing countries, has turned vast areas of intact ecosystems into urbanized and agricultural lands. The degree of degradation varies, but in most cases, the ecosystem functions and the ability to provide a variety of ecosystem services are severely impaired. In addition to many other challenges, successful forest restoration of these lands requires considerable resources and funding, but the ecological, economic and social benefits have the potential to outweigh the investment. As a consequence, at the international policy level, restoration is seen as a field of land use activities that provides significant contributions to simultaneously achieving different environmental and social policy objectives. Accordingly, different policy processes at the international policy level have made ecological landscape restoration a global priority, in particular the Convention on Biological Diversity with the Aichi Target 15 agreed upon in 2010, which aims at restoring 15% of all degraded land areas by 2020. While such ambitious policy targets are important for recognizing and agreeing upon solutions for environmental problems, they are unlikely to be further substantiated or governed. The objective of this paper is thus to develop a complementary governance approach to the top-down implementation of the Aichi target. Drawing on collaborative and network governance theories, we discuss the potential of a collaborative networked governance approach and perspectives for overcoming the inherent challenges facing a rapid large-scale restoration of degraded lands.

Abstract: The Convention on Biological Diversity (CBD) continues to promote marine protected areas (MPAs) as a preferred tool for marine biodiversity conservation, in spite of concerns over their effectiveness and equity. However, explanations for this consensus on the utility of MPAs focus primarily on their measurability and ignore the ways in which they are conceptualized through ongoing governance processes. Drawing on the results of collaborative event ethnography at the Tenth Conference of the Parties to the CBD, this paper adopts the concepts of boundary objects and scalar narratives to analyze the ways in which consensus on MPAs is produced, in spite of conflicting understandings of MPA forms and functions. Both a local narrative of participatory MPAs and a global narrative of science driven high seas conservation articulate a regional scale as ideal for MPA governance, although with different priorities. Ultimately, consensus at the CBD is enabled only by accommodating competing visions of MPAs.

Abstract: Genetic knowledge applicable to crop improvement has erupted over the past 60 years, and the techniques of introducing genes from one organism to another have enabled new varieties of crops not achievable by previously available methodologies of crop breeding. Research and particularly development of these GMO-crops to a point where they are useful for growers and consumers in most countries is subject to complex national and international rules arising out of the UN's Cartagena Protocol on Biosafety to the Convention on Biological Diversity, with 167 country signatories. (The USA and Canada are not signatories.) The Protocol was developed based on concerns initially expressed in the 1970's that such technology presented unusual risks to man and the environment. Those ideas have comprehensively and authoritatively been proven to be wrong. The Protocol has nevertheless spawned significant regulatory obstacles to the development of GMO-crop technology at great cost to global society and in conflict with many other UN objectives. The suspicion induced by the Protocol is also widely used, overtly or covertly, for political purposes. These points are illustrated by reference to the not-for-profit Golden Rice project.

Abstract: This paper explores how criteria to identify important marine mammal areas (IMMAs) could be developed, and nested in existing global criteria. This process would consider 134 species of marine mammals. Particular attention is given to two suites of global criteria to identify areas important for the persistence of marine biodiversity: Ecologically or Biologically Significant Areas (EBSAs) developed through the Convention on Biological Diversity (CBD), and Key Biodiversity Areas (KBAs) in revision through the International Union for the Conservation of Nature (IUCN). They are seen as mutually complementary in the development of IMMAs. The specificities necessary for identifying important areas at scales below the global level may vary according to the region, the biophysical requirements of distinct populations, and available data. Refining and testing the applicability of these global criteria on marine mammals at both regional and national scales will be necessary. Combining area-based measures with non-spatial management actions will likely be the optimal approach for ensuring marine mammal persistence given their highly migratory nature and widespread life-history stages. Capacity to enact IMMAs is strengthened by the existence of professional marine mammal associations and networks, and the recently formed IUCN Marine Mammal Protected Areas Task Force (MMPATF). Abstract: Biodiversity targets were prominent at the Tenth Conference of the Parties to the Convention on Biological Diversity (CBD). Having failed to reach the CBD's 2010 target, delegates debated the nature of targets, details of specific targets, and how to avoid failure in 2020. As part of a group of seventeen researchers conducting a collaborative event ethnography at COP10, we draw on observations made during negotiations of the CBD Strategic Plan and at side events to analyze the production of the 2020 targets. Once adopted, targets become “naturalized,” detached from the negotiations that produced them. Drawing on insights from science and technology studies, we analyze the interaction of science and politics during negotiations and discuss what targets do within the CBD and the broader global conservation governance network.

Abstract: In the tenth Conference of Parties to the Convention on Biological Diversity (CBD) held in Nagoya in 2010, it was decided that 17% of terrestrial and 10% of marine areas should be protected globally by 2020. It was also stated that conservation decision-making should be based on sound science. Here, we review how recent scientific literature about spatial conservation prioritization analyses and macro-ecology corresponds to the information needs posed by the Aichi Biodiversity Target 11. A literature search was performed in Web of Science to identify potentially relevant research articles published in 2010-2012. Additionally, we searched all articles published since 2000 in five high-profile scientific journals. The studies were classified by extent and resolution, and we evaluated the type and breadth of data that was utilized (This information is included in a supplementary table to facilitate further research). Implementation of the Aichi Targets would best be supported by broad-extent, high-resolution, and data-rich studies that can directly support realistic decision-making about allocation of conservation efforts at sub-continental to global extents. When looking at all evaluation criteria simultaneously, we found little research that directly supports the analytical needs of the CBD. There are many narrow- extent, low-resolution, narrow-scope, or theoretically-aimed studies that are important in developing theory and local practices, but which are not adequate for guiding conservation management at a continental scale. Even national analyses are missing for many countries. Global-extent, high-resolution analyses using broad biodiversity and anthropogenic data are needed in order to inform decision making under the CBD resolutions. © 2014 Associacao Brasileira de Ciencia Ecologica e Conservacao. Abstract: Analysing the European Union's (EU) role in the negotiations of the 2010 Nagoya Protocol on access and benefit sharing regarding genetic resources, this article argues for the integration of (1) the EU's policy objectives and (2) their achievement in the analysis of the EU's performance and leadership in international (environmental) negotiations. We first develop a conceptual and explanatory framework that highlights the inter-relationship between both aspects. We then establish that the EU pursued conservative policy objectives in the Nagoya process (becoming more moderate in 2006/2007) but was highly successful in achieving its goals. The explanatory analysis provides illustrative evidence of how the degree of ambition of the EU's policy objectives directly affects and indirectly frames goal achievement: while conservative objectives are easier to realize than ambitious ones, factors such as domestic legislation, internal interest homogeneity, universal norms and external policy making procedur...
