TL;DR: In this article, the concept of evidence based science, technology and innovation policy making is elaborated and put into context with Foresight studies, which are commonly understood as a measure supporting governments, public agencies and companies in designing future oriented strategies.
Abstract: Science, technology and innovation (STI) policies are topics that has been much written about in the last decades. However until today no common understanding has been articulated on what these policy fields are and how they are correlated in daily practice of policy making. The book thus pursuits a completely new approach, which goes much beyond existing practices. For the first time the concept of evidence based science, technology and innovation policy making is elaborated and put into context with Foresight studies. Foresight studies are commonly understood as a measure supporting governments, public agencies and companies in designing future oriented strategies. The editorial book brings together contributions from leading international scientists, representatives of national governments and international organisations like the Organisation for Economic Co-operation and Development.

TL;DR: The 9th S&T Foresight for Japan has recently been completed as mentioned in this paper, where a key element of this foresight is to indicate solutions for broad social issues and global issues including those that address Japan's most urgent challenges (e.g. energy, aging population).

A key element of this Foresight is that S&T is now expected to indicate solutions for broad social issues and global issues (climate change, etc.) including those that address Japan's most urgent challenges (e.g. energy, aging population). This mission‐oriented foresight is novel for the Japanese, since prior foresight exercises have been done with a technology focus. This paper aims to address how the new view of foresight – as more than mere technical potentials – has resulted in several types of foresight impacts, which are noted in the main text.Design/methodology/approach – The 9th Delphi Survey involved two types of interdisciplinary perspectives related to Japan's social future (Safe, Secure, Cooperation and Collaboration) and 12 S&T fields. The committees discussed what could emerge within 30 years and involved 26 domains of social expertise and 140 specialists.Findings – The 9th S&T Foresight investigation consists of an integ...

TL;DR: In this article, a three-step diagnostic method for foresight processes that applies different analytical frameworks developed in the foresight literature is introduced, which leverages Voros' foresight framework, the second step utilizes Rafael Popper's categories of analysis, and step three evaluates the root causes of problems experienced in the Hungarian foresight study.
