Abstract: Human capital is the key in the development of any country. This, obviously, supersedes all components of development packages. This resource-human capital determines optimally the use of land, minerals, technology and all ventures of development. Because of the importance of human capital, this paper provides a critical thinking on the challenges of development of African countries, Tanzania included, on the role of human capital in the development of our countries. The objective of the paper is to reiterate the importance of human capital in relation to the utilisation of the available resources that can be reaped for development. The paper is a review in nature, hence it has articulated observation and experiential as the main sources of information. This piece of literature is driven by the reality that sustainable development is critical for the survival of our countries. Hence, we need to harness the utilisation of the human capital in the venture of development. We conclude that development of human capital does not necessarily mean leading our people into acquaintance of degrees, but into acquiring proper knowledge that entail to deal with the societal problems. We add that proper identification of personnel for any program is critical, as not all people are capable of doing all things.

Abstract: Keywords An abundance of models and approaches have been formed to develop school effectiveness. Schools have been analyzed with respect to psychological, sociological, cultural and administrative dimensions. Social and cultural capitals- as the recently developed nonmonetary forms of capital-have been investigated with respect to school organizations. Nonetheless so far there has been no indepth research on moral capital in schools as an original concept. In the present research, the concept of moral capital has been defined; and the interrelationship between the development of moral environment at schools and moral capital as well as moral leadership has been analysed. Abstract: As a component of the intellectual capital, the human factor is a competitive resource, full of potential and economic benefits. The use of it should be further promoted, while improving the consistency of definitions and methods across Europe. Knowing the fact that the business environment is based on the human capital, it should also take into account the views of stakeholders and the developments in accounting rules and corporate governance in order to assess, to measure and to report this component of intellectual capital. Of course, for Romania, being a part of the huge mechanism that is EU means a new perspective for the use of human capital and for the understanding of its importance. The main focus of the paper is on Romania's strategy regarding human capital, which should be consistent with EU 2020 Strategy, should be based on the idea that intellectual capital investments and assets are necessary, but not sufficient to make human capital productive, and a change of perspective is necessary.

Abstract: Over the years, the terms used to describe staff and employees in businesses have altered and been being changed. We have moved from " personnel " to " human resources " (HR) and now to " human capital ". The term human capital is recognition that people in organizations and occupations are more significant and essential than physical assets like cars and money. Organizations are investing thousands of dollars behind developing human resources. In spite of having ample attempts, still the world is aching from lack of spiritual and moral leaders/manpower both in business and non-business sectors. However, all of those attempts and theories, being used to develop human capital, are from a conventional view. Though Islam has a great command to convert the human being into human capital, there is no such model developed from an Islamic perspective. To minimize the gap, the researchers have conducted the present study to develop a comprehensive theoretical model for sustainable human capital development. The present study is a theoretical one and relevant secondary data have been used in appropriate places to address the objectives of the study. The researchers hope that the findings of this present study will help the practitioners and the Muslim Ummah as well to develop their manpower according to their needs. And also the model will help them to build such a nation who will be full of spirituality, morality and intellectuality.
