TL;DR: In this article, a method for quick interframe transcoding from H.264/AVC standard to HEVC standard was proposed, which comprises the following steps: imbedding an H. 264/AVc standard code stream into a decoder for decoding, abstracting various information of subblocks during a decoding process, converting extracted information of the subblocks into CU and PU information for HEVC-standard in ways of direct correspondence and small blocks forming large blocks.
Abstract: The invention discloses a method for quick inter-frame transcoding from H. 264/AVC standard to HEVC standard. The method comprises the following steps: imbedding an H.264/AVC standard code stream into a decoder for decoding, abstracting various information of subblocks during a decoding process, converting extracted information of the subblocks into CU and PU information for HEVC standard in ways of direct correspondence and small blocks forming large blocks, and finally using CU and PU information in HEVC standard coding directly. Since definite CU and PU information is available, quadtree division of CU, performed according to original encoding mode, is not required, ergodic of all possible PU modes under the depth of each CU is not required, and all that is needed is to calculate a PU mode and an intra-frame predicting mode under the depth of a corresponding CU. Therefore, calculating complexity in quadtree division of CU and ergodic under PU mode during transcoding is avoided. According to the transcoding method in the invention, the coding calculation complexity and coding time can be lowered and reduced considerably under the condition of very small loss of bit rate and video quality.

TL;DR: A new intra-and-inter-constraint-based video enhancement approach aiming to achieve high intraframe quality of the entire picture where multiple regions-of-interest (ROIs) can be adaptively and simultaneously enhanced and guarantee the interframe quality consistencies among video frames is proposed.
Abstract: Video enhancement plays an important role in various video applications. In this paper, we propose a new intra-and-inter-constraint-based video enhancement approach aiming to: 1) achieve high intraframe quality of the entire picture where multiple regions-of-interest (ROIs) can be adaptively and simultaneously enhanced, and 2) guarantee the interframe quality consistencies among video frames. We first analyze features from different ROIs and create a piecewise tone mapping curve for the entire frame such that the intraframe quality can be enhanced. We further introduce new interframe constraints to improve the temporal quality consistency. Experimental results show that the proposed algorithm obviously outperforms the state-of-the-art algorithms.

TL;DR: In this article, a processor selects an intra coding mode having a direction that most closely matches a direction of minimum pixel value change of the block, and then computes a predicted intra frame encoding residual data for the block associated with the selected mode based on the difference between the direction of the selected intra-frame encoding mode and the direction required by the block.
Abstract: A system, processor, and method are provided for encoding a data block, for example, of digital data. A processor may, from among a plurality of intra frame encoding modes each having a different direction for extrapolating already encoded pixels adjacent to the block, select an intra coding mode having a direction that most closely matches a direction of minimum pixel value change of the block. The processor may compute a predicted intra frame encoding residual data for the block associated with the selected mode based on the difference between the direction of the selected intra frame encoding mode and the direction of minimum pixel value change of the block. The processor may compute inter frame encoding residual data and compare the intra and inter frame encoding residual data. The processor may compress the data block using the intra or inter frame encoding having the smaller residual data.

TL;DR: In this paper, a video processing device generates a plurality of compressed video bit streams comprising different bit rates, and selects one stream per portion of video data to transmit to a display device.
Abstract: For a portion of video data, a video processing device generates a plurality of compressed video bit streams comprising different bit rates, and selects one stream per portion of video data to transmit to a display device. The streams may be generated concurrently. Bit rates are determined based on operating conditions and link performance. The selections are determined dynamically in response to received information. The streams may be compressed utilizing different compression schemes, for example, DPCM and/or transform compression. The bit rates may be dynamically adjusted by adjusting compression scheme, compression parameters, frame size, frame rate, color space and/or chroma sampling. The portion of video data may comprise contiguous horizontal rows or portions of rows of pixels, a full frame and/or a scaled frame. Information is communicated to the display device for control of decompression operations. The display device receives, decompresses, reconstructs and displays the selected bit stream.

TL;DR: In this paper, it has been recognized that in a wireless communication system certain frames of encoded speech data transmitted between a base station and a mobile unit, or between a Mobile Unit and a Base Station, are more critical than others.
Abstract: It has been recognized that in a wireless communication system certain frames of encoded speech data transmitted between a base station and a mobile unit, or between a mobile unit and a base station, are more critical than others. A frame may be determined to be erased by the receiving base station or mobile unit due to noise or interference over the wireless transmission medium. If an erased frame cannot be recreated from one or more preceding frames, then it is more critical than a frame that can be recreated by an extrapolation of data from one or more preceding frames. Accordingly, on a frame-by-frame basis, each frame in a sequence of frames is identified as being critical or non-critical. Each frame that is identified as being critical is then transmitted in a manner that is more robust than the manner in which non-critical frames are transmitted to decrease the likelihood that a receiver will determine that the frame is erased. In a CDMA system, a current frame is identified as being critical by forming a weighted sum of the differences between corresponding frame parameters that represent the current frame and frame parameters that represent a previous frame. That weighted sum is compared with a threshold. If the weighted sum exceeds the threshold, then the current frame is classified as being a critical frame and is transmitted at a higher output level than non-critical frames are transmitted.
