Abstract: In this chapter, I examine the key elements at the origins of the Liberal World Order, its expansion, and gradual multifactorial betrayal, covering the period 1945–2000. At its roots was the understanding that the domestic and international realms, as political and economic affairs, are highly interdependent. The architects of the LWO were urged by a twofold preoccupation: (1) Rebuilding an open and strongly institutionalized international system in which liberal and market democracies could be safe and prosperous; (2) Strengthening the political and socioeconomic systems of the democratic states, the pillars of the new international order. If during the brief season of the ‘unipolar moment’ (1990–late 2000s) of the international system, the United States enjoyed a tremendous gap in political, military, and economic terms in comparison to any possible rival, facing no other power willing to challenge its global leadership, the general awareness shared by the first creators of the liberal world order gradually waned, as the difficulties and periods of crisis in the economic cycle were confronted with obliviousness of the real purpose of the game: the awareness regarding the instrumental nature of market economy, which can only exist within a society and thus cannot afford to disengage from its destiny.

Abstract: This paper examines the likelihood of China’s legitimation as the global hegemon during an era of relative U.S. decline. Using Rapkin’s (1990) legitimacy deficit framework, the author tests China’s prospects for international legitimacy through the analysis of Chinese leadership at the United Nations (UN). While China’s recent exponential increase in contributions to UN peacekeeping and the UN regular budget signal growing Chinese global leadership, their consistent focus on regional interests, as displayed in UN Security Council and UN General Assembly debate and discussion, indicates the absence of an internationally supported agenda. In concluding, this paper asserts that recent Chinese legitimation efforts through UN leadership have been stonewalled by an inability to provide an international agenda with globally held values and beliefs.

Abstract: The global marketplace has become an economic reality in which the United States could be considered a dominant player, but some economists have stated that its position in this global economic environment has been declining in previous decades due to the European Union, Asian, and Emerging Markets. With that in mind, according to Wiley (1996) study, since the late 90s, most employers have been battling the benefits, conflicts, and challenges that come with a culturally diverse workplace. The advantage of a different environment is that it will bring about a broad range of knowledge, awareness, and viewpoints from people that were brought up in different cultural environments. As a result, a robust international position will require that human resource managers (HRM) are prepared to function effectively and efficiently in a goal-oriented environment. These managers must also appreciate cultural diversity and understand the complexities of the global climate and be willing to adapt their skills and strategies to cope with the international business challenges. This research paper will reveal how the GLOBE (Global Leadership and Organizational Behavior Effectiveness) techniques can be used to develop Human Resource Management Strategies to empower managers to do whatever is necessary to achieve organizational goals with the appropriate resources.
