TL;DR: In this article, an inter-frame predictive encoding apparatus is proposed, in which the prediction error signal is transferred through a spatial filter prior to intra-frame encoding, and the degree of filtering is controlled fixedly or varying in units of frame intervals by a control signal.
Abstract: An inter-frame predictive encoding apparatus which derives a prediction error signal representing successive frames of a video signal based on differences between pixel data of each frame and pixel data of at least one other frame, and executes intra-frame encoding of the prediction error signal, in which the prediction error signal is transferred through a spatial filter prior to intra-frame encoding, and in which the degree of filtering is controlled fixedly or varying in units of frame intervals by a control signal, for thereby controlling the high frequency components of the error signal to an appropriate level in accordance with respective requirements for the output data rate from the apparatus and spatial resolution of a finally obtained picture.

TL;DR: In this paper, a dual and possibly multiple, frame approach is used by the invention, which includes making a decision to use a long term reference frame which is a frame other than an immediate past reference frame, to conduct INTER coding, or to conduct INTRA frame coding.
Abstract: A dual, and possibly multiple, frame approach is used by the invention. Embodiments of the invention include making a decision to use a long term reference frame, which is a frame other than an immediate past reference frame, to conduct INTER coding, or to conduct INTRA frame coding. Other embodiments include use of long and short term reference blocks, and make a decision between two types of INTER coding blocks and INTRA coding. In accordance with embodiments of the invention, a long term frame is a high quality frame. The high quality frame may be used as a reference frame under particular conditions.

TL;DR: In this paper, an adaptive motion estimation based on statistical sum of absolute difference (SAD) is proposed, where search step sizes to estimate motion in one portion of a frame are calculated using SAD values from neighboring portions of the frame.
Abstract: A novel motion estimation algorithm, AMESSAD (adaptive motion estimation based on statistical sum of absolute difference) is provided. The algorithm adaptively determines motion search step size based on statistical distribution of SAD (sum of absolute difference). That is, search step sizes to estimate motion in one portion of a frame are calculated using SAD values from neighboring portions of the frame. The efficient search procedure improves the implementation of motion compensation and transform based hybrid video coders, such as the H.26P and MPEG-X standard video compression. Compared with fixed step-size motion estimation, the adaptive algorithm improves motion estimation and hence overall video encoding speed. In addition, improved visual quality can be achieved in many cases because the algorithm differentiates regions with motion activity and allocates more motion estimation resources to local areas or local frames with higher motion content.

TL;DR: In this article, the authors describe techniques and tools for quality control in frame interpolation and motion analysis, which may be implemented separately or in combination in software and/or hardware devices for various applications.
Abstract: Techniques and tools for quality control in frame interpolation and motion analysis are described. The techniques and tools may be implemented separately or in combination in software and/or hardware devices for various applications. For example, a media playback device uses quality control in frame interpolation with motion analysis to increase the frame rate of streamed video for playback. The device selectively uses frame synthesis to increase frame rate and quality under normal circumstances, but avoids using frame synthesis when it would not provide suitable quality improvement. The device uses selective ghosting reduction and selective feathering to reduce artifacts in synthesized frames.

TL;DR: It is shown that controlled frames are equivalent to standard frames and so this concept gives a generalized way to check the frame condition, while offering a numerical advantage in the sense of preconditioning.
Abstract: Weighted and controlled frames have been introduced recently to improve the numerical efficiency of iterative algorithms for inverting the frame operator. In this paper, we develop systematically these notions, including their mutual relationship. We will show that controlled frames are equivalent to standard frames and so this concept gives a generalized way to check the frame condition, while offering a numerical advantage in the sense of preconditioning. Next, we investigate weighted frames, in particular their relation to controlled frames. We consider the special case of semi-normalized weights, where the concepts of weighted frames and standard frames are interchangeable. We also make the connection with frame multipliers. Finally, we analyze weighted frames numerically. First, we investigate three possibilities for finding weights in order to tighten a given frame, i.e. decrease the frame bound ratio. Then, we examine Gabor frames and how well the canonical dual of a weighted frame is approximated by the inversely weighted dual frame.
