Abstract: Given a schedule of flight legs to be flown by an airline, the fleet assignment problem is to determine the minimum cost assignment of flights to aircraft types, called fleets, such that each scheduled flight is assigned to exactly one fleet, and the resulting assignment is feasible to fly given a limited number of aircraft in each fleet. Then the airline must determine a sequence of flights, or routes, to be flown by individual aircraft such that assigned flights are included in exactly one route, and all aircraft can be maintained as necessary. This is referred to as the aircraft routing problem. In this paper, we present a single model and solution approach to solve simultaneously the fleet assignment and aircraft routing problems. Our approach is robust in that it can capture costs associated with aircraft connections and complicating constraints such as maintenance requirements. By setting the number of fleets to one, our approach can be used to solve the aircraft routing problem alone. We show how to extend our model and solution approach to solve aircraft routing problems with additional constraints requiring equal aircraft utilization. With data provided by airlines, we provide computational results for the combined fleet assignment and aircraft routing problems without equal utilization requirements and for aircraft routing problems requiring equal aircraft utilization.

Abstract: Electric vehicles can become integral parts of a smart grid, since they are capable of providing valuable services to power systems other than just consuming power. On the transmission system level, electric vehicles are regarded as an important means of balancing the intermittent renewable energy resources such as wind power. This is because electric vehicles can be used to absorb the energy during the period of high electricity penetration and feed the electricity back into the grid when the demand is high or in situations of insufficient electricity generation. However, on the distribution system level, the extra loads created by the increasing number of electric vehicles may have adverse impacts on grid. These factors bring new challenges to the power system operators. To coordinate the interests and solve the conflicts, electric vehicle fleet operators are proposed both by academics and industries. This paper presents a review and classification of methods for smart charging (including power to vehicle and vehicle-to-grid) of electric vehicles for fleet operators. The study firstly presents service relationships between fleet operators and other four actors in smart grids; then, modeling of battery dynamics and driving patterns of electric vehicles, charging and communications standards are introduced; after that, three control strategies and their commonly used algorithms are described; finally, conclusion and recommendations are made.

Abstract: Astochastic, mixed-integer program (MIP) involving joint chance constraints is developed that generates least-cost vehicle redistribution plans for shared-vehicle systems such that a proportion of all near-term demand scenarios are met. The model aims to correct short-term demand asymmetry in shared-vehicle systems, where flow from one station to another is seldom equal to the flow in the opposing direction. The model accounts for demand stochasticity and generates partial redistribution plans in circumstances when demand outstrips supply. This stochastic MIP has a nonconvex feasible region. A novel divide-and-conquer algorithm for generating p-efficient points, used to transform the problem into a set of disjunctive, convex MIPs and handle dual-bounded chance constraints, is proposed. Assuming independence of random demand across stations, a faster cone-generation method is also presented. In a real-world application for a system in Singapore, the potential of redistribution as a fleet management strategy and the value of accounting for inherent stochasticities are demonstrated.
