Abstract: Considers the paradoxes inherent in the phrase “corporate social responsibility”. These include procedures of corporate governance, the market’s view of organizations’ ethical stances, the lack of clear definition, acceptance or denial, the lack of formal mechanisms for taking responsibility and the placing and priority that most organizations give to social responsibility. The article concludes that until these paradoxes are properly addressed, corporate social responsibility can legitimately be branded an invention of PR. It can only have real substance if it embraces all the stakeholders of a company, if it is reinforced by changes in company law relating to governance, if it is rewarded by financial markets, if its definition relates to the goals of social and ecological sustainability, if its implementation is benchmarked and audited, if it is open to public scrutiny, if the compliance mechanisms are in place, and if it is embedded across the organization horizontally and vertically.

Abstract: The new phenomenon of European integration has again challenged ourconceptual and empirical tools for higher education studies tointegrate the international dimension into frameworks that tendto concentrate on the single nation state and domestic policieseven where international comparisons are made. It drives as wellthe awareness of certain blind spots: namely (1) the concentrationon policy effects, neglecting the input side of policy formation,and (2) the concern with macro level policy-making and meso levelorganisational adaptation, neglecting to some extend the microdynamics and effects in the actual practices and performances ofacademic work. This paper makes an attempt to contribute from acertain perspective on governance studies to the ongoing debate onthe challenges ``internationalisation'' or ``globalisation'' bringup for higher education policy analyses and especially for comparativeresearch in that area. The development of governance theory towardsa multi-level and multi-actor approach is discussed and its strengthsand weaknesses for higher education studies in an internationalisingenvironment are addressed.

Abstract: This paper draws on the findings of a study within the ESRC's Democracy and Participation Programme. It explores the processes of participation within deliberative forums - such as user panels, youth forums, area based committees - developed as a means of encouraging a more active, participating mode of citizenship and of improving welfare services by making them more responsive to users. Our findings open up a number of issues about constraints on the development of 'collaborative governance'. To understand these constraints, we suggest, there is need to locate participation initiatives in the context of government policy, to explore ways in which such policy is interpreted and enacted by strategic actors in local organisations and to examine the perceptions of members of deliberative forums themselves. Our findings highlight the constraints on the 'political opportunity structures' created by the enhanced policy focus on public participation, and the consequent limits to 'collaborative governance'. We discuss how governance theory and social movement theory can each contribute to the analysis, but also suggest productive points of engagement through which each of these bodies of theory might enrich the other.
