Abstract: Although disasters have exacted a heavy toll of death and suffering, the future seems more frightening. Good disaster management must link data collection and analysis to the decision-making process. The overall objectives of disaster management from the viewpoint of public health are: 1) needs assessments; 2) matching available resources with defined needs; 3) prevention of further adverse health effects; 4) implementation of disease-control strategies; 5) evaluation of the effectiveness of the application of these strategies; and 6) improvement in contingency planning for future disasters. The effects of sudden-onset, natural disasters on humans are quantifiable. Knowledge of the epidemiology of deaths, injuries, and illnesses is essential to determine effective responses; provide public education; establish priorities, planning, and training. In addition, the temporal patterns for the medical care required must be established so that the needs in future disasters can be anticipated. This article discusses: 1) the nature of disasters due to sudden-onset, natural events; 2) the medical and health needs associated with such events and disasters; 3) practical issues of disaster responses; and 4) the advance organization and management of disasters. The discussion also includes: 1) discussions of past problems in disaster management including non-congruence between available supplies and the actual needs of the affected population; 2) information management; 3) needs assessments; 4) public health surveillance; and 5) linking information with decision-making. This discussion is followed by an analysis of what currently is known about the health-care needs during some specific types of sudden-onset, natural disasters: 1) floods; 2) tropical cyclones; 3) tornadoes; 4) volcanic eruptions; and 5) earthquakes. The article concludes with descriptions of some specific public-health problems associated with disasters including epidemics and disposition of corpses. All natural disasters are unique in that the regions affected have different social, economic, and health backgrounds. But, many similarities exist, and knowledge about these can ensure that the health and emergency medical relief and limited resources are well-managed.

Abstract: ▪ Abstract Recent perspectives in anthropological research define a disaster as a process/event involving the combination of a potentially destructive agent(s) from the natural and/or technological environment and a population in a socially and technologically produced condition of vulnerability. From this basic understanding three general topical areas have developed: (a) a behavioral and organizational response approach, (b) a social change approach, and (c) a political economic/environmental approach, focusing on the historical-structural dimensions of vulnerability to hazards, particularly in the developing world. Applied anthropological contributions to disaster management are discussed as well as research on perception and assessment of hazard risk. The article closes with a discussion of potentials in hazard and disaster research for theory building in anthropology, particularly in issues of human-environment relations and sociocultural change.

Abstract: Quick response to the urgent relief needs right after natural disasters through efficient emergency logistics distribution is vital to the alleviation of disaster impact in the affected areas, which remains challenging in the field of logistics and related study areas. This paper presents a hybrid fuzzy clustering-optimization approach to the operation of emergency logistics co-distribution responding to the urgent relief demands in the crucial rescue period. Based on a proposed three-layer emergency logistics co-distribution conceptual framework, the proposed methodology involves two recursive mechanisms: (1) disaster-affected area grouping, and (2) relief co-distribution. Numerical studies with a real large-scale earthquake disaster occurring in Taiwan are conducted, and the corresponding results indicate the applicability of the proposed method and its potential advantages. We hope that this study can not only make the proposed emergency logistics system available with more benefits to the development of emergency logistics systems for the urgent needs of disaster areas around the world but also stimulate more excellent researches concerning emergency logistics management.

Abstract: This article argues that cognition is central to performance in emergency management. Cognition is defined as the capacity to recognize the degree of emerging risk to which a community is exposed and to act on that information. Using the case of Hurricane Katrina to illustrate the collapse of the standard model of emergency management without a clear focus on the role of cognition, the author reframes the concept of intergovernmental crisis management as a complex, adaptive system. That is, the system needs to adjust and adapt its performance to fit the demands of an ever-changing physical, engineered, and social environment. The terms of cognition, communication, coordination, and control are redefined in ways that fit the reality of practice in extreme events. A reframed intergovernmental crisis management system may be conceived as a dynamic interorganizational system that is characterized by four primary decision points: (1) detection of risk, (2) recognition and interpretation of risk for the immediate context, (3) communication of risk to multiple organizations in a wider region, and (4) self-organization and mobilization of a collective, community response system to reduce risk and respond to danger.

Abstract: The crisis management of disasters does not follow automatically from disaster planning. Research has shown that successful disaster management results primarily from the activities of emergency organizations. In particular, there are management problems with respect to the communication process, the exercise of authority, and the development of co-ordination. There are at least five different areas of difficulties in the communication process, namely, intra- and inter-organizational behaviours between organizations, from organizations to the public, from the public to organizations, and within systems of organizations. Exercise of authority difficulties stem from losses of higher echelon personnel because of over-work, conflict regarding authority over new disaster tasks, and clashes over organizational jurisdictional differences. Co-ordination difficulties come from lack of consensus among organizations, working on common but new disaster-related tasks, and difficulties in achieving overall co-ordination in any community disaster that is of any magnitude. Prior planning can limit these management difficulties but cannot completely eliminate all of them.
