Abstract: PROBLEM TO BE SOLVED: To conduct moving compensation inter-frame prediction by obtaining a motion vector between image frames with high accuracy, conducting optimum area division to an object shape or the like and applying efficient coding/decoding to the motion vector. SOLUTION: A moving compensation inter-frame prediction section 17 changes a coding processing area based on an input image and a reference image in a frame memory section 16 to generate a predicted image and to obtain coding side information. The prediction section 17 selects a valid/invalid mask for processing from a position of a processing object at the retrieval by a vector retrieval section 32 by using a valid area selection section 31, divides the processing area suitable for the image from a motion vector and the reference image and uses affine transformation and parallel displacement to generate a predicted image by using a variable area size prediction frame generating section 33, controls the area division and allows an area division pattern decision section 34 to provide an output of side information such as the predicted image, the motion vector and area division information. A side information coding section 35 codes an additional motion vector as a difference from a mean of basic motion vectors or applies prediction coding to the motion vector from a median of three adjacent motion vectors.

Abstract: A video image indexing system includes a method for identifying categories in compressed digital data for improved retrieval of video images. An encoder receives a frame and digitizes the image data while a sub-band coder codes each digitized frame at a plurality of transform levels to derive categorized data segments. Data segments are stored and then retrieved according to minimum entropy of Eigenvalues in a first transform level. Preferably, the compression is improved by creating a residual image of each frame by subtracting a predicted frame image from the actual frame image. This compression of data enhances the recreation of lossless video images at the receiver.

Abstract: A lattice-based scheme for the single-frame and the double-frame quantization of the speech line spectral frequency parameters is proposed. The lattice structure provides a low-complexity vector quantization framework, which is implemented using a trellis structure. In the single-frame scheme, the intraframe dependencies are exploited using a linear predictor. In the double-frame scheme, the parameters of two consecutive frames are jointly quantized and hence the interframe dependencies are also exploited. A switched scheme is also considered in which, lattice-based double-frame and single-frame quantization is performed for each two frame and the one which results in a lower distortion is chosen. Comparisons to the Split-VQ, the Multi-Stage VQ, the Trellis Coded Quantization, the interframe Block-Based Trellis Quantizer, and the interframe scheme used in IS-641 EFRC and the GSM AMR codec are provided. These results demonstrate the effectiveness of the proposed lattice-based quantization schemes, while maintaining a very low complexity. Finally, the issue of the robustness to channel errors is investigated

Abstract: A system and method for encoding and decoding a video image having a plurality of frames is disclosed. The method includes a previously reconstructed frame that is segmented to create an alternate reference frame used to encode a current frame. The segments of the previously reconstructed frame are assigned motion parameters, which are used to compile the alternate reference frame. The current frame is encoded and the segmentation parameters and motion parameters are transmitted in the bitstream. The segmentation parameters and motion parameters can be used by a decoder to recreate the alternate reference frame in order to decode the encoded current frame.

Abstract: Techniques for encoding and decoding video data are described. A method of coding video may include determining a plurality of motion vector candidates for a block of video data for use in a motion vector prediction process, wherein each of the motion vector candidates points to a respective reference frame index, performing the motion vector prediction process using the motion vector candidates to determine a motion vector for the block of video data, and performing motion compensation for the block of video data using the motion vector and a common reference frame index, wherein the common reference frame index is used regardless of the respective reference frame index associated with the determined motion vector.
