Abstract: In this paper we describe a model using a household production framework to link measures of nonpoint source pollution to fishing quality and a random utility model to describe how that quality influences sport fishing parties' decisions in North Carolina The results provide clear support for using a model that evaluates the effects of pollution on the activities and decisions associated with the fishing activity once a trip is taken Site selection decisions are then conditioned on the anticipated quality of fishing sites The framework also has the advantage of linking the spatial, technical, and economic information required to evaluate the management plans required for estuaries under the National Estuarine Program

Abstract: To effectively implement an Ecosystem Approach to Fisheries (EAF), managers need to consider the effects of management actions on the fishery and the ecosystem. Methods for assessing the effects on target stocks are generally well developed, but methods for assessing the effects on other components and attributes of the ecosystem are not. Area closures and effort controls are widely used fishery management tools that affect the distribution of fishing effort and may therefore have consequences for a range of species and habitats. An approach is developed to predict the effects of area closures and effort control on the biomass, production, and species richness of benthic communities in the North Sea. The redistribution of beam trawling effort as a result of management action was modelled with a random utility model, assuming that fishers selected fishing grounds on the basis of their knowledge of past catch rates. The effects of trawling on benthic invertebrates were predicted using a size-based model that accounted for differences in habitat among fishing grounds. Our simulations demonstrated that closures of different sizes and in different locations could have positive or negative effects on benthic communities. These predicted effects resulted from the trade-off between recovery in the closed areas and additional trawling effects in the open areas that arose from displaced fishing activity. In the absence of effort controls, closure of lightly fished areas had the strongest positive effect on benthic communities. Effort reduction also had a positive effect. Therefore, area closures in lightly fished areas, coupled with effort reduction, are expected to minimize the effects of fishing on benthic communities. As it was not possible to access full international data for the North Sea beam trawl fleet, the results of the analyses are illustrative rather than complete. Nevertheless, what is demonstrated is an effective approach for assessing the environmental consequences of fishery management action that can be used to inform management decision-making as part of an EAF.

Abstract: Characteristics, impacts and economic costs and benefits of blast fishing have been little investigated and they were therefore studied in Indonesia, at the scale of individual fishing households and of Indonesian society as a whole. Although illegal and highly destructive to coral reefs, blast fishing provides income and fish to a vast number of coastal fishers who claim that they have no alternative to make a living. Crew members in small-, medium- and large-scale blast fishing operations earned net incomes per month of US33 900 per km2 of coral reef where there is a low potential value. The main quantifiable costs are through loss of the coastal protection function, foregone benefits of tourism, and foregone benefits of non-destructive fisheries. The economic costs to society are four times higher than the total net private benefits from blast fishing in areas with high potential value of tourism and coastal protection. This analysis of characteristics, impact and economics of blast fishing should help to raise the political will to ban blast fishing from Indonesian waters. Moreover, it allows for an evaluation of possible management solutions, taking into account their costs and the socio-economic framework that caused coastal fishers to start using explosives.

Abstract: Since 1989, interactions between marine mammals and fisheries have been monitored along the Atlantic Patagonian coast. The Argentinian national fishing fleet in the area is composed of approximately 208 vessels (75% trawlers; 16% jiggins; 9% longliners). The fleet operates the year-round from eight harbours between Escondida Island and San Jorge Gulf (80 000 naut. miles2). The important target species are: hake (Merluccius hubbsi), shortfin squid (IIlex argentinus) and shrimp (Pleoticus muelleri), while several tons of other fish are discarded. The dusky dolphin (Lagenorhynchus obscurus), the Commerson's dolphin (Cephalorhynchus commersonii) and the southern sea lion (Otaria flavescens) are incidentally caught. The dolphins become entangled mainly in mid-water trawls at night, while the sea lions become entangled in any kind of trawl. Annual mortality rates obtained are 170-480 sea lions (mostly males; figure estimated to be 1–2% of the population size in the area), 70–200 dusky dolphins (70% females) and 25–170 Commerson's dolphins. Feeding habits of top predators, fish catch and bycatch of the fishery were also studied. Dusky dolphins in the area prey mainly on anchovy and squid, while hake was the most important food item for Commerson's dolphins and male southern sea lions. Squid is also important prey for sea lions and overlaps in size with the fish taken by the commercial fishery. Fishing areas for squid taken by jigging vessels overlap in part with those of foraging sea lions. Even though the commercial size for hake is 30 cm or larger, smaller hakes are largely discarded by the fishery. A combination of operational and specific interactions have been detected. At present, mortality rates seem to be low and there is insufficient evidence of competition for prey species. However, there is concern about the large amounts of fish (particularly hake) discarded by the fishery.
