Abstract: The Federal Emergency Management Agency (FEMA) assists states and localities overwhelmed by, or at risk from, disasters. FEMA also co-ordinates emergency management activities and planning for the continuity of government should national security be threatened. Since 1979 FEMA has administered a range of authorities that enable the agency to serve as the primary source of federal, technical, and financial assistance for emergency management. Among the types of aid provided through FEMA programs are grants and material to help disaster victims meet pressing needs such as food and shelter, education and training programs to improve the response capabilities of non-federal officials, and mobile communications equipment. FEMA exercises little regulatory authority, but directives that underlie the agency's mission authorise the agency to establish standards for reconstruction of buildings after a disaster declaration is issued, for the construction of federal buildings in earthquake-prone areas, and for the operation of first responder equipment. FEMA has responded to, and has helped communities prepare for, terrorist attacks in the United States. The Office of Homeland Security (OHS), established by President Bush subsequent to the attacks in 2001, has a similar, but more encompassing, mission related to disasters caused by terrorist actions. Congressional debate on the contours and framework for federal administration of homeland security might include consideration of FEMA's mission, the extent to which that mission overlaps with the assignments given the new OHS, and a new structure or set of authorities for that agency.

Abstract: A First Responder Communications System (FRCS), also referred to as an Automated Incident Control System, is provided that supports inter-agency and intra-agency communications among first responders including fire, police, border patrol, emergency medical service, safety, and/or other agencies. The FRCS also supports communication among multiple on-scene agencies and various command and control personnel and increases situational awareness by automatically providing position information as well as other sensor information. Components of the FRCS integrate multiple communications channels including High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF)/microwave, cellular, satellite, and Public Switched Telephone Network (PSTN). The FRCS also provides position and time information via Global Positioning System (GPS) and/or other positioning systems, and data from deployed and/or personal sensors to provide enhanced communications, command and control capabilities to the first responders and incident command.

Abstract: Traffic accidents are one of the leading causes of fatalities in the US. An important indicator of survival rates after an accident is the time between the accident and when emergency medical personnel are dispatched to the scene. Eliminating the time between when an accident occurs and when first responders are dispatched to the scene decreases mortality rates by 6%. One approach to eliminating the delay between accident occurrence and first responder dispatch is to use in-vehicle automatic accident detection and notification systems, which sense when traffic accidents occur and immediately notify emergency personnel. These in-vehicle systems, however, are not available in all cars and are expensive to retrofit for older vehicles. This paper describes how smartphones, such as the iPhone and Google Android platforms, can automatically detect traffic accidents using accelerometers and acoustic data, immediately notify a central emergency dispatch server after an accident, and provide situational awareness through photographs, GPS coordinates, VOIP communication channels, and accident data recording. This paper provides the following contributions to the study of detecting traffic accidents via smartphones: (1) we present a formal model for accident detection that combines sensors and context data, (2) we show how smartphone sensors, network connections, and web services can be used to provide situational awareness to first responders, and (3) we provide empirical results demonstrating the efficacy of different approaches employed by smartphone accident detection systems to prevent false positives.

Abstract: An emergency response personnel automated accountability system, also referred to as a Firefighter Automated Accountability System (FAAS), is provided that supports automatic tracking of and limited communications among first responders including fire, police, emergency medical service, and safety personnel. The FAAS increases situational awareness and safety of first responder personnel by automatically providing position information as well as other sensor information. Components of the FAAS integrate wireless mesh networks with positioning and communication systems to support real-time tracking of and communications with emergency response personnel. The FAAS incident awareness system provides position and time information via Global Positioning System (GPS) and/or other positioning systems, and processed data from sensors to provide enhanced communications, command and control capabilities to the first responders and incident command at the incident scene.
