Abstract: A system for charging batteries of electric vehicles from public fixtures such as street lights and parking meters includes modifying the fixture to convert it to a vehicle battery charging station using a power interface module having a novel keyed electrical power output receptacle connectable to power mains powering the fixture. The system includes a complementarily coded, keyed plug which must be inserted into the power output receptacle to access electrical power from the receptacle, the plug being located at the input end of vehicle charger cable terminated at output end thereof by a vehicle-mounted charge control system which will actuate a charging current contactor permitting charging current to flow from the receptacle to batteries within the vehicle only if a pre-paid charge authorization payment device, such as a magnetically or electronically encoded charge card is inserted into a charger station access enable device such as card reader mounted in the vehicle.

Abstract: In this paper we investigate how changes in the support scheme may affect electricity generation from agricultural Combined Heat and Power (CHP) biogas plants in Germany. A recursive Multi-Agent System (MAS) for investment decision-making is coupled with GIS data. The spatial-temporal diffusion model accounts for the limited availability of substrate resources, alternative plant sizes and different heat use combinations. For illustration, we apply the model to the German federal states of North Rhine-Westphalia and Bavaria, for which we estimate an additional economic capacity potential of 409 MWel. Overall, we conclude that current feed-in payments per unit of electric power provided are probably not too far off the optimum level, if one considers the maximum diffusion of CHP units possible. However, the current feed-in system may overtly favor small generating units, thereby failing to incentivize coordination among farmers for joint resource use in larger and more efficient plants. In addition, optimization of the biogas conversion process and feedstock use would also be highly beneficial.

Abstract: This invention provides a wind turbine-battery-dump load stand-alone renewable energy system and an optimal control of the same. The system may include both power conversion and control units. In one embodiment, the power conversion unit features a wind-turbine-driven three-phase induction generator, a diode rectifier, a battery charger, a boost dc/dc converter, a battery bank (48V), and a dc/ac inverter. A dump load is also used to dissipate excess power that is not required for either the battery charging or for the load. The integrated control unit may use the TMS320LF2407A DSP microcontroller from Texas Instruments, which allows operations of the wind power system and the battery storage system to be merged into a single package under a master controller. An embodiment of the control system features battery-charging control, battery voltage-boost control, dump load control, PWM inverter control, and system protection. It enables the use of renewable energy resources, while at the same time facilitating an efficient management of energy dispatch. This integrated control system offers remote villages the potential to fully supply their electrical power needs.
