Abstract: A smart electricity meter with a function of monitoring and protecting power failure comprises a metering chip, a leakage current sampling circuit, a phase current sampling circuit, a phase voltage sampling circuit, a CPU (central processing unit), a power module and a low voltage breaker. The leakage current sampling circuit is electrically connected with the metering chip which is mutually electrically connected with the CPU. The CPU is electrically connected with the low voltage breaker through a trip output port. The low voltage breaker is electrically connected with the CPU through a status acquisition interface. The invention further provides a power failure monitoring and controlling method of the smart electricity meter. The smart electricity meter has the advantages that the reliable power module for power failure protection and control is provided, various types of power failure warning and protection are provided, failure warning and failure protection for voltage, current, power and the like are achieved for power users, failure spots are prevented and isolated, economic loss and personal safety accidents due to failure of electric circuit equipment of the users are prevented and reduced, and reliability of low voltage grids is effectively improved.

Abstract: An electrical meter for use with a standard watthour meter and a standard meter socket having a housing which includes a display area, a meter receiving section having a base plate which supports a plurality of jaw members positioned to receive the blades of a standard watthour meter, meter socket engaging blades extending rearwardly of the housing and positioned to engage the jaws of a standard meter socket, an electrical meter assembly supported within a longitudinally disposed part of the housing and in tandem relation with the watthour meter and the meter socket including an indicator located adjacent the display area, a plurality of conductors connecting the blades to the jaw members, the electrical meter assembly being coupled to at least one of said conductor means to provide a power measurement on the indicator, the housing and the electrical meter assembly in said housing being located within a circumference defined by the rearward projection of the circumference of the base of the standard watthour meter.

Abstract: We describe a non-traditional optical power meter which measures radiation pressure to accurately determine a laser's optical power output. This approach traces its calibration of the optical watt to the kilogram. Our power meter is designed for high-accuracy and portability with the capability of multi-kilowatt measurements whose upper power limit is constrained only by the mirror quality. We provide detailed uncertainty evaluation and validate experimentally an average expanded relative uncertainty of 0.016 from 1 kW to 10 kW. Radiation pressure as a power measurement tool is unique to the extent that it does not rely on absorption of the light to produce a high-accuracy result. This permits fast measurements, simplifies power scalability, and allows high-accuracy measurements to be made during use of the laser for other applications.
