Abstract: During heavy storms in 1994–1995, salmon farms in southern Chile lost several million fish from the most commonly farmed species, rainbow trout (Oncorhynchus mykiss), coho salmon (Oncorhynchus kisutch), and Atlantic salmon (Salmo salar). To determine the abundance and distribution of such exotic salmon populations in the wild and their effect on native organisms, we conducted experimental fishing, in six locations in the salmon farming regions (41°–46° S) in the inner seas of Chiloe (X Region) and Aysen (XI Region), between November 1995 and December 1996. At the same time, we collected information from salmon farms and insurance companies about escaped individuals. During the experimental fishing we captured 2602 coho salmon, 984 trout, and 271 Atlantic salmon. Captures of the three species declined through the duration of the study; thus in November 1996 we captured <10% of initial catches. Population projections based on three possible mortality rates (0.4, 0.8, and 1.2) predicted the disappearance of salmon by year 2000, and the highest mortality rate was the best predictor of the observed available biomass in 1996. Thus, artisanal fishing may control escaped salmon. Of the three species, coho salmon had the best chances of becoming established in the remote XI Region where the artisanal fishing pressure was less intense. The three salmon species showed feeding similarities, since each kept feeding on pellets beneath the farms, particularly Atlantic salmon, while coho salmon showed greater preference for schooling fish, and rainbow trout fed more often on crustaceans. Thus, the three species, particularly coho salmon, could compete with native southern hake and mackerel. As a management approach to avoid salmon colonization and naturalization in southern Chile, local artisanal fishing should be encouraged because it is probably the most efficient way to remove escaped individuals and reduce the chance of populations becoming self-sustaining.

Abstract: Excessive and unsustainable fishing mortality was the predominant factor in the depletion of Northwest Atlantic cod (Gadus morhua) stocks. However, despite imposition of severe catch restrictions for over a decade, stocks have mostly failed to recover at predicted rates. A number of explanations have been considered. Our analysis of demographic characteristics of 12 of these stocks indicates that recent productivity over the northern portion of the range is much lower than 20 years previous when several stocks recovered from less severe declines. Main contributing factors are, in rank order, increased natural mortality, decreased body growth, and in a few cases, reduced recruitment rates. Continued fishing in directed and bycatch fisheries is also an important factor. Under current conditions, we estimate negative or very low ( 5% would be expected in six stocks, with >10% in four of these. Although productivity is low, we conclude that fishing mortality is further delaying recovery.

Abstract: On-site interviews and a mail questionnaire survey of 377 anglers on two Virginia rivers were used to evaluate the concept of recreational specialization for differentiating angler subgroups. Specialization was defined for four dimensions of angler behavior: (1) fishery resource use, (2) experience, (3) investment, and (4) centrality of angling to lifestyle. Six types of anglers, representing low to high levels of specialization, were identified by cluster analysis. The experience dimension was the most important contributor to the framework, accounting for 24% of the variance in the data. A combination of the resource, investment, and centrality dimensions explained 48% of the variance. Highly specialized anglers were likely to cite resource-related motives (e.g., trophy fish), to rely on skill to catch fish, to prefer to catch and release larger fish, and to favor restrictive harvest regulations. Abstract: The histories of management of the Sumilon and Apo marine reserves in the Philippines provide a stark contrast. Both began with marine conservation and education programs at the community level, initiated by the Marine Laboratory of Silliman University in 1973 at Sumilon, and in 1976 at Apo. At both islands community support for the “no take” reserve concept evolved gradually, via perceived benefits of increased local fish yields and income from tourism. However, Sumilon reserve has been fished down twice (in 1984,1992), and was still being fished in December 1998. Apo reserve has been protected from fishing successfully for 16 y (1982–1998). The management histories of these two marine reserves are the longest and most detailed available for coral reefs. Scientific data spanning 1976–1993 for Sumilon and 1980–1993 for Apo have provided some of the best available evidence of the utility of such reserves as management tools in coral reef fisheries. At Sumilon, collapse of reserve protection in 1984, after 9.5 y of restrictions on fishing, led to significant declines in reef fisheries yields in areas adjacent to the reserve. At Apo, continuous protection from 1982 to 1993 has led to consistent build up of fish in the reserve and some evidence that local fish yields have increased. The unique time series of scientific data obtained from Sumilon and Apo islands are the result of their distinct management histories. The greater success of management at Apo was due to community support for the reserve concept being actively maintained for the past 16 y. Socio-political factors caused the level of community support for the Sumilon reserve to wax and wane over this period. Both case histories have had a profound effect on marine resource management in the Philippines. As marine reserve models they had substantial influence on the design of the National Integrated Protected Area System (NIPAS). Policy now encourages co-management between the National government and local communities, with a strong emphasis on decentralization of decision making and recognition of local territorial use rights in fisheries.
