TL;DR: In this paper, the use of reverse tunneling during hand off (HO) to provide the user equipment (UE) with new security parameters, the generation of multiple key sets and automated or context based triggering of the Security Mode Command.
Abstract: Security context transfer and ROHC context transfer to enable secure and efficient mobile device handoff is facilitated by the introduction of new information elements to the UL Allocation message or separate downlink (DL) physical channel, the use of reverse tunneling during hand off (HO) to provide the User Equipment (UE) with new security parameters, the generation of multiple key sets and automated or context based triggering of the Security Mode Command.

TL;DR: In this article, a load balancing system for a mobile telecommunications network is described, which includes a mobile services switching center and a first base station controller coupled to the mobile service switching center for managing a first plurality of cells.
Abstract: A method and system for load balancing used in a mobile telecommunications network. The load balancing system includes a mobile services switching center and a first base station controller coupled to the mobile services switching center for managing a first plurality of cells. The load balancing system further includes a second base station controller coupled to the mobile services switching center for managing a second plurality of cells, where one cell of the first plurality of cells is adjacent to one cell of the second plurality of cells. The second base station controller includes a processor responsive to receiving a first load indication message from the first base station controller in order to determine whether to handover at least one ongoing call from the one cell of the second base station controller to the one cell of the first base station controller.

TL;DR: In this paper, a handover protocol for a wireless subscriber communication unit from a first base station to a second base station in a wireless network is described, where the handover command message is received by the wireless subscriber communications unit from the first BS.
Abstract: A method for handover of a wireless subscriber communication unit from a first base station to a second base station in a wireless network is described. The method comprises at the wireless subscriber communication unit receiving a handover command message from the first base station. At the first base station, the method comprises sending a scheduling request message to the second base station, in response to an acknowledgement message sent from the wireless subscriber communication unit. The method further comprises, at the second base station, scheduling, in response to the scheduling request message, at least one uplink scheduling resource (UL-SCH) for the wireless subscriber communication unit to transmit a handover (HO) confirmation message to the second base station; and receiving a handover confirmation message from the wireless subscriber communication unit on the at least one uplink scheduling resource (UL-SCH).

TL;DR: In this article, a handover method for a wireless communication system including a plurality of femto cells and at least one macro cell within which the femto cell are disposed is presented.
Abstract: A wireless communication system and handover method for the wireless communication system are provided. A handover method for a wireless communication system including a plurality of femto cells and at least one macro cell within which the femto cells are disposed includes determining, at a Radio Network Controller (RNC), a handover of a terminal to a femto base station based on a measurement report of the terminal and preset handover parameters, sending a radio link setup request message to a femto base station gateway, the radio link setup request message including a uplink scrambling code and an International Mobile Subscriber Identity (IMSI) of the terminal and a Logical Cell Identifier (LCID) of femto base stations reusing frequency of a macro base station, searching, at the femto base station gateway, for femto base stations of which LCIDs match the LCID contained in the radio link setup request message, and performing, when only one LCID-matched femto base station is discovered, the handover of the terminal to the LCID-matched femto base station.

TL;DR: In this article, a handover protocol in a multiple component carrier system is proposed, where a UE transmits a measurement report message, including measurement values for one or more cells, to a source BS.
Abstract: A method for performing handover in a multiple component carrier system includes a UE transmitting a measurement report message, including measurement values for one or more cells, to a source BS, the source BS transmitting a handover request message, including at least one of a candidate cell list including at least one candidate cell to be used in a target BS, an aggregatable cell list including at least one aggregatable cell in which UE capability is taken into consideration, and a list of sensible cells including at least one cell defined based on a similarity sensitivity of a measured frequency, to the target BS based on the measurement value, the source BS checking the cell included in the at least one list, receiving a handover ACK message including a final cell from the target BS, and determining handover, and the source BS transmitting a handover command message to the UE.
