Abstract: PURPOSE: An image transmission rate control system, a method, and an image conversion method are provided to control image traffic transmission rates in a network end between an image providing server and a user terminal. CONSTITUTION: An image extractor(210) receives a packet transmitted to a user terminal from an image providing server. The image extractor extracts image traffic of the received packet by analyzing the received packet. A transmission rate change determination unit(230) determines the transmission rate change of the extracted image traffic based on a network state information or subscriber policy information. A transmission rate change unit(250) changes transmission rates of the image traffic based on determination. Abstract: PROBLEM TO BE SOLVED: To provide an image processing apparatus which properly enlarges a plurality of persons.SOLUTION: An image processing apparatus includes: a person detection unit which detects face images of persons from an image; and an image conversion unit which enlarges the face images located under a bar, which is generated above the face images and longer than the lateral width of the faces, on the basis of a position of an upper end of the extracted face, so that the bar is located at the upper end of the image. The image processing apparatus enlarges the image on the basis of the faces so as not to deform the faces of the persons.

Abstract: PROBLEM TO BE SOLVED: To provide a surface inspection device of generating hardly a pseudo-defect, even when detecting a defect based on a difference between hues of a reference image and an inspection image. SOLUTION: This surface inspection device converts the hues of the reference image and the inspection image read in as R, G and B signals into the hues, compares the both images converted into the hues, and detects the defect based on a result therein. An image conversion means uses a value of the hue as it is, without adding 360° thereto, when the value of the hue is brought into a negative value in a process for converting the R, G and B signals into the hues.
