Abstract: In this essay, a new approach for the ethical study of emerging technology ethics will be presented, called anticipatory technology ethics (ATE). The ethics of emerging technology is the study of ethical issues at the R&D and introduction stage of technology development through anticipation of possible future devices, applications, and social consequences. I will argue that a major problem for its development is the problem of uncertainty, which can only be overcome through methodologically sound forecasting and futures studies. I will then consider three contemporary approaches to the ethics of emerging technologies that use forecasting: ethical technology assessment, the techno-ethical scenarios approach and the ETICA approach, and I considered their strengths and weaknesses. Based on this critical study, I then present my own approach: ATE. ATE is a conceptually and methodologically rich approach for the ethical analysis of emerging technologies that incorporates a large variety of ethical principles, issues, objects and levels of analysis, and research aims. Abstract: This paper focuses on exploring the potential and empirically observable value creation of strategic foresight activities in firms. We first review the literature on strategic foresight, innovation management and strategic management in order to identify the potential value contributions. We use survey data from 77 large multinational firms to assess how much value is generated from formalized strategic foresight practices in these firms. We show that it is possible to capture value through an enhanced capacity to perceive change, an enhanced capacity to interpret and respond to change, influencing other actors, and through an enhanced capacity for organizational learning.

Abstract: The paper presents recent insights from the ongoing FORLEARN project, which aims to develop Foresight theory and practise by supporting the sharing of experience (‘mutual learning’) in Europe. Six functions of Foresight for policy-making are elaborated on: (1) Informing policy: generating insights regarding the dynamics of change, future challenges and options, along with new ideas, and transmitting them to policymakers as an input to policy conceptualisation and design. (2) Facilitating policy implementation: enhancing the capacity for change within a given policy field by building a common awareness of the current situation and future challenges, as well as new networks and visions among stakeholders. (3) Embedding participation in policy-making: facilitating the participation of civil society in the policy-making process, thereby improving its transparency and legitimacy.
