Abstract: In light of the recent conflicts in Carthage over land use, culturalheritage preservation, and sustainable tourism, this work utilized avalue-belief-norm (VBN) theoretical framework to consider psychologicalantecedents of residents’behavioral intentions to support cultural heri-tage tourism. As such, personal values, cultural worldview, awareness ofconsequences, ascription of responsibility, and subjective norms wereconsidered antecedents of intentions to support cultural heritagetourism. Data were collected from 475 Carthage residents in nine neigh-borhoods adjacent to UNESCO World Heritage Sites using an on-siteself-administered questionnaire. The proposed model was assessedthrough confirmatory factor analysis (to demonstrate sound psychomet-ric properties across all 11 factors within the model), followed by struc-tural equation modelling. Overall, 15 of the 19 proposed hypotheseswere supported, ultimately contributing to 28% of the varianceexplained in residents’behavioral intentions to support cultural heritagetourism. This work not only provides support for the utilization of theVBN model within the context of cultural heritage tourism, it also deep-ens our understanding of the theoretical framework through the inclu-sion of the multi-dimensional construct cultural worldview

Abstract: Throughout history, destruction and loss of cultural heritage have frequently occurred as a consequence of fanatic iconoclasm or as 'collateral' effects of armed conflicts. The devastation of the great rock sculptures of the Buddhas of Bamiyan by military and para-military forces of the Taliban Government of Afghanistan in March 2001 presents some unprecedented features. The discriminatory intent, reflected in the sheer will to eradicate any cultural manifestation foreign to the Taliban ideology, and the deliberate defiance of the United Nations and international public opinion make this destruction a very dangerous precedent. The authors try to assess the adequacy of international law in dealing with acts of this kind, and to identify gaps as well as relevant principles and rules applicable in the context of the deliberate destruction of cultural heritage. They conclude that extreme and discriminatory forms of intentional destruction of cultural heritage of significant value for humankind constitutes a breach of general international law applicable both in peacetime and in the event of armed conflicts, entailing international responsibility of the acting state and the possibility to make recourse to international sanctions against it, as well as criminal liability of the individuals who materially order and/or perform the acts of destruction.

Abstract: A number of imbalances in the implementation of the World Heritage Convention and in the composition of the World Heritage List have recently been noted. This paper restates the intention of the Convention to establish a select list of cultural and natural heritage of ‘outstanding universal value’. Criteria established to assist in the assessment of this World Heritage value are noted here as being indistinct in their articulation of type and level of value and their wording is assessed as having made it difficult to ensure the recognition of interactions between people and the environment of ‘outstanding universal value’. In a recent initiative cultural landscapes of World Heritage value are now beginning to be inscribed in the World Heritage List and are interpreted as being just one part of the whole range of interactions between nature and culture.
