Abstract: Despite their limited spatial extent, freshwater ecosystems host remarkable biodiversity, including one-third of all vertebrate species. This biodiversity is declining dramatically: Globally, wetlands are vanishing three times faster than forests, and freshwater vertebrate populations have fallen more than twice as steeply as terrestrial or marine populations. Threats to freshwater biodiversity are well documented but coordinated action to reverse the decline is lacking. We present an Emergency Recovery Plan to bend the curve of freshwater biodiversity loss. Priority actions include accelerating implementation of environmental flows; improving water quality; protecting and restoring critical habitats; managing the exploitation of freshwater ecosystem resources, especially species and riverine aggregates; preventing and controlling nonnative species invasions; and safeguarding and restoring river connectivity. We recommend adjustments to targets and indicators for the Convention on Biological Diversity and the Sustainable Development Goals and roles for national and international state and nonstate actors.

Abstract: Humanity will soon define a new era for nature—one that seeks to transform decades of underwhelming responses to the global biodiversity crisis. Area-based conservation efforts, which include both protected areas and other effective area-based conservation measures, are likely to extend and diversify. However, persistent shortfalls in ecological representation and management effectiveness diminish the potential role of area-based conservation in stemming biodiversity loss. Here we show how the expansion of protected areas by national governments since 2010 has had limited success in increasing the coverage across different elements of biodiversity (ecoregions, 12,056 threatened species, ‘Key Biodiversity Areas’ and wilderness areas) and ecosystem services (productive fisheries, and carbon services on land and sea). To be more successful after 2020, area-based conservation must contribute more effectively to meeting global biodiversity goals—ranging from preventing extinctions to retaining the most-intact ecosystems—and must better collaborate with the many Indigenous peoples, community groups and private initiatives that are central to the successful conservation of biodiversity. The long-term success of area-based conservation requires parties to the Convention on Biological Diversity to secure adequate financing, plan for climate change and make biodiversity conservation a far stronger part of land, water and sea management policies.

Abstract: Global biodiversity policy is at a crossroads. Recent global assessments of living nature and climate show worsening trends and a rapidly narrowing window for action. The Convention on Biological Diversity (CBD) has recently announced that none of the 20 Aichi targets for biodiversity it set in 2010 has been reached and only six have been partially achieved. Against this backdrop, nations are now negotiating the next generation of the CBD's global goals [see supplementary materials (SM)], due for adoption in 2021, which will frame actions of governments and other actors for decades to come. In response to the goals proposed in the draft post-2020 Global Biodiversity Framework (GBF) made public by the CBD (5), we urge negotiators to consider three points that are critical if the agreed goals are to stabilize or reverse nature's decline. First, multiple goals are required because of nature's complexity, with different facets—genes, populations, species, deep evolutionary history, ecosystems, and their contributions to people—having markedly different geographic distributions and responses to human drivers. Second, interlinkages among these facets mean that goals must be defined and developed holistically rather than in isolation, with potential to advance multiple goals simultaneously and minimize trade-offs between them. Third, only the highest level of ambition in setting each goal, and implementing all goals in an integrated manner, will give a realistic chance of stopping—and beginning to reverse—biodiversity loss by 2050.

Abstract: Recent assessment reports by the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) have highlighted the risks to humanity arising from the unsustainable use of natural resources. Thus far, land, freshwater, and ocean exploitation have been the chief causes of biodiversity loss. Climate change is projected to be a rapidly increasing additional driver for biodiversity loss. Since climate change and biodiversity loss impact human societies everywhere, bold solutions are required that integrate environmental and societal objectives. As yet, most existing international biodiversity targets have overlooked climate change impacts. At the same time, climate change mitigation measures themselves may harm biodiversity directly. The Convention on Biological Diversity's post-2020 framework offers the important opportunity to address the interactions between climate change and biodiversity and revise biodiversity targets accordingly by better aligning these with the United Nations Framework Convention on Climate Change Paris Agreement and the Sustainable Development Goals. We identify the considerable number of existing and proposed post-2020 biodiversity targets that risk being severely compromised due to climate change, even if other barriers to their achievement were removed. Our analysis suggests that the next set of biodiversity targets explicitly addresses climate change-related risks since many aspirational goals will not be feasible under even lower-end projections of future warming. Adopting more flexible and dynamic approaches to conservation, rather than static goals, would allow us to respond flexibly to changes in habitats, genetic resources, species composition, and ecosystem functioning and leverage biodiversity's capacity to contribute to climate change mitigation and adaptation.

Abstract: Understanding the likely future impacts of biological invasions is crucial yet highly challenging given the multiple relevant environmental, socio-economic and societal contexts and drivers. In the absence of quantitative models, methods based on expert knowledge are the best option for assessing future invasion trajectories. Here, we present an expert assessment of the drivers of potential alien species impacts under contrasting scenarios and socioecological contexts through the mid-21st century. Based on responses from 36 experts in biological invasions, moderate (20%-30%) increases in invasions, compared to the current conditions, are expected to cause major impacts on biodiversity in most socioecological contexts. Three main drivers of biological invasions-transport, climate change and socio-economic change-were predicted to significantly affect future impacts of alien species on biodiversity even under a best-case scenario. Other drivers (e.g. human demography and migration in tropical and subtropical regions) were also of high importance in specific global contexts (e.g. for individual taxonomic groups or biomes). We show that some best-case scenarios can substantially reduce potential future impacts of biological invasions. However, rapid and comprehensive actions are necessary to use this potential and achieve the goals of the Post-2020 Framework of the Convention on Biological Diversity.

Abstract: We are approaching a reckoning point in 2020 for global targets that better articulate the interconnections between biodiversity, ecosystem services and sustainable development. The Convention on Biological Diversity's (CBD's) post-2020 global biodiversity framework and targets will be developed as we enter the last decade to meet the Sustainable Development Goals (SDGs) and targets. Despite recent findings of unprecedented declines in biodiversity and ecosystem services and their negative impacts on SDGs, these declines remain largely unaccounted for in the SDG's upcoming 'decade of action'. We use a social-ecological systems framework to develop four recommendations for targets that capture the interdependencies between biodiversity, ecosystem services and sustainable development. These recommendations, which are primarily aimed at the CBD post-2020 process, include moving from separate social and ecological targets to social-ecological targets that: account for (1) the support system role of biodiversity and (2) ecosystem services in sustainable development. We further propose target advances that (3) capture social-ecological feedbacks reinforcing unsustainable outcomes, and (4) reveal indirect feedbacks hidden by current target systems. By making these social-ecological interdependencies explicit, it is possible to create coherent systems of global targets that account for the complex role of biodiversity and ecosystem services in sustainable development.

Abstract: Summary Ocean health is critical for human well-being but is threatened by multiple stressors. Parties to the Convention on Biological Diversity agreed to protect 10% of their waters by 2020. The scientific evidence supporting the use of marine protected areas (MPAs) to conserve biodiversity stems primarily from knowledge on fully protected areas, but most of what is being established is partially protected. Here, we assess the protection levels of the 1,062 Mediterranean MPAs. While 6.01% of the Mediterranean is covered by protection, 95% of this area shows no difference between the regulations imposed inside the MPAs compared with those outside. Full and high levels of protection, the most effective for biodiversity conservation, represent only 0.23% of the basin and are unevenly distributed across political boundaries and eco-regions. Our current efforts are insufficient at managing human uses of nature at sea, and protection levels should be increased to deliver tangible benefits for biodiversity conservation.

Abstract: Limiting climate change to less than 2°C is the focus of international policy under the climate convention (UNFCCC), and is essential to preventing extinctions, a focus of the Convention on Biological Diversity (CBD). The post‐2020 biodiversity framework drafted by the CBD proposes conserving 30% of both land and oceans by 2030. However, the combined impact on extinction risk of species from limiting climate change and increasing the extent of protected and conserved areas has not been assessed. Here we create conservation spatial plans to minimize extinction risk in the tropics using data on 289 219 species and modeling two future greenhouse gas concentration pathways (RCP2.6 and 8.5) while varying the extent of terrestrial protected land and conserved areas from <17% to 50%. We find that limiting climate change to 2°C and conserving 30% of terrestrial area could more than halve aggregate extinction risk compared with uncontrolled climate change and no increase in conserved area.

Abstract: Biodiversity loss is a social and ecological emergency, and calls have been made for the global expansion of protected areas (PAs) to tackle this crisis. It is unclear, however, where best to locate new PAs to protect biodiversity cost-effectively. To answer this question, we conducted a spatial meta-analysis by overlaying seven global biodiversity templates to identify conservation priority zones. These are then combined with low human impact areas to identify cost-effective zones (CEZs) for PA designation. CEZs cover around 38% of global terrestrial area, of which only 24% is currently covered by existing PAs. To protect more CEZs, we propose three scenarios with conservative, moderate, and ambitious targets, which aim to protect 19, 26, and 43% of global terrestrial area, respectively. These three targets are set for each Convention on Biological Diversity party with spatially explicit CEZs identified, providing valuable decision support for the post-2020 global biodiversity framework.

Abstract: Access and benefit sharing (ABS), a policy approach that links access to genetic resources and traditional knowledge to the sharing of monetary and nonmonetary benefits, first found expression in the 1992 United Nations (UN) Convention on Biological Diversity (CBD). Predicated on the sovereign rights of countries over their biodiversity and associated genetic resources and intended to harness the economic power of those resources to create incentives for and fund biodiversity conservation, the ABS transaction was conceived to foster equitable relations between those parties providing genetic resources and associated traditional knowledge and those wishing to make use of them for research and development. Yet although challenges faced within the CBD suggest that it is time to rethink ABS, several other international policy processes under the auspices of the UN have instead been embracing the ABS approach, and are doing so largely outside of mainstream scientific discourse and attention. The resulting policies could have a major impact on how genetic resources and associated information are collected, stored, shared, and used, and on how research partnerships are configured. We highlight implications for science of the recent expansion of ABS in global policy, in particular the potential incorporation of genetic sequence data.

Abstract: Over the past 5 decades, scientists have been documenting negative anthropogenic environmental change, expressing increasing alarm, and urging dramatic socioecological transformation in response. A host of international meetings have been held, but the erosion of biological diversity continues to accelerate. Why, then, has no effective political action been taken? We contend that part of the answer may lie in the anthropocentric ethical premises and moral rhetoric typically deployed in the cause of conservation. We further argue that it is essential to advance moral arguments for biodiversity conservation that are not just based on perceived human interests but on ecocentric values, namely, convictions that species and ecosystems have value and interests that should be respected regardless of whether they serve human needs and aspirations. A broader array of moral rationales for biodiversity conservation, we conclude, would be more likely to lead to effective plans, adopted and enforced by governments, designed to conserve biological diversity. A good place to start in this regard would be to explicitly incorporate ecocentric values into the recommendations that will be made at the conclusion of the 15th meeting of the parties to the Convention on Biological Diversity, scheduled to be held in October 2020.

Abstract: Loss of habitats or ecosystems arising from development projects (e.g., infrastructure, resource extraction, urban expansion) are frequently addressed through biodiversity offsetting. As currently implemented, offsetting typically requires an outcome of "no net loss" of biodiversity, but only relative to a baseline trajectory of biodiversity decline. This type of "relative" no net loss entrenches ongoing biodiversity loss, and is misaligned with biodiversity targets that require "absolute" no net loss or "net gain." Here, we review the limitations of biodiversity offsetting, and in response, propose a new framework for compensating for biodiversity losses from development in a way that is aligned explicitly with jurisdictional biodiversity targets. In the framework, targets for particular biodiversity features are achieved via one of three pathways: Net Gain, No Net Loss, or (rarely) Managed Net Loss. We outline how to set the type ("Maintenance" or "Improvement") and amount of ecological compensation that is appropriate for proportionately contributing to the achievement of different targets. This framework advances ecological compensation beyond a reactive, ad-hoc response, to ensuring alignment between actions addressing residual biodiversity losses and achievement of overarching targets for biodiversity conservation.

Abstract: 1. Free-ranging domestic cats Felis catus, from owned pets to feral cats, impact biodiversity through predation, fear effects, competition, disease and hybridization. Scientific knowledge regarding these impacts has recently increased, making it timely to assess the role of nature conservation legislation in this connection. We do so with particular regard to the obligations of governments around the world under international wildlife law. 2. First, we provide an overview of current knowledge, based on a literature review, concerning the ways in which domestic cats impact wildlife; the resulting effects on native species’ populations and ecosystems; and available strategies for addressing these issues. In light of this knowledge, using standard legal research methodology, we then identify and interpret relevant legal instruments, with a particular focus on international wildlife treaties. Lastly, we identify and assess factors that may influence the implementation of relevant obligations. 3. The outcomes of this analysis indicate that numerous legal obligations of relevance to free-ranging domestic cats already apply under global treaties such as the Convention on Biological Diversity, Convention on Migratory Species and World Heritage Convention, and a range of regional legal instruments for biodiversity conservation. Of particular significance are obligations concerning (a) invasive alien species; (b) protected areas and (c) protected species. 4. Many national authorities around the world are currently required, under international law, to adopt and implement policies aimed at preventing, reducing or eliminating the biodiversity impacts of free-ranging domestic cats, in particular by (a) removing feral and other unowned cats from the landscape to the greatest extent possible and (b) restricting the outdoor access of owned cats. 5. Factors that can influence or impair the application of these obligations include considerations of feasibility, scientific uncertainty, the interests of cat owners and the (perceived) interests of domestic cats themselves. Even if such factors may to some extent explain why many authorities have hitherto failed to take effective action to address the threats posed by free-ranging domestic cats, from a legal perspective these factors provide little ground for justifying non-compliance with international wildlife law.

Abstract: Biodiversity loss is a critical sustainability issue, and companies are beginning to seek ways to assess their biodiversity performance. Initiatives to date have developed biodiversity indicators for specific business contexts (e.g., spatial scales – from site, to product, to regional, or corporate scales), however many are not widely translatable across different contexts making it challenging for businesses seeking indicators to manage their biodiversity performance. By synthesizing the steps of common conservation and business decision-making systems, we propose a framework to support more comprehensive development of quantitative biodiversity indicators, for a range of business contexts. The framework integrates experience from existing tried-and-tested conservation frameworks. We illustrate how our framework offers a pathway for businesses to assess their biodiversity performance, and demonstrate responsible management by mitigating and reversing their biodiversity impacts and sustaining their dependencies, enabling them to demonstrate their contribution to emerging global biodiversity targets (e.g., Convention on Biological Diversity post-2020 targets).

Abstract: The Convention on Biological Diversity strategic goals direct the conservation and sustainable use of biodiversity from global to local scales. Yet business’ role in meeting the strategic goals and being accountable for their impacts and dependencies on biodiversity are still not fully and coherently outlined. We demonstrate how business actions can contribute to the strategic goals using 10 publicly available case studies, covering businesses of various sizes, from multiple sectors, operating in different contexts. The case studies show some businesses already contribute to meeting biodiversity goals, often without realizing. We consider the drivers of business engagement with biodiversity; problems in interpreting the scale of impacts through corporate reporting; the implications for changing the way businesses engage with biodiversity goals; and how businesses could contribute more under the post‐2020 framework for biodiversity. We call for increased business accountability for nature and that all in conservation—policymakers, practitioners, researchers, communities—do more to connect businesses with the strategic goals. Clearer business roles and responsibilities within international targets form a critical step toward the fundamental systems‐level change required to reverse biodiversity loss.

Abstract: The production of animal food products is (besides fossil fuels) one of the most important noxae with regard to many of the environmental problems, such as climate change, biodiversity loss or globally disrupted nutrient cycles. This paper provides a qualitative governance analysis of which regulatory options there are to align livestock farming with the legally binding environmental objectives, in particular the Paris Agreement and the Convention on Biological Diversity. Two innovative governance approaches are developed and compared: a cap-and-trade scheme for animal products and a livestock-to-land ratio. Both instruments are measured against the above-mentioned environmental objectives, taking into account findings from behavioural sciences and typical governance problems. Both approaches are generally suitable as quantity governance in animal husbandry if they are properly designed. In the end, a combination of both approaches proved to be particularly effective ecologically. All of this simultaneously demonstrates, on the basis of a rarely considered but ecologically highly relevant sector, how a quantity governance approach that is based on an easily comprehensible governance unit can function across all sectors and regions.

Abstract: The upcoming meeting of the parties to the Convention on Biological Diversity, and the new Global Biodiversity Framework, represent an opportunity to transform humanity's relationship with nature. Restoring nature while meeting human needs requires a bold vision, but this will only succeed if biodiversity conservation can be mainstreamed in society. Here, we present an overarching framework that could support this mainstreaming: the Mitigation and Conservation Hierarchy. This novel framing places the well-established four-step Mitigation Hierarchy for mitigating and compensating the impacts of developments on biodiversity (1: Avoid, 2: Minimise, 3: Restore, 4: Offset, towards a target such as No Net Loss of biodiversity) within a broader framing that encompasses proactive conservation actions. The Mitigation and Conservation Hierarchy supports both the choice of actions to conserve and restore nature, and evaluation of the effectiveness of those actions, in a consistent manner across sectors and scales. As such it has the potential to guide actions towards a sustainable future for people and nature.

Abstract: This paper discusses three issues that challenge contemporaneous taxonomy, with examples from the fields of mycology and lichenology, formulated as three questions: (1) What is the importance of taxonomy in contemporaneous and future science and society? (2) An increasing methodological gap in alpha taxonomy: challenge or opportunity? (3) The Nagoya Protocol: improvement or impediment to the science of taxonomy? The importance of taxonomy in society is illustrated using the example of popular field guides and digital media, a billion-dollar business, arguing that the desire to name species is an intrinsic feature of the cognitive component of nature connectedness of humans. While continuous societal support of a critical mass of taxonomists is necessary to catalogue all species on Earth, it is shown that this is a finite task, and a proposal is made how a remaining 10 million species can be catalogued within 40 years by 1,000 well-trained and dedicated taxonomists, with an investment of $4 billion, corresponding to 0.0001% of the annual global GDP or 0.005% of annual military expenditures. Notorious undercitation of actually used taxonomic resources and lack of coverage of impact metrics for monographs and other taxonomic work that cannot be published in indexed journals is discussed and suggestions are made how this problem can be remedied. An increasing methodological gap in approaches to taxonomy, between classic morphological and advanced genomic studies, affects in particular taxonomists in biodiversity-rich countries and amateurs, also regarding proper training to apply advanced methods and concepts. To counterbalance this problem, international collaborations bringing different expertise to the table and undertaking mutual capacitation are one successful remedy. Classic taxonomy still works for many groups and is a first approach to catalogue species and establish taxon hypotheses, but ultimately each taxonomic group needs to be studied with the array of methods proper to the group, including descriptive work. Finally, the Convention on Biological Diversity (CBD) and the Nagoya Protocol has put additional burden on basic biodiversity science. Using lichenology in Latin America and Brazil as an example, it is shown that the spirit of non-monetary benefit-sharing proper to taxonomy and systematics, namely capacitation, joint publications, and shared reference collections, has been increasingly implemented long before the CBD and the Nagoya Protocol, and does not need additional “policing”. Indeed, the Nagoya Protocol puts the heaviest burden on taxonomy and researchers cataloguing biodiversity, whereas for the intended target group, namely those seeking revenue gain from nature, the protocol may not actually work effectively. The notion of currently freely accessible digital sequence information (DSI) to become subject to the protocol, even after previous publication, is misguided and conflicts with the guidelines for ethical scientific conduct. Through its implementation of the Nagoya Protocol, Colombia has set a welcome precedence how to exempt taxonomic and systematic research from “access to genetic resources”, and hopefully other biodiversity-rich countries will follow this example.

Abstract: The number of alien species arriving within new regions has increased at unprecedented rates. Managing the pathways through which alien species arrive and spread is important to reduce the threat of biological invasions. Harmonising information on pathways across individual sectors and user groups is therefore critical to underpin policy and action. The European Alien Species Information Network (EASIN) has been developed to easily facilitate open access to data of alien species in Europe. The Convention on Biological Diversity (CBD) Pathway Classification framework has become a global standard for the classification of pathways. We followed a structured approach to assign pathway information within EASIN for a subset of alien species in Europe, which covered 4169 species, spanning taxonomic groups and environments. We document constraints and challenges associated with implementing the CBD Pathway Classification framework and propose potential amendments to increase clarity. This study is unique in the scope of taxonomic coverage and also in the inclusion of primary (independent introductions to Europe) and secondary (means of dispersal for species expansion within Europe, after their initial introduction) modes of introduction. In addition, we summarise the patterns of introduction pathways within this subset of alien species within the context of Europe. Based on the analyses, we confirm that the CBD Pathway Classification framework offers a robust, hierarchical system suitable for the classification of alien species introduction and spread across a wide range of taxonomic groups and environments. However, simple modifications could improve interpretation of the pathway categories ensuring consistent application across databases and information systems at local, national, regional, continental and global scales. Improving consistency would also help in the development of pathway action plans, as required by EU legislation.

Abstract: Invasive alien plant species can be a major cause of ecosystem degradation in South Africa, and ecosystem recovery may require restoration interventions beyond controlling the target alien species. Active restoration interventions are usually required if legacy effects result from the invasion. Legacy effects may induce regime shifts when thresholds to autogenic recovery are breached. In such cases, active restoration interventions will be required to manipulate the ecosystem along a trajectory to recovery. In some cases, alien control measures may be sufficient to restore a structurally and functionally representative ecosystem, provided that implementation occurs early in the invasion process and that the control methods do not hamper spontaneous regeneration. It is important that key stakeholders discuss and set realistic restoration goals at the project planning stage. Studies on the costs and benefits of ecological restoration indicate that when important services are improved, benefits outweigh the costs of alien clearing (assuming spontaneous regeneration of the native ecosystem). The costs of moderate, active restoration interventions are economically viable, whereas the costs of fully restoring ecosystem structure, functioning and composition in highly degraded ecosystems are rarely deemed economically justifiable. Valuations of specific biodiversity components, such as threatened ecosystems and species, remain problematic to assess, and these components could be under-valued in such studies. South African researchers have made significant contributions to the theory and practice of restoration ecology globally and have produced local guidelines for ecological restoration. However, there has been limited uptake in implementing active restoration projects at larger scales. This apparent knowing-doing gap may have three causes: firstly, insufficient co-production by all stakeholders in planning restoration projects, including prioritisation and goal setting; secondly, shifting beyond clearing invasive alien species to restoring ecosystems; and thirdly, insufficient resources to implement active restoration projects at the necessary scale. To achieve Convention on Biological Diversity and the UN Sustainable Development Goals, interventions must shift from controlling invasive alien species alone to restoring native ecosystem structure and functioning.

Abstract: The primary international forum deliberating the regulation of “synthetic biology” is the Convention on Biological Diversity (CBD), along with its subsidiary agreements concerned with the biosafety of living modified organisms (LMOs; Cartagena Protocol on Biosafety to the CBD), and access and benefit sharing in relation to genetic resources (Nagoya Protocol to the CBD). This discussion has been underway for almost ten years under the CBD agenda items of “synthetic biology” and “new and emerging issues relating to the conservation and sustainable use of biological diversity”, and more recently within the scope of Cartagena Protocol topics including risk assessment and risk management, and “digital sequence information” jointly with the Nagoya Protocol. There is no internationally accepted definition of “synthetic biology”, with it used as an umbrella term in this forum to capture “new” biotechnologies and “new” applications of established biotechnologies, whether actual or conceptual. The CBD debates are characterized by polarized views on the adequacy of existing regulatory mechanisms for “new” types of LMOs, including the scope of the current regulatory frameworks, and procedures and tools for risk assessment and risk mitigation and/or management. This paper provides an overview of international developments in biotechnology regulation, including the application of the Cartagena Protocol and relevant policy developments, and reviews the development of the synthetic biology debate under the CBD and its Protocols, including the major issues expected in the lead up to and during the 2020 Biodiversity Conference.
