These problems are presented in the context of defense systemsapproaches to their solution are discussed-and issues and open questions which must be addressed in the future are identified.

Abstract: The authors distinguish between systematic and episodic methods of educational evaluation and review the numerous pressures necessitating incorporation of evaluation systems into house-staff training programs. Such pressures include needs to document quality and quantity of training experiences, often mandated by external agencies, as well as trainee desire for increased feedback to guide their personal development. In response, a house-staff evaluation model based on principles of participative decision making and collegial information sharing was developed and implemented at the University of North Carolina. The model features use of multiple and interacting sources of information about each resident and structured occasion for that information to be discussed in the resident's presence. This process leads to carefully documented decisions about strengths and weaknesses of each resident and about the program itself. Evaluation systems are beneficial to the degree that their design matches the organizational climate of the program they serve, and to the degree that they can evolve as the program evolves to maintain such goodness-of-fit.

Abstract: The nature and range of international exchanges in the past three decades is impressive. Despite the fact that federally sponsored exchanges account for only 5 percent of the total of foreign visitors in this country, this 5 percent embraced, in fiscal year 1977, some 39,000 individuals under the auspices of several dozen agencies and at an estimated total cost of $662 million. The total estimate for purposeful, that is, nonmilitary and nontouristic foreign exchanges, is estimated to be over one million exchanges annually. Since 1953, attempts have been made to collect data about federal exchange programs and to coordinate this activity. Increas ingly, better data and interagency information sharing will be needed to assess the impact of exchanges and areas where shrinking funds can best be invested. Better infusion of exchanges experiences into educational programming aimed at educating Americans about other peoples and cultures is similarly a challenge in the eighties.
