TL;DR: The emergence of a significant new partnership involving Canada, Japan, and the United States has been largely ignored by students of international relations and Canadian foreign policy as mentioned in this paper, and the emergence of this new partnership has attracted much attention.
Abstract: The emergence of a significant new partnership involving Canada, Japan, and the United States has been largely ignored by students of international relations and Canadian foreign policy. This collection, written by scholars and policymakers from the countries involved, explores the evolving alliance and illustrates its growing strength in a collective global leadership. The papers examine the three market-oriented democracies in their changing roles toward each other and show how they have moved beyond their separate, special, bilateral relationships into a dynamic three-way engagement. Their intersections in trade, investment, business negotiations, peacekeeping, and environmental affairs are analyzed from a range of perspectives, including political science, management studies, economics, geography, and history. A powerful view unfolds: in the context of a rapidly globalizing economic system, this new triumvirate can only continue to strengthen and flourish, adding its influence to the creation of a new world order.

TL;DR: In this article, the authors identify three sources of competitive advantage for China's ascent in the global technology stakes: its massive domestic market, its centralized power and willingness to employ state-sponsored industrial policy and government support.
Abstract: Over the last century and a half, global technological leadership has shifted from Great Britain to the United States. In this paper we argue that China is positioning itself to assume global leadership in technology within the coming few decades. We identify three sources of competitive advantage for China’s ascent in the global technology stakes: its massive domestic market, its centralized power and willingness to employ state-sponsored industrial policy and government support, and the process of globalization that continues to transform markets worldwide. After acknowledging skeptical views of China’s capacity to achieve global technology leadership, we survey the present state of affairs and assess its prospects for growth based on statistical evidence and multiple illustrative examples. We argue that the three sources of competitive advantage we explicate offer China a path to imminent global technological leadership.

TL;DR: Achieving world-class university status requires planning, persistence and patience as mentioned in this paper, which is not inherent in any individual; rather it is a consciously practiced process that marks out the successful high fliers from the struggling hard workers.
Abstract: Achieving “World Class University” status requires planning, persistence and patience. While perhaps desired by most it can only be accomplished by a small number of what in effect are elite institutions. Recognized by a reputation for excellence a “World Class University” is judged by its peers and the market place on its research, relevance, resourcing, and regulatory regime. Such institutions are primarily focused not on scale of operation but substance of outputs. Providing the inspiration for a “World Class University” are leaders who think both strategically and globally. For them national boundaries are bridges not barriers to the world. They are able to balance effectiveness with efficiency, they ensure that the “right things are done in the right way”. Though based on the identifiable principles of transformational leadership, this balance is not merely the oft quoted ART it is more an ARTFORM. Going beyond traditional university Administration, Research and Teaching these leaders; Aim clear and high, Recruit requisite talent, Talk through the vision, Formulate inspirational implementation plans, Orientate the organization, Resource sufficiently, and constantly Monitor both the outcomes and environment). Such leadership is not inherent in any individual; rather it is a consciously practiced process that marks out the successful high fliers from the struggling hard workers.
