Abstract: Neoliberal economists say that growth is easy, provided the state does not obstruct the natural growth-inducing processes of a capitalist economy. They point to the success of South Korea and Taiwan as evidence that this proposition also holds for quite poor economies. Using chapters of Helen Hughes's edited volume by way of illustration, this article shows that the neoliberals ignore so much contrary evidence as to suggest that the neoliberal paradigm has entered a degenerative stage, like classical economics in the years before Keynes's breakthrough and like much Marxist writing of the 1970s.Two recent books about East Asia offer ways forward. The one by Alice Amsden argues that Korea has done better than other developing countries because it has created a more powerful synergy between a state that aggressively steers market competition and large, diversified business groups whose firms focus strategically on production processes at the shop floor. In conditions of “late development” this synergy is the key to success. Stephan Haggard's book accepts the core economic mechanism of the neoliberals but argues that the choice between sensible export-oriented policies, as in East Asia, or unsensible secondary import-substitution policies, as in Latin America, is determined by a complex conjunction of international pressures, domestic coalitions, political institutions, and ideas.Both books make important contributions to the debate. But they are weakened by not situating the experience of their case studies within an account of trends in the world system and by not addressing the question of what prevented massive “government failure” in market interventions in the East Asian cases. The last part of this paper takes a short step in this direction.

Western interest in M 3 h 0 yana has increased considerably over the last twenty-five years, reflected both in the quantity of scholarly material produced and also in the attraction of Westerners towards Tibetan Buddhism and r augThis book aims to provide in one volume an up-to-date and accurate account of the principles of M 3 h 0 yana Buddhism as they are found in both the Indo-Tibetan and East Asian forms of M 3 h 0 yana. It seeks to introduce and reflect some of the recent scholarly work in the field, and in particular the book is concerned to convey the diversity and richness of M 3 h 0 yana Buddhism, a diversity which prevents any attempt at simple definition.

Abstract: The contemporary visibility and importance of English throughout the Asian region coupled with the emergence and development of distinct varieties of Asian Englishes have played an important part in the global story of English in recent years. Across Asia, the numbers of people having at least a functional command of the language have grown exponentially over the last four decades, and current changes in the sociolinguistic realities of the region are often so rapid that it is difficult for academic commentators to keep pace. One basic issue in the telling of this story is the question of what it is we mean by the term ‘Asia’, itself a word of contested etymology, whose geographical reference has ranged in application from the Middle East to Central Asia, and from the Indian sub-continent to Japan and Korea. In this article, my discussion will focus on the countries of South Asia, Southeast Asia, and East Asia, as it is in these regions that we find not only the greatest concentration of ‘outer-circle’ English-using societies but also a number of the most populous English-learning and English-knowing nations in the world.
