Abstract: Techniques are described for providing client computing nodes with enhanced access to data from remote locations, such as by providing and using local capabilities specific to the remote locations. In at least some situations, the access of a client computing node to data from a remote location may be enhanced by automatically performing activities local to the client computing node that improve the efficiency of communications sent between the client computing node and the remote location. As one example, access to data from a remote service may be enhanced by locally performing activities specific to the remote service, such as by using information about the remote service's internal mechanisms to cause the desired data to be provided from internal storage devices of the remote service without passing through front-end or other intermediate devices of the remote service while traveling to the client computing node.

Abstract: The method and apparatus of the present invention permit accessing a relational database outside of an object-oriented environment without exiting the object-oriented environment. A requestor object located in the object-oriented environment sends a data access message requesting data located in a relational database outside of the object-oriented environment. This message is sent to an interface which creates a data object containing instance variables to hold results from the data access request. The interface executes a data access routine and the results are placed into the data object with the results being sent to the requestor object by sending the requestor object a pointer to the data object.

Abstract: We argue that the development and expansion of direct, secure access to administrative micro-data should be a top priority for the NSF. Administrative data offer much larger sample sizes and have far fewer problems with attrition, non-response, and measurement error than traditional survey data sources. Administrative data are therefore critical for cutting-edge empirical research, and particularly for credible public policy evaluation. Although a number of agencies have successful programs to provide access to administrative data - most notably the Centers for Medicare and Medicaid Services - the United States generally lags far behind other countries in making data available to researchers. We discuss the value of administrative data using examples from recent research in the United States and abroad. We then outline a plan to develop incentives for agencies to broaden data access for scientific research based on competition, transparency, and rewards for producing socially valuable scientific output.
