Abstract: In this letter, a new commuting matrix with random discrete Fourier transform (DFT) eigenvectors is first constructed. A random discrete fractional Fourier transform (RDFRFT) kernel matrix with random DFT eigenvectors and eigenvalues is then proposed. The RDFRFT has an important feature that the magnitude and phase of its transform output are both random. As an application example, a security-enhanced image encryption scheme based on the RDFRFT is illustrated.

Abstract: We compare scalare and vector transform methods for global spectral models of the shallow-water equations. For the scalar transform methods, we demonstrate some economies in the number of Legendre transforms required. It is shown that the vector transform method is algebraically equivalent to the more usual scalar transform methods, and the choice of transform grid is discussed.

Abstract: A direct computational algorithm for obtaining the DCT (discrete cosine transform) coefficients of a signal block taken from two adjacent blocks is proposed. This algorithm reduces the number of both multiplications and additions/subtractions compared to the traditional method, which requires inverse transforms of two received coefficient blocks followed by a forward transform. The proposed algorithm is efficient and useful for speech coding and image processing, especially for real-time applications. >

The video encoding apparatus includes a first transforming unit for performing discrete cosine transform (DCT), first quantization, first inverse quantization, and inverse DCT on a block basis onto residual coefficients generated after intra frame prediction or inter frame prediction; a second transforming unit for performing discrete sine transform (DST), second quantization, second inverse quantization, and inverse DST on a block basis onto the residual coefficients; a selecting unit for selecting one having a high compression rate between the first and second transforming units for each block through performing rate-distortion optimization; and a flag marking unit for recording information about the selected transforming unit at a flag bit provided on a macroblock basis.
