TL;DR: An adaptive block matching motion estimation algorithm based on the interframe texture analysis is presented that adaptively changes the size and shape of the search window of each block depending on the values of textural features.
Abstract: Texture classification applied to the frame difference signals can be used to design adaptive algorithms for a variety of video applications. In this paper an adaptive block matching motion estimation algorithm based on the interframe texture analysis is presented. The algorithm adaptively changes the size and shape of the search window of each block depending on the values of textural features. The chosen features are extracted from the temporal difference histogram and provide information about the speed of the moving objects and the most likely direction of their motion. Applications of the proposed algorithm to the normal and hierarchical motion estimators are shown. Compared to the known techniques, the presented methods reduce the computational effort by saving unnecessary searches while offering higher performance. >

TL;DR: In this paper, a coding unit for intra-frame coding or interframe coding is presented, where a refresh-operation-control unit is used to reschedule the predetermined intervals when the coding unit applies the intraframe coding during one of the predetermined interval.
Abstract: A device for coding moving pictures includes a coding unit for applying intra-frame coding or inter-frame coding to the of blocks dividing each frame of the moving pictures. The device further includes a refresh-operation-control unit for controlling the coding unit to carry out the intra-frame coding as a refresh operation at predetermined intervals. The refresh-operation-control unit reschedules the predetermined intervals when the coding unit applies the intra-frame coding during one of the predetermined intervals, such that a timing of the intra-frame coding during the one of the predetermined intervals marks a start of a next one of the predetermined intervals.

TL;DR: An interframe hierarchical vector quantizer (IHVQ) is presented that is capable of encoding image sequence scenes at rates below 0.3 bit per pixel per frame.
Abstract: An interframe hierarchical vector quantizer (IHVQ) is presented that is capable of encoding image sequence scenes at rates below 0.3 bit per pixel per frame. A regular decomposition quadtree method is used to segment the interframe differential signal into homogeneous regions of different block size. Small blocks representing high contrast moving boundaries (i.e., the impulsive component of the difference signal) are vector quantized, whereas large blocks typically representing smooth regions of the image are encoded by the local sample mean of the region. The IHVQ system has a signal-to-noise ratio (SNR) at least 2 dB higher than the SNR of the interframe mean-reconstructed quadtree coding system.

TL;DR: In this article, a subtractive method of providing complementary fade-up and fade-down is proposed to reduce rounding errors in PCM audio frames by fading up and fading down a frame end and a frame appendage only at a splice point and overlapping and combining to provide a crossfade at the splice.
Abstract: Method for splicing PCM audio frames form modified frames by appending to each frame either a portion of the next preceding frame or the next following frame. According to a first approach, splices are obtained by fading up and fading down a frame end and a frame appendage only at a splice point, and overlapping and combining to provide a crossfade at the splice. Alternatively, every frame end and frame appendage is faded up and faded down, overlapped and combined. A subtractive method of providing complementary fade-up and fade-down reduces rounding errors.

TL;DR: In this paper, an interlaced sequence with smooth, incremental motion is constructed from a progressive video sequence using object motion estimation and interpolated motion vectors for each segment are used to construct at least one intermediate frame.
Abstract: One embodiment disclosed relates to the use of object motion estimation to interlace a progressive video sequence. One of a plurality of consecutive frames is segmented and motion vectors for each segment are determined though object motion estimation. Interpolated motion vectors are used to construct at least one intermediate frame, and interlaced fields are extracted from the new sequence of frames that includes intermediate frames. An interlaced sequence with smooth, incremental motion is thus constructed from a progressive video sequence.
