Abstract: A method for employing a Hypertext Transfer Protocol (HTTP protocol) for transmitting streamed digital media data from a server. The server is configured for coupling to a client computer via a computer network. The method includes receiving at the server from the client an HTTP POST request. The POST request requests a first portion of the digital media data and includes a request header and a request entity-body. The request entity body includes a media command for causing the first portion of the digital media data to be sent from the server to the client. The method further includes sending an HTTP response to the client from the server. The HTTP response includes a response header and a response entity body. The response entity body includes at least a portion of the fast portion of the digital media data.

Abstract: Digital media strategies are a crucial component of contemporary political campaigns. Established political elites use database and Internet technologies to raise money, organize volunteers, gather intelligence on voters, and do opposition research. However, they use data-mining techniques that outrage privacy advocates and surreptitious technologies that few Internet users understand. Grassroots political actors and average votersbuild their own digital campaigns, researching public policy options, candidate histories, lobbyist maneuvering, and the finances of big campaigns. I examine the role of digital technologies in the production of contemporary political culture with ethnographic and survey evidence from four election seasons between 1996 and 2002. Democracy is deeper in terms of the diffusion of rich data about political actors, policy options, and the diversity of actors and opinion in the public sphere. Abstract: Systems, graphical user interfaces and methods for upgrading from one or more digital media assets to a set of digital media assets over a network are described. A potential purchaser can be notified of available upgrade opportunities that are available for purchase. The potential purchaser can elect to pursue an upgrade opportunity so as to purchase a set of digital media assets. Upon upgrading to the set of digital media assets, the digital media assets within the set of digital media assets are made available to the purchaser. According to one aspect, a graphical user interface facilitates presenting and requesting upgrade opportunities. According to another aspect, equivalency rules and/or eligibility rules can be used to control which sets of digital media assets are available for upgrade by respective potential purchasers.

Abstract: The digital revolution has enabled important changes in political life. Opportunities to engage in participatory politics have expanded significantly. Participatory politics differ from institutional politics in that they are peer-based, interactive, and not guided by deference to traditional elites and institutions. These changes require a response from civic educators. Core practices of civic and political engagement, such as investigation, dialogue, circulation, production, and mobilization, must be taught differently because they are now frequently enacted differently and in different contexts. This article conceptualizes these changes, draws on a nationally representative survey to assess the frequency and expansion of these new practices, and highlights examples of curricular reform to help frame an expanded agenda for civic education in the digital age.

Abstract: The role of digital media practices in reshaping political parties and election campaigns is driven by a tension between control and interactivity, but the overall outcome for the party organizational form is highly uncertain. Recent evidence contradicts scholarship on the so-called “death” of parties and suggests instead that parties may be going through a long-term process of adaptation to postmaterial political culture. We sketch out a conceptual approach for understanding this process, which we argue is being shaped by interactions between the organizations, norms, and rules of electoral politics; postmaterial attitudes toward political engagement; and the affordances and uses of digital media. Digital media foster cultures of organizational experimentation and a party-as-movement mentality that enable many to reject norms of hierarchical discipline and habitual partisan loyalty.
