Abstract: Lori Heise reviews the empirical evidence of what works in low- and middle-income countries to prevent violence against women by their husbands and other male partners. The review focuses on prevention programmes rather than responses or services, and on research-based evaluations rather than insights from practice. Individual chapters cover: changing gender norms, childhood exposure to violence, excessive alcohol use, women’s economic empowerment, law and justice system reform. Heise summarises the evidence that links each factor with the risk of partner violence as well as the effectiveness of prevention programmes.

Abstract: Reacting to critiques that the smart city is overly technocratic and instrumental, companies and cities have reframed their initiatives as ‘citizen-centric’. However, what ‘citizen-centric’ means in practice is rarely articulated. We draw on and extend Sherry Arnstein’s seminal work on participation in planning and renewal programmes to create the ‘Scaffold of Smart Citizen Participation’—a conceptual tool to unpack the diverse ways in which the smart city frames citizens. We use this scaffold to measure smart citizen inclusion, participation, and empowerment in smart city initiatives in Dublin, Ireland. Our analysis illustrates how most ‘citizen-centric’ smart city initiatives are rooted in stewardship, civic paternalism, and a neoliberal conception of citizenship that prioritizes consumption choice and individual autonomy within a framework of state and corporate defined constraints that prioritize market-led solutions to urban issues, rather than being grounded in civil, social and political rights and the common good. We conclude that significant normative work is required to rethink ‘smart citizens’ and ‘smart citizenship’ and to remake smart cities if they are to truly become ‘citizen-centric’.

Abstract: Poverty affects a child's development and educational outcomes beginning in the earliest years of life, both directly and indirectly through mediated, moderated, and transactional processes. School readiness, or the child's ability to use and profit from school, has been recognized as playing a unique role in escape from poverty in the United States and increasingly in developing countries. It is a critical element but needs to be supported by many other components of a poverty-alleviation strategy, such as improved opportunity structures and empowerment of families. The paper reviews evidence from interventions to improve school readiness of children in poverty, both in the United States and in developing countries, and provides recommendations for future research and action.

Abstract: Developed empowerment theory and replicated previous research on citizen participation and perceived control. Few investigators have designed studies that specifically test empowerment theory. This research further extends a theoretical model of psychological empowerment that includes intrapersonal, interactional, and behavioral components, by studying a large randomly selected urban and suburban community sample and examining race differences. Results suggest that one underlying dimension that combines different measures of perceived control may be interpreted as the intrapersonal component of psychological empowerment, because it distinguishes groups defined by their level of participation in community organizations and activities (behavioral component). The association found between the intrapersonal and behavioral components is consistent with empowerment theory. Interaction effects between race groups and participation suggest that participation may be more strongly associated with the intrapersonal component of psychological empowerment for African Americans than for white individuals. Implications for empowerment theory and intervention design are discussed.
