Abstract: We are approaching a reckoning point in 2020 for global targets that better articulate the interconnections between biodiversity, ecosystem services and sustainable development. The Convention on Biological Diversity's (CBD's) post-2020 global biodiversity framework and targets will be developed as we enter the last decade to meet the Sustainable Development Goals (SDGs) and targets. Despite recent findings of unprecedented declines in biodiversity and ecosystem services and their negative impacts on SDGs, these declines remain largely unaccounted for in the SDG's upcoming 'decade of action'. We use a social-ecological systems framework to develop four recommendations for targets that capture the interdependencies between biodiversity, ecosystem services and sustainable development. These recommendations, which are primarily aimed at the CBD post-2020 process, include moving from separate social and ecological targets to social-ecological targets that: account for (1) the support system role of biodiversity and (2) ecosystem services in sustainable development. We further propose target advances that (3) capture social-ecological feedbacks reinforcing unsustainable outcomes, and (4) reveal indirect feedbacks hidden by current target systems. By making these social-ecological interdependencies explicit, it is possible to create coherent systems of global targets that account for the complex role of biodiversity and ecosystem services in sustainable development.

Abstract: The Convention on Biological Diversity (CBD) commits its 196 nation parties to conserve biological diversity, use its components sustainably, and share fairly and equitably the benefits from the utilization of genetic resources. The last of these objectives was further codified in the Convention's Nagoya Protocol (NP), which came into effect in 2014. Although these aspirations are laudable, the NP and resulting national ambitions on Access and Benefit Sharing (ABS) of genetic resources have generated several national regulatory regimes fraught with unintended consequences ( 1 ). Anticipated benefits from the commercial use of genetic resources, especially those that might flow to local or indigenous communities because of regulated access to those resources, have largely been exaggerated and not yet realized. Instead, national regulations created in anticipation of commercial benefits, particularly in many countries that are rich in biodiversity, have curtailed biodiversity research by in-country scientists as well as international collaboration ( 1 ). This weakens the first and foremost objective of the CBD—conservation of biological diversity. We suggest ways that the Conference of the Parties (CoP) of the CBD may proactively engage scientists to create a regulatory environment conducive to advancing biodiversity science.

Abstract: Land-cover change and habitat loss are widely recognised as the major drivers of biodiversity loss in the world. Land-cover maps derived from satellite imagery provide useful tools for monitoring land-use and land-cover change. KwaZulu-Natal, a populous yet biodiversity-rich province in South Africa, is one of the first provinces to produce a set of three directly comparable land-cover maps (2005, 2008 and 2011). These maps were used to investigate systematic land-cover changes occurring in the province with a focus on biodiversity conservation. The Intensity Analysis framework was used for the analysis as this quantitative hierarchical method addresses shortcomings of other established land-cover change analyses. In only 6 years (2005-2011), a massive 7.6% of the natural habitat of the province was lost to anthropogenic transformation of the landscape. The major drivers of habitat loss were agriculture, timber plantations, the built environment, dams and mines. Categorical swapping formed a significant part of landscape change, including a return from anthropogenic categories to secondary vegetation, which we suggest should be tracked in analyses. Longer-term rates of habitat loss were determined using additional land-cover maps (1994, 2000). An average of 1.2% of the natural landscape has been transformed per annum since 1994. Apart from the direct loss of natural habitat, the anthropogenically transformed land covers all pose additional negative impacts for biodiversity remaining in these or surrounding areas. A target of no more than 50% of habitat loss should be adopted to adequately conserve biodiversity in the province. Our analysis provides the first provincial assessment of the rate of loss of natural habitat and may be used to fulfil incomplete criteria used in the identification of Threatened Terrestrial Ecosystems, and to report on the Convention on Biological Diversity targets on rates of natural habitat loss.

Abstract: After the collective failure to achieve the Convention on Biological Diversity's (CBD's) 2010 target to substantially reduce biodiversity losses, the CBD adopted a plan composed of five strategic goals and 20 “SMART” (Specific, Measurable, Ambitious, Realistic, and Time-bound) targets, to be achieved by 2020. Here, an interdisciplinary group of scientists from DIVERSITAS – an international program that focuses on biodiversity science – evaluates these targets and considers the implications of an ecosystem-services-based approach for their implementation. We describe the functional differences between the targets corresponding to distinct strategic goals and identify the interdependency between targets. We then discuss the implications for supporting research and target indicators, and make several specific suggestions for target implementation.
